HomeMy WebLinkAbout2003-09-09 SpecialMinutes of Special Meeting of Board of Aldermen of City of Riverside, Missouri September 9, 2003 A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on September 9, 2003 at 6:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Dazata, Legaard and Beard. Absent, Alderman Flaws. Also present were, David Blackburn, City Administrator and Deborah Polk, City Attorney's office. Motion for Closed Alderman Legaazd moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Beazd, and the vote was: Aye: Alderman Beazd, Darata, Bums, Looker and Legaard. Absent: Alderman Flaws. Motion Carries. Motion for Open Alderman Dazata moved that the meeting go into open session at Session seconded by Alderman Beard, and the vote was: Aye: Alderman Bums, Looker, Darata, Legaazd and Beard. Absent: Alderman Flaws. Motion Carries. Discussion Frank Weatherford, Todd Thalmann and Justin Adams with TranSysterns were present to discuss the I-635 Interchange, Vandepopulier Road and 9 Highway. It was mentioned the railroad is going to build another track and the cost is unknown. Discussion of It was stated that the storm drains couldn't handle the drainage that comes off the Drainage off the bluff onto W. Platte Road. The options are a detention pond on the Manning property Bluff onto W. Platte detention pond across the street on the Red-X property. Concept of a detention Alderman Legaazd moved to approve the concept for a detention pond on the Pond, Approved Red-X property and for Mayor Burch to speak with Zeke Young, seconded by Alderman Darata, the vote was: Aye: Aldermen Looker, Darata, Beard, Burris and Legaard. Absent: Alderman Flaws. Motion carries. Mins. 9/9/03 Paving the pazks Alderman Legaard moved to approve Phillips Paving Company, Inc. to pave the Approved parks for a total cost of $39,320, seconded by Alderman Looker, the vote was: Aye: Aldermen Legaard, Beard, Looker, Darata and Bums. Absent: Alderman Flaws. Motion carries. Asbestos survey The asbestos survey bids received from Occu-Tec, Inc and the Clayton Group Bids discussed for certain properties were discussed. City Hall discussion Alderman Beazd said the city needs to look at a better waterproofing system for the foundation of the city hall because of the water and sprinkler problem. Motion for Closed Alderman Legaard moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Dazata, and the vote was: Aye: Alderman Beard, Darata, Bums, Looker and Legaard. Absent: Alderman Flaws. Motion Carries. Motion for Open Alderman Legaard moved that the meeting go into open session at Session seconded by Alderman Darata, and the vote was: Aye: Alderman Burris, Looker, Darata, Legaard and Beard. Absent Alderman Flaws. Motion Carries. Bill No. 2003-84 Alderman Beard moved to place Bill No. 2003-84 on its first reading, said Bill Author. the promotion authorizing the promotion of Jack Minor to the rank of Sergeant in the Riverside of PSO Jack Minor, Department of Public Safety and the starting salary to be $38,500 annually and Sergeant the effective date to be September 3, 2003, seconded by Alderman Legaazd, the Darata, the vote was: Aye: Aldermen Looker, Darata, Legaazd and Beazd and Bums. Motion carries. Ordinance No. 2003-84 Alderman Burris moved to place Bill No. 2003-84 on its second reading, Approved and upon passage of same become Ordinance No. 2003-84, seconded by Alderman Legaard, the vote was: Aye: Aldermen Darata, Burris, Legaazd, Beard and Looker. Absent: Alderman Flaws. Motion caries. Mins. 9/9/03 t: Bill No. 2003-85 Alderman Looker moved to place Bill No. 2003-85 on its first reading, said Bill Author. the city to authorizing the City of Riverside, Missouri to employ Nicholas Claude Jackalone employ Nicholas as a full time Public Safety Dispatcher in the Department of Public Safety and the C Jackalone as Dept. salary for this position be set at $26,500 annually with full benefits and aone-yeaz of P.S. Dispatcher test period to be effective September 15, 2003, seconded by Alderman Bums, the vote was: Aye: Aldermen Burris, Looker, Dazata, Legaard and Beard. Absent: Alderman Flaws. Motion carries. Ordinance No. 2003-85 Alderman Looker moved to place Bill No. 2003-85 on its second reading, Approved and upon passage of same become Ordinance No. 2003-85, seconded by Alderman Legaard, the vote was: Aye: Aldermen Darata, Burris, Legaard, Beard and Looker. Absent: Alderman Flaws. Motion carries. Alderman Legaazd's Alderman Legaard said a resident asked about animal control and when the city Comment is going to control the animals in the residential azeas.
