AN ORDINANCE AMENDING CHAPTER 600 OF THE MUNICIPAL CODE OF THE
CITY OF RIVERSIDE, MISSOURI, BY ADDING A PROVISION REGARDING THE
SALE AND CONSUMPTION OF ALCOHOLIC BEVERAGES WITHIN THE CITY
PURSUANT TO A TEMPORARY CATERING LICENSE
WHEREAS, the City and its staff have conducted a comprehensive review of the city
code sections relating to the sale and consumption of alcoholic beverages within the City; and
WHEREAS, the City staff has proposed certain provisions concerning the issuance of a
temporary catering license, and the Board of Aldermen has reviewed, examined and deemed
adoption of the provisions to be advisable and in the City's best interests for the promotion of the
health, safety and welfare of the residents of the City;
NOW, THEREFORE, BE IT ORDAINED by the Board of Aldermen of the City of
Riverside, Missouri, as follows:
Section 1. Sections 600.040, 600.050, 600.060 and 600.080, all contained within
Title VI, Chapter 600 of the Municipal Code of the City of Riverside, Missouri, are hereby
amended as follows:
SECTION 600.040: CLASSIFICATION
The liquor licenses issued by the City under this chapter shall be divided into the classes set
forth in this section:

9. Temporary catering license. A temporary catering license shall authorize an individual,
partnership, corporation or other entity operating a catering business, which is duly
licensed to sell liquor by the drink by: (i) the State of Missouri and either the City or
another Missouri municipality; or (ii) the Missouri Gaming Commission, to sell liquor by
the drink for consumption on the premises of a restaurant-bar as defined by section
600.010, or at any other function, occasion or event on premises authorized by the Liquor
Commission or its delegates.
a. The sale or consumption of alcoholic beverages at the function, occasion or event
shall only take place during the hours at which alcoholic beverages may lawfully be
sold or served upon premises licensed to sell alcoholic beverages for on-premises
consumption, or at hours specified by the Liquor Commission or its delegates.
b. The permit shall not allow package sales of alcoholic beverages.
c. No temporary catering permit shall be issued for any function, event or occasion
where an admission charge is made at the entrance or at the time thereof, except

where the event is held strictly and solely by a charitable, religious, civic, service or
professional organization which has had a preexisting membership for a reasonable
time prior to the application for this permit.
SECTION 600.050: RESTRICTION ON NUMBER ISSUED
A. The number of licenses issued for the sale of alcoholic liquor by the City shall be limited as
set forth in this Section.

9. Temporary catering license. There shall be no limit on the number of temporary catering
licenses in the City of Riverside, Missouri.

SECTION 600.060: FEE AMOUNTS
Each person engaged in the retail sale of alcoholic liquor in the City shall pay an annual
license fee (with the exception of a temporary catering permit) as set forth in this Section:

9. Temporary catering license. Fee to be fifteen dollars ($15.00) per calendar day, or
fraction thereof.
SECTION 600.080: LICENSE TERM/CONDITION
As a condition precedent to the issuance of a license under the provisions of this Chapter, the
applicant must also procure a permit and license from the State, under the provisions of
Chapters 311 and 312, RSMo. Additionally, no license shall be issued unless and until there
has been shown compliance with the Fire Code, Health Code, Building Code, Zoning Code
and all other ordinances of the City. Prior to the issuance of any resort license, or renewal
license, the applicant shall file verified statements showing the total amount of gross receipts,
the total amount of gross receipts from the sale of alcoholic beverages, and the total amount
of gross receipts from the sale of prepared foods made on the premises for the immediately
preceding year. Each license issued pursuant to this Chapter shall terminate on the thirtieth
(30`h) day of June of each year, with the exception of a temporary catering license, which
shall terminate on the date and time indicated on each individual license. In no event shall a
temporary catering license terminate later than one hundred twenty (120) consecutive hours
after its time of issuance, in accordance with RSMo. § 311.485.
Section 2. The provisions of the Municipal Code of the City of Riverside, Missouri
amended herein shall not be construed to revive any former ordinance, clause or provision of the
Municipal Code of the City of Riverside, Missouri.
Section 3. The sections, paragraphs, clauses, and phrases of the Ordinance are
severable and if any portion of the Ordinance is declared unlawful by the valid judgment, decree,

or injunction order of a court of competent jurisdiction, such ruling shall not affect any of the
remaining phrases, clauses, sentences, paragraphs, and sections of the Ordinance and all
provisions of the Ordinance not specifically declared to be unlawful shall remain in full force
and effect.
Section 4. This ordinance overrides any conflicting provision or regulation within the
Municipal Code of the City of Riverside, Missouri.
Section 5. This ordinance shall take effect immediately.
