HomeMy WebLinkAbout2004-019 - Acceptance of Proposal for Engineering Services by Transystems BILL N0.2004-19 ORDINANCE N0.2004-19 AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF THE PROPOSAL FOR ENGINEERING SERVICES BY TRANSYSTEMS CORPORATION FOR PHASES II AND III OF THE I-635 AND VAN DE POPULIER INTERCHANGE DESIGN WHEREAS, the City of Riverside, Missouri ("City") entered into an agreement with Transystems Corporation ("Transystems"), dated March 17, 2003, for provision of engineering and design services related to the I-635 and Van de Populier interchange (the "Agreement"). WHEREAS, the Agreement contemplates several phases of the design and engineering process for the project in question, and phase I of such process has been completed. WHEREAS, Transystems has presented a proposal for the preliminary, right-of--way and final design components of the design and engineering process, which components constitute phase II and phase III of the design services (the "Proposal"). WHEREAS, the City's Board of Aldermen has reviewed the Proposal and wishes to approve the same. NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside, Missouri, as follows: ~~ Section 1. The City of Riverside hereby accepts the Proposal by Transystems for Phase II and Phase III engineering services pursuant to the Agreement entered into by the City and Transystems on March 17, 2003, and such Proposal is attached hereto as Exhibit A. Section 2. The Mayor is authorized to take such actions as are reasonably necessary to carry out the intent of this Ordinance on behalf of the City. Section 3. This Ordinance shall be in full force and effect from and after its passage and approval. Passed this 24th day of February, 2004. Riverside, MO 64150 Re: Design Services for I-635/Route 9/Van de Popurier and Scheonbeck Dear Mr. Blackburn: Attached to this letter is our proposal for the preliminary, right-of-way and final design for the major transportation elements necessary for the Horizon project. This can be a supplement agreement to our original contract which was executed several months ago. Our services include all of the necessary ground surveys, highway design to MoDOT standards, roadway design, bridge design, roadway storm drainage design, environmental permitting, railroad spur design and railroad coordination, two public meetings and general coordination with the City and other parties. We have also included the geotechnical investigation needed for the design of the structures and roadways. After discussion with Brent Miles and Phil Gibbs we also added the design of some of the trunk sanitary sewer lines along Van de Populier and Scheonbeck as well as the major drainage channels along these roads. We all believe it is best to construct these items with the transportation improvements given their placement and depth. Also included are several strategically located utility sleeves to be installed under the roadways so they will not be dug up to place the utilities in the future. Please note that we have not included our services for right-of-way acquisition at this time, but will soon once we determine the exact number of tracts involved. The boundaries of these sections were delineated in the Conceptual Plans and include: I-635 /Van de Populier Interchanee • Van de Populier interchange, including ramps on I-635 as well as Van de Populier Road from the north curb return of the north ramp to the south end of Van de Populier (approximately 500 feet south of the south ramps, not including an intersection at the south end) Route 9 • Route 9 from the east edge of Mattox Road east to the gore point of where the northbound I-635 off-ramp meets Route 9, including the intersections of Route 9 with Van de Populier and with Northwood (to the north and south curb returns). Van de Populier • Van de Populier from the south curb return at Route 9 to the north edge of the north curb return at the north I-635 interchange ramps, including up to three intersections and one right-in/out connection (cross streets include only to the curb returns on Van de Populier). • NW Platte Valley Drive from the existing west end, extending approximately 600 feet west. • Relocation of existing "East-West" portion of Deconick Road from the intersection of Van de Populier Road (approximately 1400 feet of roadway). Design ditches and swales in areas not draining to curb inlets. 2110 Design permanent erosion control measures at outlets of storm sewer pipes. 2111 Perform detailed hydraulic analysis for draining Van de Populier interchange to the existing Corps of Engineers L-385 Pump Station. 2112 Perform detailed drainage analysis (HEC-HMS and HEC-RAS) for each of the I-635 bridges that aze being widened to accommodate the new on and off ramps. Printing of full size sets for the successful Contractor is not included in this scope. Survey: 1. The Horizontal Datum is tied to previous datum set by MJ Harden in Phase I of this project (NAD 1983, Missouri West Zone). 2. The Vertical Datum is tied to previous datum set by MJ Harden and TranSystems Corporation in Phase I of this project (NAND 1988). 3. That all bridge surveys (except Van de Populier over the BNSF Railroad) are done according to _ MoDOT requirements. 4. The coordination and marking from Missouri One-Call for all utilities on the projects will be ~- marked for the surveyors to locate with out any delay or problems. 5. No other Traffic Studies will be required after the approval of the Access Justification Report (AJR) by MoDOT and FHWA and after the acceptance of the Conceptual Plans by MoDOT and the City. Plans will be prepared on 22" x 34" sheets to MoDOT standards, except as noted in scope. Scales noted are for 22" x 34" sheets, however, plans will be provided on 11" x 17" sheets, as requested. 3. Vehicle detection for all traffic signals will use video detection methods. 4. All standard detail sheets will be MoDOT standard sheets except as specifically noted in this scope of services. 5. All specifications will be MoDOT standard specifications unless otherwise indicated herein. 6. Work zone traffic control components consist of the configuration of conventional traffic control devices. Items such as ITS design, non-standard street/highway signage, and any roadway design work are not included in our scope of services and budget. 7. All available as-built drawings and other information will be delivered to TranSystems at the kick-off meeting. 8. All design work will be completed in 2004. 9. The fee estimate assumes that at least the I-635 and Route 9 portions of the project will proceed and that the Van de Populier and/or Schoenbeck components proceed simultaneously (concurrent plan submittals). Environmental: ~.' 1. There will be a maximum of 2 public meetings, 2 meetings with MoDOT in the Kansas City area, and one additional meeting with the City of Riverside. 2. There will be a maximum of 2 meetings with the U.S. Army Corps of Engineers and other commenting agencies, including the Missouri Department of Natural Resources, in the Kansas City area. 3. The City of Riverside will participate in decision making on wetland mitigation issues (such as location, in-lieu fee programs) and will provide land for mitigation if necessary. 4. The City of Riverside is responsible for all costs associated with Wetland Mitigation construction and monitoring. 5. Wetland Mitigation Plan will not include post-construction monitoring services. A proposal will be provided for such services at a later date if needed. 6. No additional cultural or historical resources will be identified. 7. No additional threatened or endangered species or community issues will be identified. 8. The physical scope of the project will be limited to the limits of construction as indicated on the approved Conceptual Drawings. 9.
