AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF THE PROPOSAL FOR
ENVIRONMENTAL CONSULTING SERVICES BY TRANSYSTEMS CORPORATION
SUPPLEMENTAL SITE DELINEATION AND RISK BASED CORRECTIVE ACTION
ASSESSMENT 1914 WEST PLATE ROAD TANKS RELEASE SITE, RIVERSIDE,
MISSOURI
WHEREAS, TranSystems has presented a proposal for Supplemental Site Delineation
and risk based corrective action assessment 1914 West Platte Road Tanks Release Site,
Riverside, Missouri
WHEREAS, the City's Board of Aldermen has reviewed the Proposal and wishes to
approve the same.
NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside,
Missouri, as follows:
Section 1. The City of Riverside hereby accepts the Proposal by TranSystems Corporation for
Supplemental Site Delineation and Risk Based Corrective Action Assessment 1914 West Platte
Road Tanks Release Site, Riverside, Missouri and shall pay to TranSystems Corporation an
amount not to exceed $37,400 for such supplemental environmental services which are described
in the proposal attached hereto as Exhibit A (the "Proposal").
Section 2. The Proposal, in substantially the form attached hereto as Exhibit A, and payment by
the City for the environmental services described therein, is approved, and the Mayor is
authorized to take such actions necessary to carry out the intent of this Ordinance on behalf of
the City.
Section 3. This Ordinance shall be in full force and effect from and after its passage and
approval.

Dear Mr. Blackburn:
TranSystems Corporation is pleased to submit this proposal to provide the following scope of work, cost
estimate, and schedule for activities associated with providing environmental consulting services for the
West Platte Road improvement project in Riverside, Missouri. Based on findings of the Phase I and
Phase II Limited Site Investigation (LS>) and guidelines set forth in the recently enacted Missouri
Department of Natural Resources (MDNR) Risk Based Corrective Action Process (RBCA), further site
characterization and risk assessment reporting is required for the 1914 West Platte Road site. These
services are needed to evaluate the extent to which hydrocarbon releases associated with the former
service station site have impacted off-site properties and/or pose a threat to human health and the
environment. The results of this investigation will determine the process required to attain closure (i.e.,
no further action) of the site under the MDNR's current RBCA guidance. Additionally this scope
includes consultation with the Missouri Petroleum Storage Tank Insurance Fund (MPSTIF)
reimbursement program for the possible reimbursement of costs to the City of Riverside associated with
this work plan.
This letter details the supplemental environmental services Transystems proposes to perform for the City
of Riverside, Missouri in order to obtain a final determination letter from the MDNR. Environmental
services will be provided to you consistent with the contract terms and pricing of the Original
Agreement.
SCOPE OF SERVICES
In late February 2004 the MDNR released new RBCA guidance for petroleum storage tank sites in the
state of Missouri. In accordance with this new guidance, additional soil and groundwater data is needed
to adequately delineate and characterize subsurface impacts resulting from previous releases at 1914
West Platte Road. The guidance also requires the completion of a water well and ecological receptors
survey for the site.

As shown on the attached map, a total of six shallow geoprobe borings will be installed for the collection
of analytical data for this supplemental site delineation; three borings located on the West Platte Road
site, two borings located on the property south of West Platte Road, and one boring located on the
property adjoining the site to the east. Soil and groundwater samples will be collected and submitted for
laboratory analysis in accordance with MDNR guidelines. Borings will be terminated upon the
completion of the MDNR's sampling protocol or refusal due to bedrock, whichever come first. It is
anticipated that shallow groundwater will be encountered at each boring at approximately 20 feet below
ground surface (bgs). Open hole groundwater samples will be collected from each boring using
dedicated disposable tubing. An additional five borings will also be constructed to obtain geophysical
parameter information for the site. These borings will be located in close proximity to the borings used
to collect analytical data. Geophysical data will not be collected from the area around boring X2 due to
shallow bedrock. In total 11 borings performed by Professional Services Industries, Inc. for this project.
Four groundwater monitoring wells were requested by MDNR, two located south of West Platte Road
and two located on the former service station site. However, at the city's request, these wells will not be
constructed at this time. Upon completion of the sampling outlined herein, the data will be analyzed and
submitted to MDNR for review. If monitoring wells are required at that time, a modification to this
agreement will be prepared to install the required monitoring wells.
Laboratory analyses for soil and groundwater samples will include naphthalene and total petroleum
hydrocarbons (TPH) diesel range organics (DRO) via Method 8270C, TPH gasoline range organics
(GRO), benzene, toluene, ethylbenzene, and xylenes (BTEX), ethylene dichloride, ethylene dibromide,
and methyl-tert-butyl-ether (MTBE) via Method 8260B, and lead via method 6020 and 6010 B as listed
in the RBCA guidance document. Samples will be analyzed by Pace Analytical and will be subject to
standard 10-day turnaround time. Approximately 12 soil samples and 5 groundwater samples, dependent
upon site conditions, will be submitted for analyses.
Geophysical analyses for the RBCA document include dry bulk density, porosity, volumetric water
content/moisture content, and fractional organic carbon content. Samples for dry bulk density, porosity,
and volumetric water content/moisture will be sampled and analyzed by PSI. Fractional organic carbon
content will be analyzed by Pace Analytical.
Upon the receipt of analytical data from Pace, TranSystems will conduct a risk assessment consistent
with RBCA regulations for attainment of cleanup and/or closure requirements, including a water well
survey and an ecological risk assessment.
As part of this scope of work, TranSystems will coordinate activities for the City for ongoing inclusion of
project environmental activities into the MPSTIF. It is not known at this time if the MPSTIF will allow
further reimbursement of environmental costs associated with the 1914 West Platte Road site.

COMPENSATION
The following cost estimate includes labor and expenses for the above scope of work. There is a flat fee
associated with the expenses such as vapor meter rental and sample equipment; and, subcontractor
charges for geoprobe drilling and laboratory analysis. The fee for services performed is $41,900 to be
paid as a lump sum upon delivery of the Risk Assessment Report.

SCHEDULE AND DELIVERABLE
Upon your signed authorization (ATTACHED) to this contract, TranSystems will commence the
supplemental site characterization activities. It is assumed that site access will be granted to Transystems
through the City of Riverside to conduct these activities. Given these assumptions, TranSystems
anticipates that boring installation will commence within one week of the receipt of the Notice to
Proceed, and laboratory analytical data will be reported 14 calendar days later. A Tier 1 or Tier 2 Risk
Assessment report (dependent upon site conditions) documenting the findings of the supplemental site
characterization and previous data collection activities will be submitted to the City and MDNR within
four (4) weeks of the receipt of the laboratory analytical data.
ASSUMPTIONS AND EXCLUSIONS
• TranSystems will contact the Missouri One-Call Utility Locate System prior to subsurface
mvesrigarion.
• TranSystems will not be liable for damage to underground utilities damage.
Contractual agreement of this proposal will be bound by the terms and conditions of the existing
Agreement with the City of Riverside. No expressed or implied representation or warranty is included or
intended in our agreement, except that services will be performed, within the limits prescribed by our
client, with the customary thoroughness and competence of the terms and conditions of the profession.

It is our understanding that your consultant has completed a "Site Characterization" of your property -- including gathering
some additional information we requested in anticipation of the recent release of the Missouri Department of Natural
Resources' (DNR) "Missouri Risk-Based Corrective Action (MRBCA) Process For Petroleum Storage Tanks" guidance
document
We believe the best way for this site to receive a "No Further Action" letter from DNR is to proceed under the new
MRBCA guidance. The next step, therefore, is for your consultant to prepare a "Risk Assessment" for your property.
To get this underway expeditiously, please have your consultant send us a cost estimate for the following:
a. Consulting time to prepare a Tier 1 risk assessment, using the forms at

b. Consulting time to prepare a Tier 2 risk assessment to determine site-specific cleanup levels, (if the Tier 1 results
show that any chemicals of concern exceed the Tier 1 cleanup levels), using the forms on the web site; and
c. A contingency cost estimate for any field work, which your consultant believes, may be necessary to complete the
Tier 1 and/or Tier 2 forms. (Examples are: Field work to gather land use infomlation, research to compile
information on drinking water wells, etc.)
We will expedite our review of the cost estimate and respond in writing, so your consultant can prepare a submittal to the
DNR that meets thetr requirements fora "Risk Assessment" and informs aii parties whether con•ective action is needed. It
is our goal to help you and your consultant complete all necessary work in a reasonable timeframe and at a reasonable cost.
