REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 19, 2021
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday.
January 19, 2021
Mayor Rose called the meeting to order at 6:45 p.m. Those in attendance were Mayor Kathy
Rose. Aldermen Al Bowman Nathan Cretsinger, Sal LoPorto, Dawn Cockrell, Jill Hammond,
and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and HR Manager
Amy Strough. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved to enter into closed session
CLOSED @ 6:45 P.M. pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo
610.021(3) Hiring, firing. disciplining or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Bowman, Cockrell, and
Hammond.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:10 p.m. to adjourn closed
CLOSED @ 7:10 P.M. session with action taken, second by Alderman Cockrell.
Yes: Thatcher, Cockrell, Cretsinger, Hammond, LoPorto, and
Bowman.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
711 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Al
Bowman, Aaron Thatcher, Jill Hammond, and Dawn Cockrell.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy
(by Zoom), City Clerk Robin Kincaid, City Engineer Travis Hoover. Police Chief Chris Skinrood,
Public Works Director Tom Wooddell, Finance Director Nate Blum, HR Manager Amy Strough,
Fire Chief Gordy Fowlston, City Planner Sarah Wagner, and Capital Projects/Parks Manager
Noel Challis Bennion. Also present was City Attorney Paul Campo,
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
PRESENTATION City Administrator Brian Koral introduced Stephen Hardy and
David Valdeviezo (by Zoom) with mySidewalk. They presented the
results of their community plan and findings so far through
PowerPoint presentation and discussion, also, the next phase.
goals and timeline for further information gathering.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with
the minutes pulled to be voted on separately, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cockrell, Bowman, LoPorto, and
Cretsinger.
Motion carried 6-0.
RESOLUTION 2021-008 Alderman Thatcher moved to approve Resolution 2021-008
McClure Task Order#2 approving task order#2 with McClure, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cockrell, Bowman; LoPorto, and
Cretsinger.
Motion carried 6-0.
REGULAR AGENDA
MINUTES OF 01-05-21 Alderman Thatcher moved to approve the minutes of the January
5, 2021 regular meeting, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cockrell, and Cretsinger.
No: None.
Abstain: Bowman.
Motion carried 5-0-1.
RESOLUTION 2021-007A Alderman Thatcher moved to approve Resolution 2021-007A
Bill Pay authorizing the expenditure of funds for fiscal year 2020-2021
weeks ending January 81h and January 15th in the amount of
$681,832.57, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Cockrell, and Bowman.
No: None.
Abstain. Hammond.
Motion carried 5-0-1.
RESOLUTION 2021-009 Parks Manager Noel Challis Bennion reminded the Board of the
Parks & Rec Partnership Grant presentation at the last meeting regarding pool improvements and
the possible grant funding available. Platte County staff says that
there will be opportunity for adjustments to our submittal if needed
and also the Park Board is in favor of moving forward with the
process if the funding is approved.

Alderman LoPorto moved to approve Resolution 2021-009
approving and endorsing application to the Platte County
Commission for funding under the Parks and Recreation
Partnership Grant Program, funded by the county-wide dedicated
Parks and Recreation Quarter-Cent Sales Tax, second by
Alderman Thatcher.
Yes: LoPorto, Thatcher, Cockrell, Bowman, Hammond, and
Cretsinger.
Motion carried 6-0.
RESOLUTION 2021-010 City Administrator Koral explained the resolution regarding the
COVID-19 Supplemental Leave leave considered FCCRA and extending the program for city staff
until vaccines are available.
Alderman LoPorto moved to approve Resolution 2021-010
authorizing the City Administrator to implement and administer a
Covid-19 Supplemental Paid Sick Leave Program consistent with
the paid sick leave benefits that had been provided under the
expired related Federal Legislation, second by Alderman
Thatcher.
Yes: LoPorto, Thatcher, Cretsinger, Bowman, Cockrell. and
Hammond.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral reviewed COVID-19 update for
Platte County and our own staff. Vaccine availability was
discussed.
Alderman Thatcher left the meeting at 8:30 p.m.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Capital Projects and Parks Manager Noel Challis Bennion shared
wayfinding signage options in colors consistent with our logo
colors. The Board commented on their preferences for
Engineering and Community Development to move forward with
the project.
FINANCE Finance Director Nate Blum reported on December 2020 receipts
and expenditures through PowerPoint slides. Nate answered
questions of the Board.
FIRE Fire Chief Gordon Fowlston reviewed the monthly report in the
packet and gave an update on vaccine information for our care
center and nursing home in Riverside.
POLICE Police Chief Chris Skinrood reviewed the monthly report in the
packet for their December 2020.
PUBLIC WORKS Nothing to report. Mayor Rose thanked the Public Works
Department for their great job of getting the snow cleaned off the
streets.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose stated that we are in the middle of a lot of Zoom calls,
but that is just the way things have to be right now.
BOARD OF ALDERMEN Alderman Cockrell — Echoed the thanks to Public Works for the
clean streets.
Alderman LoPorto— Nothing to report.
Alderman Cretsinger— Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Hammond — Nothing to report
MOTION TO ADJOURN Alderman Hammond moved to adjourn the meeting at 8:49 p.m.,
second by Alderman LoPorto.
Yes: Hammond, LoPorto, Cockrell, Bowman, and Cretsinger.
