R-2021-017 Endorsing Application to Recreational Trails Program for Funding Line Creek Trail Connector Phase 1
RESOLUTION NO. R-2021-017 A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE RECREATIONAL TRAILS PROGRAM FOR FUNDING OF THE LINE CREEK TRAIL CONNECTOR PHASE 1 BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: THAT the Riverside Board of Aldermen hereby approves and endorses the application to the Recreational Trails Program for funding for the construction of the Line Creek Trail Connector Phase 1; and FURTHER THAT the City of Riverside currently has the written commitment for the minimum 20% matching share for the project elements that are identified in the application and will allocate the necessary funds to complete the project, and FURTHER THAT in the event a grant is awarded, the City of Riverside will commit the necessary financial resources to operate and maintain the completed project in a safe and attractive manner for public access for 25 years; and FURTHER THAT in the event a grant is awarded, the City of Riverside is prepared to complete the project within the time period identified on the signed project agreement; and FURTHER THAT in the event a grant is awarded, the City of Riverside will comply with all rules and regulations of the Recreational Trails Program, applicable Executive Orders, all state laws that govern the grant applicant during the performance of the project, and stewardship requirements after the project is completed, FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized; and FURTHER THAT this Resolution shall be in full force and effect from and after its passage and approval. The LCT is the most popular regional trail in the Northland of the Kansas City metropolitan area Traveling 8.5 miles from Hwy 152 in Kansas City,the LCT extends to the southern border of Platte County and the Missouri River at E H Young Riverfront Park Along that distance,the trail connects numerous reighborhoods and parks. The LCT also connects to three additional regional trails and is a key component in the Northland Trails Vision Plan in creating a loop of shared use paths ! encompassing the entire southern section of Platte County Additionally,the 0 15 miles is a complicated section of trail to construct This section incorporates a bicycle/pedestrian bridge over Jumping Branch Creek, ian under road crossing at Gateway Avenue,and an accessible connection to the Gateway Avenue sidewalk The LCT Connector Phase 1 will allow trail users to avoid an at grade street crossing of a busy intersection. This will greatly improve the safety and accessibility of the LCT. Grant funds will be used to supplement the construction costs of the trail The City of Riverside has already committed funding for the trail design and engineering. The LCT Connector Phase 1 provides the benefits of safety,access for under-served populations,regional connections,environmental and historical protection,and economic development. The LCT Connector Phase 1 benefits trail users by providing a safe under-road crossing. Currently trail users must use sidewalks and crosswalks at the busy intersection or Gateway Ave and Vivion Rd in Riverside, This intersection is home to one of the most visited QuikTrip convenience stores in the metropolitan area This trail connector will allow a seamless connection for the trail without any at grade road crossings Nineteen percent of Riverside's population lives below poverty level. The majority of those that live below poverty level it Riverside are within one-half mile of the LCT Connector Phase 1. This trail connector will provide a safe way for those with more limited resources to access additional parks.businesses and other trails The LCT connects the cities of Riverside, Northmoor,and Kansas City,MO. Connecting trails to the LCT provide access to the cities of Parkville and Kansas City,KS and over 15 more miles of trails The LCT connects to the Missouri Riverfronl Trail,which is part of the Lewis and Clark National Historic Trail corridor. The LCT overall is a protected riparian corridor. This Phase 1 connector continues the protection and access to this corridor This riparian corridor historically served as one of the main settlement areas for the Hopewell culture from 150 B C to A D 400 Renner Brenner Site Park,the start point for this phase of the trail,is a key site for honoring the history of this culture Several interpretive signs in the Park show the importance of this history to the area The LCT also serves as a significant opportunity for environmental education As Riverside is part of the Monarch Migration Flyway,we have establish the Monarch Migration Art Walk along the LCT Here,trail users can visit eight sculptures and interpretive signs that teach about the importance of native plants and pollinators The master plan for Riverside includes this area as our future downtown development. We know that establishing the trail here will be a catalyst for bringing additional economic development to the area. Establishing the trail connection first is our highest priority and not just an afterthought to an overall development plan. These regional plans show an extension of this trail an additional 13 miles,to connect even more neighborhoods and protect the Line Creek riparian corridor This project meets the following SCORP goals and priorities: 1.2- Under-served populations will have a key connector to a safe regional trail in an area of Riverside that lives below the poverty level, 1.3-The LCT project serves the broadest possible user base. It is free and accessible to all people 1.5-Regional trails are opportunities for teens to access destinations without needing an automobile,giving them freedom to explore park resources. 17-Walking is a low-impact physical activity that most older adults can enjoy. This connector allows a safer way to walk locally or regionally. 2.1&2.2-This connector helps close an important gap in a regional trail and connect Riverside's businesses,neighborhoods and future downtown area. 2.5-The LCT is often used for long-distance bike rides and 5K races It is also adjacent to the Fitness Court,a free,accessible,outdoor fitness area 5.2-The LCT is a regional partnership in the KC metro area that also serves the local Riverside community,providing a multitude of connections. 5.7-Riverside regularly features close-to-home recreation opportunities in our city newsletter This trail connection will definitely be highlighted. 23.DID THE PROJECT SPONSOR SOLIC'S PUBLIC OPINION CONCERNING THIS PROJECT WITHIN THE PAST 12 MONTHS?(up to 5 points) ;J YES(if yes,describe how and provide the documentation MNO(if no,indicate if the public will be given opportunity to comment and how) outlined to the Supporting Documentation Checklist) The overall LCT project was completed several years ago. At that time, due to land ownership,the City had to use existing sidewalks to make the trail connection. The concrete trail surface will be smooth with no obstacles with a width of 10 feet. This width provides ample space for trail users to pass each other. The slopes will be designed to meet ADA The slope for this trail easily meets ADA except for the connection up to the Gateway Avenue sidewalk. We are currently working with a consulting engineer to ensure that this connection will meet all ADA slope guidelines MO 780-2618(12-20) �" __ G MISSOURI DEPARTMENT OF NATURAL RESOURCES DIVISION OF STATE PARKS L FEDERAL RECREATIONAL TRAILS PROGRAM CFDA 20.219 TRAIL PROJECT APPLICATION (PAGE 5 of 10) 25.DO YOU ALREADY HAVE TRAILS? _ J NO ID YES(if yes,tell us about your trail system;including a map of the existing trail system is strongly encouraged) The City of Riverside currently has 13.25 miles complete of our 15 mile trail plan. Please see the attached EXHIBIT for the layout of this plan. The current trail system is 100`yo hard surface and accessible except a small section of the Linear Trail which will soon be improved in partnership with a local developer. The trails in Riverside are very popular. We see daily use of the trails serving both recreation and transportation needs. Extrapolated trail counts indicate that the Line Creek Trail has over 190,000 annual uses. 26.DESCRIBE WHAT ENVIRONMENTAL FACTORS HAVE BEEN ADDRESSED OR WILL BE ADDRESSED By THE PROJECT DESIGN(up to 4 points] We anticipate very minimal environmental impact to this area. The trail is within a suburban area and the majority of the ground has been previously disturbed. We are planning the trail route to avoid removing any trees. If a tree did need to be removed we would be sure to only remove trees during the allowed time frame from November-March. Riverside has a practice of always planting native tree species to help improve the environment. We also know that native trees tend to perform better. We will ensure that proper erosion control is in place during construction 27 DESCRIBE WHAT LONGTERM SUSTAINABILITY CONSIDERATIONS HAVE BEEN ADDRESSED OR WILL BE ADDRESSED BY THE PROJECT DESIGN AND CONSTRUCTION.'Up 10 4 points] Every project designed and installed by Riverside addresses erosion control and minimizing stormwater runoff. With the implementation of this project,we will be taking an existing condition and making it better by repairing some erosion of the existing streambank. For the streambank repair,we plan to install recycled concrete slope protection. The pedestrian bridge will have steel railings. On average steel content is at least 86%recycled We plan to have the trail built with concrete. We've found that this material holds up for trail construction for many more years as compared to asphalt. By having to make fewer repairs and replacements,we are investing in a material that is more sustainable long-term 28.DESCRIBE WHAT SAFETY CONCERNS HAVE BEEN ADDRESSED OR WILL BE ADDRESSED BY THE PROJECT DESIGN.[up to 4 pomisl The layout of this trail to provide a grade-separated crossing for pedestrians and bicyclists is addressing the safety concern of the current situation where trail users use a 90'crosswalk and two,tum-lane sidewalks to get across Gateway Avenue. This layout will be a much preferred and safer way for trail users to avoid any interactions with vehicle traffic. The trail is designed to be 10 feet wide This is a generous width to allow trail users to safely pass each other The pedestrian bridge and concrete trail surface are designed to have the capacity to support large emergency vehicles. If a trail user were to need assistance from emergency professionals,we have ensured that they will have access to the trail. Riverside also supports the regional 911 Safety Trail Signage program by installing signs with emergency locations along our traits These signs allow emergency professionals to more quickly pinpoint where a person is on the trail and the best way to reach that person in an emergency. The engineering plans Will follow the MUTCD standards for traffic control of bicycle facilities. All required signage will be installed to follow the MUTCD standards. The trail will go under the existing Gateway Avenue bridge. We will ensure that there is appropriate overhead clearance of a minimum of 8 feet under the bridge. 29 FOR CONSTRUCTION AND/OR REHABILITATION/REPAIR PROJECTS,INDICATE WHO WILL BE DOING WHAT WORK[up to 4 points] Riverside has hired McClure,one of our on-call city engineers to design and create the construction documents for the trail connection. McClure has many years of experience implementing bicycle/pedestrian trail designs throughout the Kansas City metropolitan area. Once design is complete,Riverside will request bids for trail construction. We will hire the lowest and best bid contractor to complete the trail construction. Riverside's in-house staff,City Engineer and Capital Projects and Parks Manager will conduct inspections throughout the construction process. We will also require the contractor to hire a third-party testing company to ensure that the concrete trail meets all design specifications and strength. They also watch the trail condition to see if there are any repairs that need to be made The upper portion of the Line Creek Trail has been installed since September of 2013,has required no repairs and is still ]n verygood shape Last year,we replaced them majority of the Linear Trail with anew concrete surface. This asphalt trail was installed in August of 2009 by a property developer and was in need of full replacement. Prior to this replacement it also required crack-filling and sealing maintenance. This is an example of the long-term sustainability of concrete and our decision to construct concrete trails. Riverside's general revenue fund supports the streets,trails and other public infrastructure of our City. Additionally,The Board of Aldermen has a conservative policy of maintaining a reserve fund to cover essential city functions and maintenance during times of emergency if revenue were to be reduced There is funding,political support,and manpower to maintain this essential trail infrastructure for 25+years- The trail is designed with the safety of users in mind. Through design,we ensure that we build trails to meet all safety and accessibility guidelines. We also ensure that emergency personnel can access trail users quickly by knowing their location on the trail through the 911 Safety Signage Program.
