RIVERSIDE PARKS BOARD MEETING
MINUTES
November 7, 2019
6:00 p.m.
The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion
Road, Riverside Missouri 64150. Those in attendance were: Noel Challis, Deana Winter, Elaine Warren, &
Stacy Goss.
Call to Order The Parks Board Meeting was called to order at 6:00 PM by Deana Winter.
Monarch Migration Noel mentioned that the Monarch Migration Art Walk has been very well
Art Walk – Monarch received. Thank you to the Park Board for all of your hard work on that project.
Movie We have permission from the Monarch documentary group to show the “Flight of
the Butterflies” documentary one more time since we didn’t get to show the whole
movie on our scheduled night. We brainstormed about options for showing the
movie next year. Noel will talk to the library to see if they are interested in
hosting the movie in the Spring when the Monarchs will be migrating through our
area again.
E.H. Young Riverfront Gave an update that the project is a little behind schedule due to weather. It is
Park - Update likely that the park will be open again in Spring 2020. We discussed the option of
hosting a grand opening in association with the Easter Egg Hunt. Easter is the

weekend of April 19. Noel will need to discuss with staff as there is some
interest in keeping the Easter Egg Hunt at Renner Brenner Park.
Smoke Free Parks We discussed the idea of having smoke free parks or smoke free areas of parks
Discussion and facilities. If we made this change, it would be good to align it with the re-
opening of EH Young. This likely means we would need to present the idea to the

Board of Aldermen on Feb. 4 or 18 and seek approval for the City Code change

on March 3 or 17. Some of the questions we will need to consider are:
1)Will there be a smoking ban over all the areas that the Park Board
stewards, including trails, the Welcome Plaza, etc. or will the smoking ban
apply only to certain areas?
2)What questions / concerns do we anticipate receiving from citizens?
3)Will this bring up any “hot button” issues?
4)Are there any concerns with enforcement? How will this be handled?
Stacy has begun researching policies of other cities. We will want to review their
code language as a start. Noel has a meeting with the Park & Rec Directors group
on Friday and will take a poll of that group to find out their policies. Once we
have this base data, we will likely divide into some assignments for further
research. Noel will ask the Mayor her thoughts about this potential policy. We
may also discuss this with Argosy. We also talked about tying this into the
Riverside Healthy Citizens Initiative.
Other Business It was decided that we would not hold the December meeting.
Next Meeting The next meeting will be held on January 2, 2020.
Adjournment Deana made a motion to adjourn the meeting at 7:00 pm. Elaine seconded the
motion. Motion approved.
