HomeMy WebLinkAbout2015-08-06 IDA Minutes MINUTES REGULAR MEETING THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF RIVERSIDE, MISSOURI Thursday, August 6, 2015 6:00 p.m. The Industrial Development Authority of the City of Riverside, Missouri, met in regular session at City Hall, 2950 NW Vivion Road, Riverside, Missouri. President Leland Finley called the meeting to order at 6:09 p.m. Answering roll call were Leland Finley, Harold Snoderley, Jason Rule, Pam Darata and Art Homer. Also present: Director of Community Development and Sarah Wagner Community Development. Approval of Minutes from Jason Rule moved to approve the minutes from May 11, 2015. May 11, 2015 Harold Snoderley seconded and the motion passed 5-0. Riverside Food Truck Court Director of Community Development Mike Duffy explained to the members that the City is looking to construct a 100’ x 100’ pad just off of Horizons Parkway and Taylor Memorial blvd. to be used as a parking area for food trucks to serve the businesses down in Horizons. The land is owned by the IDA so we will need permission. Jason Rule asked if they would need any additional insurance. Duffy replied that they would be covered under the City’s insurance. He explained that the city really wasn’t providing much, just an area for trucks to park to serve lunch. Pam Darata moved to approve the food truck court, seconded by Harold Snoderley. Motion passed 5-0. Horizons CID Mike Duffy explained that the next item was a request for a motion to approve the IDA’s signature to for a Community Improvement District (CID) for the maintenance of the common property in Horizons. This would be an assessment based on total ground and would be $0.02 per square foot. The total estimated cost for mowing and maintaining the detention system is approximately $305,000. This cost will be divided between all of the property owners based on how much land they own. A CID Board of 5 members will be formed to oversee the use of funds. It will consist of 2 City/IDA members, 2 property owner, and 1 business from the Horizons CIA area. Duffy reported that all of the business he has talked to have been positive about this and had anticipated the additional assessment. Pam Darata moved to approve signing the petition in agreement to form the Horizons Community Improvement District, seconded by Harold Snoderley. Motion passed 5-0. Mattox Road Mike Duffy explained that the City will be reconstruction Mattox Road and the new plan calls for Mattox road to end in a cul-de-sac that will extend slightly outside of the right of way onto IDA property. The City is looking for general consensus from the IDA that this would be ok. All members of the IDA agreed that the cul-de-sac was acceptable. Adjournment Jason Rule moved to adjourn the meeting at 6:54p.m., seconded by Pam Darata. Motion passed 5-0.
