Adjournment Meredith Hauck Director of Administration ATTEST: Posted 10/01/2013 at 10:00 a.m. RIVERSIDE PARKS BOARD MEETING MINUTES August 7, 2013 6:00 p.m. The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion Road, Riverside Missouri 64150. Those in attendance were: Deborah Leader, Elaine Warren, Ken Smith, Sue Johnson, Public Works Director Tom Wooddell, Norm Buescher (Public Works Department) and Administration Director Meredith Hauck (recorder). Alderman Mike Fuller, Terri Dwyer, and Timothy Miller were absent. Call to Order Parks and Recreation Overview Presentation Public Works Parks and Trails Maintenance Update 2013 Meeting Dates The Parks Board Meeting was called to order at 6:00 p.m. Meredith Hauck gave the Board a presentation covering all of the basics of Parks and Recreation within the City. Hauck also provided copies of the special event and private function rental policies, and the 2012 ETC Survey results related to Parks and Recreation. Tom Wooddell and Norman Buescher updated the board on maintenance issues in the parks. They are currently preparing bid specs for the new lights in Renner Brenner Park. This is the last item to do in order to complete the recent park update. The playground equipment at EH Young Park was also fixed recently after Public Works identified some areas that were damaged due to high water, etc. The Lower Line Creek trail has also been turned over to Public Works and they will begin maintaining it. The Board decided to meet every other month through the end of the year. The dates for the remaining 2013 meetings are: - October 2, 2013 at 6 p.m. - December 4, 2013 at 6 p.m. Adjournment — 6:45 p.m. The Parks Board adjourned at 6:45 p.m. by unanimous consent. In Progress Requirement for developers to set space aside for trail system Jackie / Mike Dedicating land to trails through the City has to be done when the land is platted with an option for the developer to pay a fee in lieu of making a dedication. Since the majority of the land in Riverside is already platted, we have missed the opportunity to make this a requirement through the City Code. An option now is to encourage developers to put in trails during the negotiation process for projects. In Progress Trail Security Signs Jackie / Costanzo 2013-2014 The priority will be to install signs on existing trails. Travis will begin incorporating the costs for placing these signs into the construction of new trails. Not Started — Alternate Suggestion QR Codes on Trail Signs Meredith 2014-2015 The intent of this task was to help trail users see a map of the trail. QR Codes are not a widely used technology, so an alternative would be to install trail map signs at key intersections of the trail signs. These kiosks could be used to also display information about the City. Grant funding may be available for this project. Public Works will order black iron benches that match the other City benches and replace the ones that were removed. Not Started — Alternate Suggestion More signage to EH Young Park Jackie 2014-2015 While signs already exist throughout Riverside providing directions to EH Young Park, it is clear they are not working. A City-wide wayfinding project would help identify the best locations for signs and look at creating a consistent sign design that would route visitors to all key points within the community. Long Term EH Young Park Transition to Community Park Meredith A Master Plan for EH Young Park should be conducted in the future and upgrades made to the layout of the park. FACILITIES In Progress Increasing YMCA Usage of Community Center Meredith 2013-2014 Staff has already contacted the YCMA and expressed the City's intent to increase programming at our Community Center. Not Started Update Pool Locker Rooms Tom 2014-2015 This project could begin after the 2014 swim season. PROGRAMMING In Progress Geocaching Program Meredith 2013-2014 Community Center staff has already started developing a geocaching program that will be rolled out this year. In Progress Higher fees for special events in parks Meredith 2013-2014 Community Center staff is researching comparable fees and will present a recommendation to the board in early 2014. OTHER In Progress Bike Lane Research Sarah Fall The research will be presented to the Board at the December workshop.
