HomeMy WebLinkAbout2019-03-07 Parks Board Minutes RIVERSIDE PARKS BOARD MEETING MINUTES March 7, 2019 6:00 p.m. The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion Road, Riverside Missouri 64150. Those in attendance were: Noel Challis, Deana Winter, Elaine Warren, & Bill Bray. Guests in attendance: Katelan Mayabb (Lakeview Middle School Art Teacher), Callie Colvin (Park Hill South High School Art Teacher), and four members of the Ceramics Club and Park Hill South, Alayna, Amanda, Ashlynne, and Jillian. Call to Order The Parks Board Meeting was called to order at 6:00 PM by Deana Winter. Approval of Minutes Minutes from February7 th meeting were unanimously approved with changes to the attendance. Bill motioned. Elaine second. Monarch Flower Using both new and recycled materials they will create representations of flowers Forest (Katelan native to the Midwest that benefit Monarch butterflies and pollinators. The Mayabb) flowers will be created using bicycle wheels, hubcaps, plywood, PVC pipe, and spray paint. The Flower Forest can be added to over time. Would prefer the hubcaps and bicycle wheels to be used, but has the budget for new, if necessary. Deana asked about our budget for planting native plants around this. We do have some funds in our budget for this, but may start with the potential girl scout site for the native plants. Deana also asked if this would be a project we could continue in the future. Katie felt like that would be a good fit for her program. The flower forest can grow bigger and/or perhaps replace some if they aren’t holding up well. Monarch Magnifier 4” thick concrete circle 5’ in diameter with painted ceramic circular tiles (Ceramics Club and embedded in the concrete. The space between the tiles would be filled with Callie Colvin) smooth polished black pebbles also embedded in the concrete. The tiles will picture the 4 stages of life of the butterfly. The idea of viewing the different stages of butterflies with a magnifying glass. Also a good fit for kids at the playground to explore the different stages of life. Everyone can contribute individually with the small tiles. They presented a budget that fits. The City will need to provide the labor to install the concrete and coordinate the . Deana asked if all of the ceramics are fired. Callie answered that they would use white stoneware, fired at over 2,000 degrees. Tiles will be handmade, fired, painted, glazed, and fired again. Bill asked about the durability. This will be their first outdoor installation. However, they feel like the tiles will weather well. Deana mentioned that if needed, if a tile were damaged it could be chiseled out a replaced. This project could also be a future continuation with another large stepping stone or circle of concrete with the individual ceramic tiles. Monarch Migration We discussed the schedule for installation of the Community art. It was agreed Walk that late summer should be a good fit for both Lakeview and Park Hill South. nd Katelan and Callie agreed that April 2 would be a good date for them to present the art concepts to the BOA. Deana shared our gratitude with both groups for their participation. We are very excited about how this project is coming together to provide beautification to the City and education about pollinators. We discussed budget for the Community Art projects and what will be required for install. The City will see about getting a concrete contractor to provide the circle by donation or at a discount. We will also talk to the contractor about rebar or other reinforcement for the concrete. Currently for the Commissioned Art we have 3 artworks approved for $15,000 each, which is the portion of the budget allocated for Commissioned pieces. We do have funds in the budget for installation of these pieces. When these 3 artworks were presented to the BOA, the Mayor let them know she would also like to find funding for the bridge installation by Nathan Neufeld and the sculpture by Nathan Pierce. Nathan Neufeld has discussed his bridge project with Zahner. Zahner is quoting $6,125 for each 5’ diameter frame. This option would only allow us to have 2 medallions, one for each side of the bridge. Nathan has also provided a budget for the other option of using a plastic material for the frames. These would be 4’ diameter medallions. The Board agreed that 4’ diameter is fine as long as there is still a good quantity. Nathan said he would be willing to do 10 medallions if that is what it would take to be able to do the project. It was decided that we would review this option with the Mayor. If she felt comfortable with it, we would present the option to Nathan of installing 7 medallions all on one side or 8 medallions with four on each side. The Board feels like this will be a good project for Nathan to gain some exposure as an artist. The bridge doesn’t provide a viewing angle where you necessarily see all of the medallions together at one time. This makes the quantity for impact less about viewing them all together and more about how many medallions you pass as you are driving along the bridge. The Park Board discussed the area for the Grand Monarch by Donald Gialanella at Cliffview and High Drive. They have some concerns about the current aesthetics of the site. It was agreed that we need to add landscape as a background to the artwork. We will landscape this in the Spring to help the plants to develop prior to the art installation. Deana would like to write to the Mayor with the recommendation that landscaping be provided for this site. Also, the Park Board would love to have artwork at the entrance to the Linear Trail. Donald’s concept with 160 monarchs, 11’ wide x 8.5’ tall was shown. It was agreed that they all liked how this concept was coming together. We also discussed coordinating with Argosy to install Nathan Pierce’s piece on the berm along the trail in front of the Casino. The educational signage will always be part of the Monarch Migration Walk. Visitors to the City throughout the years will be able to see the overall concept and understand that the walk follows the migration of the Monarchs. The Origami butterfly folding at the Community Center and the Library is going well. Hundreds of butterflies have already been folded. A community class has th been scheduled for May 14. Deana has between 5-7 volunteers to help hang the butterflies. They would prefer to do this work in July. Deana suggested having others help with adding string to the butterflies before July. Deana and Noel will coordinate soon on the design for the install. Noel has checked with the artists and they love the idea of their artworks becoming coloring sheet. Noel will coordinate with Cathy to create the coloring sheets from the artist renderings. The Park Board is scheduling a committee meeting for the sponsorship / reception effort. They will review some possible dates that can be reviewed by the BOA as well as checking for other conflicting events. We will also need to coordinate this date with Donald Gialanella. E.H. Young Riverfront The playground RFP is currently out and we’ve seen interest from four major th Park - Update vendors. It was suggested that we try for April 11 for the playground vendor th interviews instead of April 4 since Deana and Bill won’t be able to attend on thth April 4. Additionally, the April 11 meeting will align better with the bid for the overall park project. st The Park Board will be given the submittals for the playground after March 21 in a digital format for review. We will decide who to interview via email. Next Meeting The next meeting will be held on April 11, 2019. Adjournment Elaine made a motion to adjourn the meeting at 7:50 pm. Bill seconded the motion.
