AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE
AN AGREEMENT WITH TUSA CONSULTING SERVICES FOR CONSULTING
SERVICES FOR PUBLIC SAFETY RADIO SYSTEM EVALUATION
WHEREAS, the City of Riverside, Missouri ("Cit}~') has received a proposal and
engaged in negotiations with TUSA Consulting Services ("TUSA") for provision of consulting
services for Public Safety Department radio system evaluation (the "Services"); and
WHEREAS, the City and TUSA have reached an agreement concerning the provision of
and payment for such Services.
NOW, THEREFORE, be it ordained by the Boazd of Aldermen of the City of Riverside,
Missouri, as follows:
Section 1. This Ordinance is intended and is hereby deternuned and declazed to be necessary to
accomplish and serve the public purpose of improving public safety by enhancement of the
Public Safety Depamnent radio network.
Section 2. The Boazd of Aldermen finds that TUSA is the only company capable of providing
the services; that TUSA has the ability, capability and skill to perform the Services promptly;
that TUSA has experience and demonstrated performance under other contracts with regard to
similaz services; and that the purchase is in the best interests of the City.
Section 3. The City of Riverside shall enter into an agreement whereby TUSA shall provide the
Services as described in Exhibit A attached hereto to the City at a total cost of $29,803.05 (the
"Agreement").
Section 4. The execution and delivery of the Agreement, in substantially the form attached
hereto as Exhibit A, is approved, and the Mayor is authorized to execute the Agreement and to
take such other actions reasonably necessary to carry out the intent of this Ordinance on behalf of
the City, the execution of the Agreement being conclusive evidence of such approval.
Section 5. The Mayor, the City Administrator, the City Attorney and other appropriate City
officials are hereby authorized to take any and all actions as may be deemed necessary or
convenient to carry out and comply with the intent of this Ordinance and to execute and deliver
for and on behalf of the City all certificates, instruments, agreements and other documents, as
maybe necessazy or convenient to perform all matters herein authorized.

TCS maintains its prinapal office in New Orleans, Louisiana. Ow proposed Project Manager,
Dean Hart is based in Kansas City, Mi~ouri and would be your primary consultant raottree
interface. Additionally, we have committed the service of other TCS personnel and the oversight of
Dominic TLsa as a principal advisor.
Should the City desire TCS to continue its support through procuremrnt and project
implementation, Jack Hart (ow firm's most experienced project implementation manager} would
supplemem the activities of Dean Hart, Allen Cutts and other support personnel, as may be nceded.

The following describes ow normal fee stntcture for technical and snpport services that are
performed on a time and exprnses basis. Fa projects of a large scope, the ccet for services varia
depending upon the project's duration, breadth of services required and economy of scale.

The calculated costs for each task describes by our Phased Approach are indicated in the following
tables. Please note that due to the scope of this anticipated project, TCS has rtotmatized the
proposed bi0ing rate for its project management and radio consulting services ro SI35 per task how.
All above-indipted time rotes for drafting and administrative apply.
A spreadsheet detailing the cost associated with Phase I is included at the end of this Section. The
total cost for Phase I is S 29,803.00.
TCS wiil provide whatever level of support is desired by Riverside, Missouri throughout
procurement and subsequent implemmtation of the City's contracted radio network We love
provided a representative scope of services that would be applicable to project impletnrntatton and

this is contained in Phase II. However, since the scope and complexity ofthe actual impkmrntation
is unknown at this time and is wholly dependent upon the conflgtuation/technok>gy ultimately
selected by the pry, it is impossible ro give a meaningful, aavrate cost proposal for this future
service.
It should be noted, however, that Phase II procuranent and project implementation assistance costs
can be estimated using ffie Phase I configurations once a direction has been established by the City.
Typically speaking, rnnsultant costs related ro Phase II procuranem/impkrtxntation services are in
the order of S.5 ro 6°/s of the project's contracted value. As a hypothetical example, for radio
projects whose contracted cost is in the range of S3-Million, corresponding consultant fees for
spetafication devebpment and on-site project implementation may be in the order of 5170,000.
Where significant renovation to existing infrashucture site faalitks is also required, this fee
percentage could increase depending upon the renovation's compltutity and scope.
An advantage ro the City available through T'CS selection is the absence of travel related expense
since our proposed technical personnel are local and resident to the area, This woukl allow a
reduction in implementation costs to where the negotiated cost percentage would likely fall
somewhat below S.SNe. in any case, this optional service would be based on a mutually acceptable
scope of work and fee contingent upon project complexity and the delivery schedule proposed by the
selected radio network vendor.
