HomeMy WebLinkAbout2004-002 - Amendments to Certain Rules and Regulations for the Operation of the Community Center BILL N0.2004-02 ORDINANCE NO.2004-02 AN ORDINANCE AMENDING CERTAIN RULES AND REGULATIONS FOR OPERATION OF THE RIVERSIDE COMMUNITY CENTER WHEREAS, the City of Riverside operates a Community Center for use by Riverside citizens and their guests (the "Community Center"); and WHEREAS, at a meeting of the Riverside Board of Aldermen held on May 5, 1998 the Aldermen, by Ordinance Number 98-46, did approve and adopt a specific fee schedule for, and a policy with rules and regulations regarding the operation and use of (the "Policy"), the Community Center; and WHEREAS, the Riverside Board of Aldermen did amend the fee schedule and/or the Policy on October 3, 2000 by Ordinance Number 2000-79; and WHEREAS, the City and the Aldermen have determined that it is necessary and in the City's best interest to promulgate certain amendments and additions to the Policy regarding use of the Community Center; and WHEREAS, the City desires to vest the City Administrator with the authority in the future to amend the Policy, except in instances where the fees for use of the Community Center are involved, NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside, Missouri, as follows: Section 1. The Policy for operation and use of the Riverside Community Center is hereby repealed and replaced in its entirety with the new and updated Policy titled "Riverside Community Center Rules of Participation" and attached hereto as Exhibit A. Section 2. From the date of this Ordinance forward, the City Administrator or the Director of Public Safety, shall have the authority to establish, amend and supplement the Policy for operation and use of the Riverside Community Center, such as he/she deems necessary, provided that any amendment or change to the fees or charges assessed for use of the Center must be made and approved by Ordinance and/or in accordance with State law. Section 3. All Ordinances and parts thereof conflicting herewith are hereby repealed. Section 4. If any section, subsection, subdivision, paragraph, sentence, clause or phrase in this Ordinance, or the application thereof to any circumstances, is for any reason held to be unconstitutional or invalid or ineffective by any court of competent jurisdiction, such decision shall not affect the validity or effectiveness of the remaining portions of this Ordinance. r •r t •r n R' 1' 1 ~ '1 T f~ ~ -`, Section 5. Mayor ATT Y CLERK -2- r -r t r n A. 1. ~ ~ "f T f~ s' 4 RIVERSIDE COMMUNITY CENTER FEES AND POLICY Purpose: The Riverside Community Center is designed to serve the residents of the City of Riverside, and other non-residents as time allows, by providing public areas for use for private parties, meetings, or other events, as well as activities open to the general public. FACILITIES AVAILABLE FOR RENTAL Meeting Rooms -Two rooms, each with a capacity of 70 people, may be reserved, either singly or in combination, with a separate rental fee for each room. Multipurpose Area -Gymnasium area, with stage, can utilize bleachers for athletic seating or tables and chairs for banquet or meeting seating. Capacity is 500 persons. Kitchen -Available for heating and serving meals only. Cooking or commercial meal preparation is not allowed. GENERAL POLICIES • Meeting rooms may be reserved for use between the hours of 8:00 a.m. and 1:00 a.m. • Multipurpose area may be reserved for use between the hours of 9:30 a.m. and 1:00 a.m. In all cases, the Community Center will close promptly at 1:00 a.m. • The Multipurpose Area is not available for use on the following days: Christmas Eve, Christmas Day, Thanksgiving, New Years Day and Easter Sunday. • Use of the Community Center maybe denied based upon past performance of Licensee and/or rentals for similaz purposes. • Use of the Center shall be subject to availability and/or non-interference with City functions. All City functions and/or uses shall take precedence. • Rental of meeting rooms or multipurpose area shall not include set-up or take-down of tables and chairs or emptying of trash by City Staff: The Licensee is solely responsible for these activities. Nothing shall be pinned, taped, or attached in any manner to the walls, door frames, woodwork, etc., as long as there is no damage done. Leesee shall provide all cleaning supplies and trash bags. • No dance wax or substitutes aze to be used on the floor. Rice, bird seed, sand, sequins and confetti may be used only outside the building. ~C . • The Community Center staff will set the thermostats for heating and cooling to meet normal requirements. • No keys are given out. A city employee and/or Public Safety Officer will unlock and lock doors and turn lights on and off. • IN NO INSTANCE SHALL THE CONSUMPTION OF ALCOHOLIC BEVERAGES BE PERMITTED ON THE PREMISES UNLESS AN AGREEMENT PERMITTING SAME HAS BEEN COMPLETED BETWEEN THE CITY AND THE LICENSEE. • City of Riverside facilities are SMOKE-FREE and NO SMOKING is permitted in the Community Center. • The Licensee is responsible for the proper conduct of all persons present during the use of the facility. The Licensee must be personally present at the facility at all times during the use of the facility. • The Licensee shall ensure that the Community Center is cleaned before vacating the facility. A walk through inspection will be conducted by a City employee at the conclusion of the use of the facility within twenty-four hours. Any additional cleaning or repairs required will be deducted from the security deposit, and any remaining amount will be charged to the Licensee. RESERVATIONS Reservations for the Community Center will be made with the City Clerk's office at City Hall. THE CITY RESERVES THE RIGHT TO DENY RENTAL. Reservations will be made for City residents and non-residents on a first come, first served basis with the understanding that City use has the first priority. No one under twenty-one (21) years of age may rent any portion of the Community Center. THERE CAN BE NO EXCEPTIONS TO TffiS POLICY. Reservations to secure selected rooms/azeas on specified dates must be made in the City Clerk's office at City Hall. Reservations aze not confirmed until the security deposit, the signed facility use agreement and reservations of Public Safety Officer(s) have been received and accepted by the City Clerk's Office at City Hall. Tentative, non-confirmed reservation dates will be held only for ten (10) days. If the security deposit, signed facility use agreement and arrangement of Public Safety Officer(s) are not received by the City within the (10) day time period, the date will be released for other users. THERE WILL BE NO EXCEPTIONS TO THIS POLICY. Payment of the required rental fee and fee for the officer(s) service is required twenty-one (21) days prior to the scheduled use date and must be made in the City Clerk's office. 2 r•r ~ ~~~ t t ¶ ~' r ~ ~r T r 4• Advance reservations for a specified date will be accepted out to a maximum of six months advance booking. The use time periods indicated on the facility use agreement must be strictly adhered to and all activity including set-up and clean up. PUBLIC SAFETY The Licensee is responsible for the conduct of all persons present during the use of the facility, and must be personally present at all times during such use. The Licensee is also responsible for making sure the Public Safety Officer(s) have been scheduled for the reservation date and must collaborate with the City Officials to ensure the Public Safety Officer(s) will be appointed for the reservation date. The reservation is not confirmed until Public Safety Officer(s) have been scheduled for the reservation date. Attendance less than 50 and no alcoholic beverages No officer required. Attendance less than 50 and alcoholic beverages or attendance of 50-150 One Officer -$25.00/hr. Attendance over 150 Two Officers - $25.00/hr for each Officer for a total of $50.00/hr. These charges must be paid along with the rental fee, twenty-one (21) days before the event. SECURITY DEPOSIT For each facility use agreement, the Licensee will be required to submit a refundable security deposit made payable to the City of Riverside at the City Clerk's Office prior to a firm reservation date being placed on the calendar. The fee will be deposited in the City's bank account and refunded with a city check, after the function has concluded (provided the condition of the Community Center is in the same order before it was rented). Security Deposits will be as follows: Multipurpose Area/Gymnasium Resident - $400.00, Non-Resident - $1,000.00 Meeting Rooms (each room) Resident - $50.00, Non-Resident - $250.00 Kitchen (Only when renting meeting room or multipurpose area) Resident - No Deposit, Non-Resident - $300.00 Public Address System - $10.00 3 .r. ... 1 ~ n ~. 1, i Q "i T f ~' ~, ., . o• RENTAL RATES Rental Rates will be as follows: Multipurpose Area/Gymnasium Resident - $200.00, Non-Resident - $500.00, Commercial - $650.00 Meeting Rooms (each room) Resident - $30.00, Non-Resident - $45.00, Commercial - $65.00 Kitchen (Only when renting meeting room or multipurpose area) Resident - $25.00, Non-Resident - $45.00, Commercial - $45.00 Public Address System - $25.00 CANCELLATION POLICY Individuals or groups requesting cancellation of reservations for any part of the Community Center rental space must do so at least thirty (30) days prior to the scheduled use date. Notice of cancellation shall be made in person or in writing to the City Clerk's office by the Licensee. If the cancellation request is received less than thirty (30) days prior to the scheduled use date, or if Licensee fails to use the facility on the scheduled use date, the Licensee will forfeit a portion of the required security deposit in an amount equal to the rental fee for the scheduled use of the facility. Exceptions to this policy maybe made on a case by case basis in the event of very severe weather or unusual emergency. You will be responsible for bringing all the cleaning sacpplies. plus trash can bags. for cleaning only the areas yoac have rented. Mailtipurpose Room and Stage: Floor dust mopped, then wet mopped. t~ Mops and bucket will be found in the storage room next to kitchen. Trash cans emptied into outside dumpster. ~ Dumpster out back through back doors. Chairs and tables returned to the proper place. Chairs are to be correctly placed on racks: they do not drag the ground. ~ Tables are placed correctly on table runners. Chairs and tables clean of spills and food before putting them away ~ and left in good condition. The total room left in good condition. D Meeting Rooms: Floors dust mopped, then wet mopped. D Mops and bucket will be found in the storage room next to kitchen. Tables will be broken down and placed against the wall. D Chairs will be replaced correctly on chair rack, placed in storage room.0 They will not drag the ground. Trash cans emptied into outside dumpster. ~ Dumpster out back through back doors.
