RIVERSIDE PARKS BOARD MEETING
MINUTES
March 5, 2020
6:00 p.m.
The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion
Road, Riverside Missouri 64150. Those in attendance were: Noel Bennion, Deana Winter, LaNette Ingram,
Stacy Goss, & Everett Goss (guest).
Call to Order The Parks Board Meeting was called to order at 6:00 PM by Deana Winter.
Smoke Free Parks Presentation to the BOA on March 3 rd went well. The BOA was supportive of
Discussion smoke free parks. The initial discussion was the start with a park rule. The park
rule would not be supported by ordinance and would not have any penalties or
enforcement. All parks and trails would be included in the rule. Smoking would
be allowed in parking lots. Special event hosts can also allow designated smoking
areas at events. It was agreed that “no smoking” should also include no vaping or
tobacco use. The BOA would like classy signs showing this information at key
locations near playgrounds, shelters, etc. The example sign from Lawrence was
preferred.
E.H. Young Riverfront Park opening is tentatively scheduled for May 9 th from 2-5pm, with the ribbon
Park – Brainstorm cutting at 2:15pm.
Budget
Park Opening - Playground vendor has offered to provide a Food Truck for this event. Possibly
hot dogs and hamburgers. Noel will reach out to playground company about Northmoor
options - Adelitas and LC’s Hamburgers.
Balloon Artist - $40/hr
Face painting - $65/hr
Dunk Tank?
Noel estimates that we could find $500-$1000 for the event.
Locations/Activities
Ribbon Cutting - Central concrete circle. Encourage people attending the RC to park in
the new parking lot between the dog park and the Bell Tower.
Dog Park - dog vendors here
Playground - balloons and face painting at new shelter by playground. Rock painting in
this vicinity too. Shelter might be too crowded. Provide tents instead?
Pickleball - Pickleball programmer to do introductory lessons.
Family Fun Run on Trail leading up to the park
Field Day / Over-sized Yard Games - Deana working on these
Dunk Tank?
Police / Fire - Touch a Truck (south parking lot)
Supplies / Items needed
Use City PA System for ribbon cutting announcements
Vendor Tables
Rocks and rock painting supplies.
Nothing needed for Pickleball - Jack will provide.
Flyer / Map for timeline of events.
Shade Tents - possibly FPAL
Riverside could provide pre-packaged snack and/or Popcorn / Cotton Candy
Potential Partners
KC Pet Project
Dog / Pet Vendors - Stacy will contact (Eagle Animal Hospital, Pete & Macs, Parkville
Animal Shelter, etc.)
Dog Tricks / Trainers
Chicken and Pickle - Noel needs to follow-up with the Mayor. Possibly ask them to help
promote.
Pickleball Programmer - Jack, USAPA Pickleball Ambassador is excited to be
involved. Will work on exhibition match and free lessons. Try to get sponsor from
Vulcan. Jack will put together a schedule.
Riverside Rocks (rock painting) - Rock painting table.
High School Band - possibly demo of playground percussion instruments.
DJ possibly
Northland and Riverside Chamber - possible connections for news anchors and others

Homestead Park We’ve been asked by a couple of citizens to add a fence adjacent to the basketball
Basketball Fence court to keep balls from leaving the court and rolling into the creek. Sometimes
the creek does flood. If we want to install a fence, it would be best for it to be
flood resilient, fairly open grid, and higher off the ground. Noel showed several
examples of fence styles. Height of the fence will probably need to be 8’
minimum. Likely just and L-shaped fence or backstop. It’s best to avoid a fence
that can be climbed. The Park Board agreed that the style preference would be to
match the fence used at the Pickleball courts. We will further investigate how
long the old fence was installed to make sure it’s worth the investment. People do
still play basketball here without the fence.
Other Business – We discussed the option of starting the meeting at 5:30 instead. It was determined
Meeting start time that 6pm is still best. We need to make sure we start on time and end on time.
Next Meeting The next meeting will be held on March 18, 2020 via conference call.
Adjournment Stacy made a motion to adjourn the meeting at 7:14 pm. LaNette seconded the
motion. Motion approved.
