Minutes of Regular Meeting of
Board of Aldermen of City of Riverside, Missouri
July 1, 2003
A regular meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on July 1, 2003 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Dazata, Legaazd, Beazd
and Flaws.
Also present were, David Blackburn, Louise Rusick, City Clerk, John Jackson, Brent Miles,
Planning and Zoning Coordinator, John Jackson, City Engineer, Chief Wylie Simpson, Michael Duffy, City
Consultant, Matt ICitzi, City Attorney's office.
Minutes, June 17, 2003 Alderman Flaws moved that the minutes of June 17, 2003 be
Approved approved, seconded by Alderman Darata, the vote was:
Aye: Aldermen Legaazd, Bums, Flaws, Darata, Beazd and Looker.
Motion carries.
Pat McGowan-McGowan Gordon Pat McGowan, McGowan Gordon gave a summary of the building
Update on new Public Safety budget for the new Public Safety Building. Pat said the building
Bldg costs as bid were $4.9 million and the Budget is $4,107,248
with a total cost of $5.3 million. The alternate accepted, the 1900
square foot basement with covered parking for seven spaces, pazking
lot facing along the berm, Plaza planter and standard weight block,
metal roofmg, aluminum/steel, mirrors in the workout room, movable
partition located in the training room and lab exhaust hood evidence.
The next step is to prepaze for the ttadecontractors contracts.
The boazd said they would like a listing of the bid package.
By July 14`s• the layout can be done for breaking ground.
Construction Budget Alderman Legaard moved to approve the construction budget and
Approved release critical contractors for their shop drawings at a cost of $20,000
seconded by Alderman Burris, the vote was:
Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beard and Looker.
Motion carves.
Public Hearing Mayor Burch opened the Public Hearing at 7:58 p.m. for discussion
Opened to consider an Ordinance amending Chapter 455 of the Riverside
City Code by amending Section 455.030,455.100,455.100 and 455.130
regazding the establishment of Levee Critical Zone development Regu-
lations and the Administration thereof.
Public Hearing There were no public comments. Mayor Burch closed the Public
Closed at 8:00 p.m. Hearing.
Building Permit for Gary Alderman Dazata moved to table the request for a Building Permit
Shipley, tabled for Gary Shipley-5107 NW High Drive because he didn't appear
before the boazd, seconded by Alderman Looker, the vote was:

Building Permit- Straight Alderman Beazd moved to approve a Building Permit for Straight
Builders- 5113 NW Gower Builders to build a single family home at 5113 NW Gower with the
Approved Engineer requesting uplift restraints for the rafters and the driveway to
be cut to APWA standazds, seconded by Alderman Legaard, the vote
was:
Aye: Aldermen Legaazd, Beazd, Looker, Dazata, Flaws and Bums.
Motion carries.
Building Permit- Gary/Loretta Alderman Beazd moved to approve a Building Permit for Gary/Loretta
Young- 5130 NW High Dr. Young, 5130 NW High Drive to put up a new fence, seconded by
Approved Alderman Flaws, the vote was:
Aye: Aldermen Bums, Flaws, Dazata, Legaazd, Beard and Looker.
Motion carries.
Building Permit- Tumblecheer Alderman Legaazd moved to approve a Building Permit for Allison,
5050 NW Gateway, Alexander, 3403 NW Vivion for constmction of a new building for
Approved Tumble Cheer at 5050 NW Gateway with City Engineer, John
Jackson's recommendations fora 6" drain pipe and reinforcing
steel/mechanical reinforcement to plate shear flooring, seconded by
Alderman Burris, the vote was:
Aye: Aldermen Bums, Flaws, Leggazd, Beazd, Looker and Darata.
Motion carries.
Building Permit- Extension Alderman Looker moved to approve a Building Permit Extension
Beverly Lumber, 2529 W Platte for Beverly Lumber, 2529 W. Platte Rd and to waive the $250 renewal
Approved fee and to extend the building permit unti190 days, seconded by
Alderman Darata, the vote was:
Aye: Aldermen Flaws, Dazata, Legaard, Beard, Looker and Bums.
Motion carries.
Change Order request by Mayor Burch removed herself from any discussion that may take
W.M.I. Construction place regazding W.M. I. Construction due to a conflict of interest.
Change Order request by Alderman Dazata moved to approve the change order request by
W.M.I. Construction W.M.I. Construction in the amount of $27,081.56 pertaining to
Approved the storage renovations Public Works Facility, seconded by Alderman
Flaws, the vote was:
Aye: Aldermen Flaws, Darata, Legaazd, Beard, Looker and Bums.

Chief s comments Chief Simpson gave the board an update on the Summary for Warrant
Officers stating Public Safety Officer Doug Poindexter had done an
outstanding job.
He stated it had been a long process regarding the new Public Safety
Building, but the employees and everyone wanted to thank the boazd
for their continued support.
Recess A brief recess was called at 8:30 p.m
Reconvened The Mayor and board answered to roll call at 8:43 p.m.
Municipal Court Report Alderman Beazd moved to approve the June Municipal Court Report,
for June, Approved seconded by Alderman Dazata, the vote was;
Aye: Aldermen Flaws, Dazata, Legaard, Beard, Looker and Burris.
Motion carries.
Temporary Liquor License for Alderman Flaws moved to approve a temporary Liquor License for
the Chamber of Commerce the Chamber of Commerce during the Fall Festival in September with
Approved a uniformed officer presiding and the $1 fee to be waived for alcohol
servers, seconded by Alderman Beazd, the vote was:
Aye: Aldermen Darata, Burris, Legaard, Beard, Looker and Flaws.
Motion carries.
Bill No. 2003-68 Alderman Beazd moved to place Bill No. 2003-68 on its first reading,
Payment of Indebtedness said Bill authorizing the payment of certain indebtedness listed therein,
and corrected, seconded by Alderman Darata, the vote was:
Aye: Aldermen Looker, Darata, Burris, Legaazd, Beard and Flaws.
Motion carries.
Ordinance No. 2003-68 Alderman Flaws moved to place Bill No. 2003-68 on its second
Approved reading, and upon passage of same become Ordinance No. 2003-68,
seconded by Alderman Burris, the vote was:
Aye: Aldermen Flaws, Darata, Burris, Legaazd, Beard and Looker.
Motion carries.
Bill No. 2003-69 Alderman Beard moved to place Bill No. 2003-69 on its first reading
Amend. Chapt. 455 of the city said Bill amending Chapter 455 of the Riverside City Code by
amending Section 455.030, amending Section 455.030,455.100, 455.100 and 455.130 regarding the
455.100, 455.100, 455.130 establishment of levee critical zone Development regulations and the
re: establishment of levee administration thereof, seconded by Alderman Burris, the vote was:

Aye: Aldermen Looker, Flaws, Darata, Beard, Butris and Legaard.
Motion carries.

Ordinance No. 2003-69 Alderman Bums moved to place Bill No. 2003-69 on its second
Approved reading, and upon passage of same become Ordinance No. 2003-69,
seconded by Alderman Legaard, the vote was:
Aye: Aldermen Flaws, Darata, Bums, Legaard, Beard and Looker.
Motion carries.
Bill No. 2003-70 Alderman Flaws moved to place Bill No. 2003-70 on its fast reading
Hiring Beverly Heath as said Bill authorizing the City of Riverside, Missouri, to employ Beverly
an on-call part-time Heath as an on-call part-time clerical employee in the Administration
employee Department for the City of Riverside at an hourly rate of $11.00, with
no benefits and to be effective July 9, 2003, seconded by Alderman
Burris, the vote was:
Aye: Aldermen Looker, Flaws, Darata, Beard, Burris and Looker.
Motion carries.
Ordinance No. 2003-70 Alderman Beard moved to place Bill No. 2003-70 on its second
Approved reading, and upon passage of same become Ordinance No. 2003-70,
seconded by Alderman Darata, the vote was:
Aye: Aldermen Flaws, Darata, Burris, Legaard, Beard and Looker.
Motion carries.
Aldermen comments Aldern~an Legaard said resident, Rosa Gtirrriright told her some kids
made a break in her drive and a round spot in her grass. The comment
made was if she wishes to pursue this, she needs to file a complaint
with Public Safety.
Alderman Legaard also said resident, Mrs. Rogers reported debris
was being removed and soil dumped somewhere it shouldn't be and
she's reported the party for doing so. The Department of Natural
Resources inspector called John Jackson and he said they consider
the material clean and it can be dumped anywhere they see fit.
Motion for Closed Alderman Darata moved that the meeting go into closed session,
Session at 8:57 p.m pursuant to RSMo 610.021(1) for discussion of Legal Issues, RSMo
610.021(2) Real Estate and 610.021(3) Personnel Issues with the City
Attorney, seconded by Alderman Legaard, and the vote was:
Aye: Alderman Beard, Darata, Bums, Flaws, Looker and Legaard.
Motion Carries.
Motion for Open Alderman Darata moved that the meeting go into open session at
Session at 9:05 p.m. seconded by Alderman Flaws, and the vote was:
Aye: Aldem~an Burris, Looker, Darata, Legaard, Beard and Flaws.
Motion Carries.
