RIVERSIDE PARKS BOARD MEETING
MINUTES
January 4, 2018
6:00 p.m.
The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion
Road, Riverside Missouri 64150. Those in attendance were: Noel Challis, Cathy Kline, LaNette Ingram, Bill
Bray, Jill Hammond, Elaine Warren, Stacey Rasco, (recorder).
Call to Order The Parks Board Meeting was called to order at 6:00 PM by Noel Challis.
Approval of Minutes The minutes from December 7, 2017 were reviewed and approved as submitted.
Discussion of E.H. Noel noted that we have contracted with Confluence for the master planning. We
Young Master think they will be a great fit for Riverside with a strong ability to connect with
Planning Goals and citizens plus they have worked in this field for many years. They have offices out
Process of Kansas City and other locations around the country. Our project will be based
out of Omaha. This will give them some diversity that they can bring to our project.
The schedule to date is ongoing. The first month will focus on collecting park data
and base information such as sewer lines, etc. and then work to kicking things off
on January 22. Our first Steering Committee meeting and a walking tour will
happen that day.

Noel will send this out in an invite once details are worked out. On the 23, the
consultant would like to do focus groups and Steering Committee meetings for any
concerns and comments.

The outline for the 23 is:
Argosy
City staff and elected officials, public safety and public works
Park user groups
Park Board
USACE
If possible we would like to push the focus group of the Park Boards to the first
meeting in February. We could also possibly be ready to have the first Community
Open House if the consultant is ready.
The group agreed to have their focus group conducted on February 1 for ease of
time constraints and this is a regularly scheduled meeting as well. Noel will send

out the schedule of the 23 to the group.
The first Steering Committee meeting will be a viewing of pictures and other items
they may be interested in. From the feedback they will develop 3 concepts and do a
restaurant style of estimates.

Our budget will hopefully be determined at or near the 22 meeting. To date this
has not been secured.
After concepts are developed another open house will be held for the public to see
and give comments. A final detailed plan would be presented to the Steering
Committee, Park Board and BOA. The first meeting in June will be our goal for
adopting the plan.
Noel is currently plugging in all meetings with dates and times that are currently
planned, to be able to share this information out efficiently. Are there any other
HOA meetings or other meetings that can be used to share this information? Elaine
and Jill stated that they will set up an HOA meeting for next month.
We may want to target other communities, school district PTA’s, Red-X Wine
Tasting, running clubs, etc to share this information with as well. Outside the walls
of Riverside would also be great avenues for networking this information.
Proposed Topics
This will be a compilation of any park use and would be all the users that may be
interested. Are there any other categories or individuals that would need to be
invited?
Noel will be sending out links to area riverfront parks for you to search through and
possibly give some feedback.
Noel is hoping to work on the Outreach Grant Program from Platte Co. to possibly
fund a fitness court near the Community Center. The cost is reasonable compared
to playground equipment.
Next Meeting The next meeting will be held on February 1, 2018.
Adjournment Noel Challis made a motion to adjourn the meeting at 6:56pm. Bill Bray seconded
the motion. All approved.
