RIVERSIDE PARKS BOARD MEETING
MINUTES
January 7, 2021
6:00 p.m.
The Riverside Parks Board held a Zoom meeting. Those in attendance were: Noel Bennion, LaNette Ingram,
Elaine Warren, Martha Edmunds, and Andrew Potter.
Call to Order Noel Bennion called the meeting to order at 6:05 pm.
Meeting Minutes No previous minutes to approve. Previous meeting was art discussion
Welcome New member Andrew Potter was welcomed and everyone introduced themselves.
2021 Projects: Kenny West has begun work constructing the recycle art sculpture. We will be
Recycle Grant –Art authorizing a contract with McClure, one of Riverside’s on-call engineers to
Sculpture @ EH design the structural footing for the sculpture. The Green Team at Walden Middle
Young School is still interested in assisting Riverside with three informational videos
about minimizing the use of single use plastics, how to recycle right, etc.
We will need to start collecting the plastic bottles for inserting into the fish. We
can store them in the City Hall garage. Martha Edmunds has offered to talk to the
High School about collecting bottles. Noel will check with the artist on his vision
for the bottles.
2021 Projects: The most recent communication with Seth Palmiter is that the budget will likely
Tremont Trafficway –allow a 22’ tall sculpture. The height of the pedestal may allow the sculpture to be
Art Sculpture an overall 30’ tall, which they feel will be more ideal for the scale of the
roundabout.
2021 Projects: Riverside is submitting a Platte County Outreach Grant application to assist with
Line Creek Trail the first phase of the Line Creek Trail Connector. This trail will connect to Renner
Connector Ph 1 Brenner Park and go under Gateway Avenue with a connection to the sidewalk on
(Outreach Grant Gateway Ave. We have contracted with McClure for the design drawings. The
Application) design of this project is partially funded by the Missouri Department of Health and
Human Services. We are also considering an application with the Recreation Trail
Program grant. Proposed project construction schedule would be starting in
October 2021 with completion in Spring 2022.
The Park Board is supportive of proceeding with this project. They commented on
the importance of completing this regional trail connection.
2021 Projects: Partnership project with the City of Kansas City. Includes a federal grant. Hoping
Vivion Rd Trail to complete by 2022.
2021 Projects: The Board of Alderman has approved issuing a Call for Artists for proposed
E.H. Young Entry designs for the entry signage at E.H. Young. We hope to issue this call by the end
Signage – Call for Art of February, if not sooner.
2021 Projects: The Platte County Parks and Recreation Department has issued a partnership grant
Swimming Pool opportunity with each entity eligible for up to $1,000,000 in project funds. Our
Renovation & initial application will be focused on renovating the swimming pool, adding splash
Upgrades play equipment and shade structures. The Board is in favor of pursuing a robust
project that would include pool expansion, splash play equipment, and shade
structures. They were interested to know the number of people who use the pool.
Noel will get them 2019 & 2020 data. The Park Board shared the following input:
1) We should keep in mind the forecast for new attendance with more families
moving to the community. 2) North KC has a free splash play area. People may
prefer the free option vs. paying for pool/splash play admission. 3) NKC and
other splash areas have green space around them…much more inviting than an
entirely concrete area. Our plans should keep in mind the aesthetics of the area.
4) Within the current fence boundary there is limited space for sitting / sunbathing
and the grass area is a good overflow for that. If we convert the grass area to
splash play, we will likely need to expand the overall pool complex. 5) The diving
board is a nice feature that other local pools don’t have. 6) We could consider
changing prices so that the target audience for the splash play all get in free. 7)
Perhaps consider adding a water slide.
We discussed the pros and cons of having the splash play area at a local park vs.
the pool complex. Market and design studies should help us determine the best
solution. Pros of associating it with the pool complex could be cost savings on
mechanical/pump equipment, more ability to monitor the area with for preventing
vandalism, and bringing an exciting element to attract people to the pool.
Potential cons of the pool area are too much concrete and potentially limited or
cost-based access.
Other Business Voted for Chairperson: LaNette Ingram and Vice Chairperson: Elaine Warren.
Next Meeting The next meeting will be held on February 4, 2021.
