RIVERSIDE PARKS BOARD MEETING
MINUTES
March 1, 2018
6:00 p.m.
The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion
Road, Riverside Missouri 64150. Those in attendance were: Noel Challis, Deana Winter, Bill Bray, Jill
Hammond, Elaine Warren, LaNette Ingram, Cathy Kline, Stacey Rasco, (recorder).
Call to Order The Parks Board Meeting was called to order at 6:02 PM by Deana Winter.
Approval of Minutes The minutes from February 1, 2018 were reviewed. Deana made a motion to
approve the minutes as submitted. Elaine second. Motion approved.
E. H. Young Master Noel reviewed the results from the Community Open House from Tuesday,
Plan Progress Report February 27. People were very involved and showed interest in the topics at hand.
Noel noted that we are being diligent in outreach to the younger population and
have reached out to the schools within Riverside and there is still some room to
grow.
Forms and landscape seemed to have some interest but it didn’t seem like people
knew what they were voting on.
Water interest was high with kayaking and a place to eat right down on the water.
Water was a big element at the meeting.
Destination playground received less votes overall due to there being many
different playground options. A combination of all of the playground votes, shows
a playground a very popular feature. The board noted that we should still do
something with regards to a playground going forward.
Bridge crossings there was a strong interest in the connection behind Argosy to the
park. The people seemed to like the natural aesthetics.
Regarding landscape aesthetics, people gravitated to the natural cover and color.
Additional comments brought out the fact that many do not know where the park is
or that we even have a park!
It was noted that security was not mentioned by open house attendees.
Art Brainstorming Noel presented an example of the City of Olathe’s art program for review. The
input of the board was asked about what would excite you with bringing art to the
city. What type of program, etc.
Elaine noted that years ago there was a book about an art project in the city and
Plein Air events were done. Art is important to a sense of place, recognizable and
expands the quality of life. People are attracted to art. Interactive art is great, things
people can touch, sculptures kids can climb on, etc. This would be for anywhere in
the city not just the parks.
The board noted that it would be nice to have Riverside known for a piece of art. A
sense of place and ownership and a symbol of our city.
Any concerns about introducing art to the city? No concerns from the board. It was
just noted that there are “How do we manage” more than concerns.
Noel wants feedback from the board to find out weaknesses and strengths with this
type of program.
We could have a call to art with more permanent pieces that are specific to actual
locations in the city.
Monarch Migration Trail
Noel shared a concept for an art theme of pairing the Monarch Migration path to
the Line Creek Trail. There could be monarch-themed art works at specific points
along the trail tied to a scaled distance between the cities on the Monarch Migration
path. Some of the major cities along the path tie perfectly to the locations of
Riverside’s existing parks. Kansas City could be tied to Homestead Park and
Oklahoma City to Renner Brenner Park. Toluca, Mexico would be the end of the
south migration at E.H. Young Riverfront Park. The art work would be on the
trails but some would be visible from along the road. Signage associated with the
art could be permanent, in the shapes of butterflies and full of information. At this
time this is just a concept.
The board asked about the timing of the art if it were to be at E.H. Young.
Depending on the first phase at E.H. Young, we could breaking ground as early as
this fall or next spring.
Noel asked the board to please review the Olathe art model and see if we would
like to model an art program after this. Olathe has an annual budget of $15,000 to
include the art honorariums, placing the art, signage, and publicity. Note that our
budget is $15,000 for this year.
Outreach Grants Noel reported that the Outreach grants that were applied for have been approved.
The Mayor would like Park Board input on the best location for the Fitness Court.
Noel will send out an outline of pros and cons that she is working on.
Next Meeting The next meeting will be held on April 5, 2018.
Adjournment Deana made a motion to adjourn the meeting at 7:15pm. Elaine seconded the
motion. Motion approved.
