RIVERSIDE PARKS BOARD MEETING
MINUTES
January 2, 2020
6:00 p.m.
The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion
Road, Riverside Missouri 64150. Those in attendance were: Noel Bennion, Elaine Warren, LaNette Ingram,
Stacy Goss, & Everett Goss.
Call to Order The Parks Board Meeting was called to order at 6:00 PM Noel Bennion.
Smoke Free Parks We have examples and answers from other cities. We discussed making a
Discussion recommendation to the BOA to consider smoke free. Riverside has invested so
much in the health of our citizens that smoke free is a natural progression. If we
do it, it should include all the trails and the parks. We should allow smoking
during special events in designated areas. Smoke free should include e-cigarettes.
We can base the proposed language for our City Code on Gladstone’s example.
We need to determine how trails are defined. Perhaps if it’s a trail on the
published City map.
We discussed sign design options. The Park Board liked the message of “Healthy
Lungs at Play” and the Lee’s Summit example. Noel can get some options for the
Park Board to review.
E.H. Young Riverfront We are making good progress on the Park. The road and parking lot paving is
Park - Update complete. The playground contractor should be able to start soon. Weather will
be a factor, but besides the playground, most of the major items are complete.
Vegetation growth and Pickleball court surfacing are two things waiting for better
weather.
It was asked if the park was still closed off. It is still closed. Noel would like to
see if parts can be opened and let people trickle back in soon.
We need to start brainstorming for the Spring Grand Opening. It could be fun to
include an activity at each new feature, a dog related event, Pickleball, etc.
Some ideas: Mr. Stinky Feet, Bridget (Author of Mustache Baby) for a book
reading, possibly incorporate merchants as sponsors, have music / band that adults
and children would like after Mr. Stinky Feet. Likely best on a Saturday. Face
painting, food trucks, balloon art kid (LaNette knows him). Swope Health and
other local businesses could be good to invite.
Other Business More vandalism of the Monarch Art project. The vandals bent two of the signs in
half. We are going to order new signs and put them on a stronger board.
It was suggested that we post some visual, positive social media messages about
the art, being respectful of it and the signage that goes with it. Perhaps in the
spring when weather is getting better.
Jumping Branch Trail. The Board asked about adding some directional signage
and possibly some maps or map brochure holders. Also consider adding a pet
waste bag dispenser. Trash cans are available at Renner Brenner Park. Noel will
talk to Public Works about additional trash receptacles.
We talked about changing the meeting start time to 5:30 or 5:45.
Next Meeting The next meeting will be held on February 6, 2020.
Adjournment LaNette made a motion to adjourn the meeting at 6:44 pm. Stacy seconded the
motion. Motion approved.
