HomeMy WebLinkAbout2003-07-22 SpecialMinutes of Special Meeting of Board of Aldermen of City of Riverside, Missouri July 22, 2003 A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on July 22, 2003 at 7:00 p.m. Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Darata, Legaatd, Beard and Flaws. Also present were, David Blackburn, Louise Rusick, City Clerk, John Jackson, John Jackson, City Engineer, Chief Wylie Simpson, Michael Duffy, City Consultant, Matt Kitzi, City Attorney's office. NW Valley Lane Charles Gamey, Briarcliff Development was present to discuss with the Discussion boazd and Frank Weatherford, TranSystems plans (sketches) for the NW Valley Lane entrance. Mr. Gamey is going to build a development on his property near Valley Lane. He has offered to give the city an easement and Mayor Burch said this is an even trade for the city as faz as the amount goes. Public comments Pat Casey Stated he would like the bridge replaced. 3423 NW Tullison Road Don Alexander Also wants the bridge replaced because of all the development occumng and it 3403 NW Vivion Road would tie in with the development and add beautification. Larry Shiner, Red-X, Wants to see the bridge replaced because he doesn't want traffic restricted and 2401 W Platte Rd. wants this business loop. Rick Zelfer, Greenhaven Traffic would be back-logged with semi's coming out of one spot and would 2627 W Platte Rd slow down everything. Ray Eaton, Eaton & Co, The bridge should be replaced for Public Safety reasons and he uses the bridge 4124 NW Riverside St quite a bit as his mother is in Windemere nursing home. Nova Lorenzen, Mgr, They have 240 drivers that uses the bridge. It's a convenience and two ways in & Rivermont Apts. and out and is a public safety issue. She wants the bridge replaced at the same location. Frank Weatherford, Frank presented the board with three drawings (sketches) for the NW Valley TranSystems Lane entrance. The width of the median was discussed so the alignment of the road to stay out of the bluff. Drawings of a 24' median with 100' island, a 24' median (a shorter version), a 16' median and 32' median were presented. Frank recommended the long version, 24' median because it has a more balanced look. Mr. Gamey liked the 24' median. Mr. Gamey would like the curb cuts to be designed and buillt on both sides azound curb return and stop. Valley Lane Alderman Looker moved to approve a 16'x400' island on NW Valley Lane 16'x400' island and curb cuts installed, as required for Mr. Garney's entrance, seconded by Approved Alderman Burris, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beard and Looker. Motion carries. Mins. 7/22/03 t Bill No. 2003-74 Alderman Beard moved to place Bill No. 2003-74 on its first reading, said Bill Approving & author- approving and authorizing the execution of a construction contract with izing the execution Leavenworth Excavating & Equipment Co., Inc. for the upper Gateway Street of a construction Improvement project in the City of Riverside, Missouri, seconded by Alderman contract with Flaws, the vote was: Leavenworth Excavating Aye: Aldermen Looker, Flaws, Darata, Legaazd, Beard and Bums. Motion carries. Ordinance No 2003-74 Alderman Flaws moved to place Bill No. 2003-74 on its second reading, Approved and upon passage of same become Ordinance No. 2003-74, seconded by Aldem~an Burris, the vote was: Aye: Aldermen Flaws, Dazata, Burris, Legaard, Beazd and Looker. Motion carries. Bill No. 2003-75 Alderman Darata moved to place Bill No. 2003-75 on its fast reading, said To establish apro- Bill establishing a procedure to disclose potential conflicts of interest and cedure to disclose substantial interests for certain municipal officials, seconded by Alderman potential conflicts Looker, the vote was: of interest........ Aye: Aldermen Looker, Flaws, Dazata, Legaazd, Beazd and Burris. Motion carries. Ordinance No 2003-75 Alderman Burris moved to place Bill No. 2003-75 on its second reading, and Approved upon passage of same become Ordinance No. 2003-75, seconded by Alderman Dazata, the vote was: Aye: Aldermen Flaws, Dazata, Burns, Legaazd, Beazd and Looker. Motion carries. Bill No. 2003-76 Alderman Darata moved to place Bill No. 2003-76 on its first reading, said Bill Authorizing the City authorizing the City of Riverside to employ David Summerly as a Community to employ David Center full time staff employee at an hourly rate of $10.25 with full benefits Summerly full time a six-month test period and a start date of July 23, 2003, seconded by Alderman at the Comm. Ctr Looker, the vote was: Aye: Aldermen Looker, Flaws, Darata, Legaard, Beard and Burris. Motion carries. Ordinance No 2003-76 Alderman Darata moved to place Bill No. 2003-76 on its second reading and Approved upon passage of same become Ordinance No. 2003-76, seconded by Alderman Looker, the vote was: Aye: Aldermen Flaws, Darata, Bums, Legaazd, Beazd and Looker. Motion carries. Mins. 7/22/03 Signing an easement Alderman Beard moved to approve signing an easement with Kansas City w/KCPL for new P.S. Power and Light Company for the relocation of electrical lines for the new Bldg., Approved Public Safety Building at an adjusted cost of $18,514.16 with $8,000 having aheady been paid and installation of a temporary single-phase transformer to provide construction power at an additional cost of $2,000, seconded by Alderman Burris, the vote was: Aye: Aldermen Bums, Flaws, Dazata, Legaazd and Beard. No: Alderman Looker. Motion carries. John Jackson, City Engineer had previously said an easement was not required. Relocating phone lines Alderman Flaws moved to approve relocating the phone lines at a cost of $5,495 at the new PS Bldg, for the new Public Safety Building at 2990 NW Vivion Road, seconded by Approved Alderman Legaazd, the vote was: Aye: Aldermen Legaazd, Bums, flaws, Beard, Dazata and Looker. Motion carries. City Engineer comment John said the three bid proposals for the preliminary study of the West Platte Bridge were: • Shafer, Kline & Warren $18,500 • Affmis Corp 25,000 • Wallace Eng. 28,240 Alderman Beard stated the other engineering firm, Shafer, Kline &Warren had a more complete scope of services. Affinis Corp. Alderman Flaws moved to approve Affinis Corporation, 7401 W. 129th, Ste 110 to perform a preliminary Overland Park, Ks to perform a preliminary study of the West Platte Bridge at a study of the W. Platte cost of $25,000 seconded by Alderman Darata, the vote was: Rd, Approved Aye: Aldermen Flaws, Dazata and Legaard. No: Aldermen Bums, Beard and Looker. The vote being a 3-3 tie, the Mayor broke the tie, voting, Aye. Motion carries. Recess A brief recess was called at 8:10 p.m Reconvened The Mayor and boazd answered to roll call at 8:25 p.m Motion for Closed Alderman Darata moved that the meeting go into closed session, pursuant to Session at 8:25 p.m. RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Legaard, and the vote was: Aye: Alderman Beazd, Dazata, Bums, Flaws, Looker and Legaazd. Minn. 7/22/03 3 Motion Carries. Motion for Open Alderman Darata moved that the meeting go into open session, seconded by Session at 9:05 p.m. Alderman Flaws, and the vote was: Aye: Alderman Bums, Looker, Darata, Legaard, Beard and Flaws.
