Adjournment ATTEST: Posted 02-04-20 Co Jackie Carlson Planning & Business Services TOURISM COMMISSION SPECIAL MEETING RIVERSIDE, MISSOURI Thursday, January 21, 2016 at 6:00 p.m. At 5:02 p.m. on January 21, 2016, the Tourism Commission for the City of Riverside, Missouri, met in the Board of Aldermen Conference Room at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Answering roll call were Commissioners Jennifer Goering, Lori Locke and Julie Rule. Also present were Board liaison Alderman Frank Biondo, City staff member Jackie Carlson, and Stacey Rasco, (recorder). Motion to Approve Minutes from December 14, 2015 KC Art Institute Partnership (Continued from 12-14-2015 meeting) Commissioner Rule made a motion to approve the minutes as submitted. Commissioner Locke seconded the motion. All voted in favor. Motion passed. Ms. Carlson noted that at its December meeting, the Commission reviewed the memorandum of understanding (MOU) with the Kansas City Art Institute (KCAI). The MOU states the Commission will provide funding for KCAI classes given specific conditions are met. Specifically, the Commission was reviewing if condition #4, that the KCAI participate in the Riverside Chamber Wine and Food Truck Frenzy Event, was met. Commissioner Goering noted that the Commission needs to discuss the key concern of tourism related benefits being gained from sponsoring the classes. Commissioner Rule inquired about KCAI's involvement with the Chamber event, specifically how students were recruited for the event. She also asked about the status of the spring class and how the photographs of the art work will be taken and utilized. Hannah Lodwick with the KCAI beginning by saying how much the KCAI appreciates the partnership with the City and they hope to continue in a way that can be beneficial to all parties involved. She noted that this discussion was good so there can be a clear plan moving forward. Ms. Lodwick said she worked with Hope Carriger at the Chamber and Jackie Carlson at the City on the event. She felt there was some unclear direction and communication involving the wine event. On the administrative side it was difficult due to the date being moved twice. Each time she sent a new email to students notifying them of the date change, which created some confusion. Ms. Lodwick suggested that in the future, more advanced notice would be helpful. In terms of the spring class, informational brochures and promotional materials have already been prepared and distributed. To date seven students have enrolled, the professor has been secured and a photographer has been selected to capture the work of the students. Commissioner Ruled wanted clarification if photographs of both the fall and spring artwork will be taken. She indicated the preference was to have photo documentation of both sets of artwork. Ms. Lodwick responded that the KCAI hopes to take photos of both classes' artwork, but for the fall class it will depend on those students being willing to bring in their artwork for photographing. Commissioner Goering asked if the City has ever offered to have the students show their work at City Hall. Ms. Carlson noted that students displayed their work last spring during an open house style reception for the newly elected Aldermen. Commissioner Rule asked if the students would be interested in having their work displayed for a month or so at City Hall or perhaps at another event. Ms. Lodwick noted that it would be a nice possibility and she will be happy to inquire if there is interest from the students. Sonja Garrett with the KCAI stated timing is also a critical aspect. An event in April or having art work left at the community center to be hung at City Hall at the conclusion of the March class would be good options. Commissioner Goering offered the possibility to partner with Mid -Continent Library to exhibit the artwork more. Ms. Lodwick said the KCAI has an existing partnership with Mid -Continent and this would be a great avenue to pursue. Ms. Carlson asked from the Chamber Board, if there was a possibility of a KCAI booth to promote class sign ups, etc. The KCAI was very much in favor of this idea as they have provided this in the past at other events. It was stressed that planning in advance is very important as the KCAI has evening and weekend classes and would want staffing help to be scheduled. The Commission asked if planning could start on an event with the Mid - Continent Library, Riverside Chamber and the Art Institute. This could be an exhibition, art class or even a children's event. Ms. Carlson suggested that the Riverside art work be displayed in a library in another city to expand knowledge of and bring tourism to Riverside. And possibly be displayed at the KCAI as well. The KCAI stated that planning of schedules would need to be brainstormed out in advance. Ms. Carlson asked the KCAI to brainstorm and present a proposal of events, exhibitions, etc. that could be part of the Riverside classes or artwork. Ms. Garrett suggested this information/proposal of events, should come from the City. Commissioner Goering explained that given the KCAI has much better information related to the art world, it would be best to receive a proposal including a listing of exhibitions and events that can help tie the class funding to tourism benefits. Ms. Lodwick inquired as to whether the proposal would impact the current MOU. Ms. Carlson noted that based on the Commission's discussion the current MOU will not be impacted, but should the KCAI wish to obtain funding for classes in Fall 2016 and Spring 2017 a proposal outlining the tourism benefits / exhibitions / events would need to be submitted for the Commission to review. Commissioner Goering added that any possible tourism exposure related to the current fall and springs would make for a stronger future proposal. Commissioner Rule agreed. The KCAI offered to consider a one day class at the library and will look at ways to promote Riverside. Following the completion of the spring class the KCAI will review the possibilities and contact the Commission. Ms. Carlson provided a recap of the discussion and asked the Commission to verify. • The Commission believes the KCAI gave a full faith effort to meet the conditions of the signed MOU. • Given the conditions have been met, funding for the spring 2016 class will continue as provided for in the MOU. • For future classes beyond spring 2016, the Commission will review a proposal from the KCAI. A new MOU would be drafted at that time based on the proposal and Commission's decision. Commissioner Goering made a motion to approve moving forward as outlined by Ms. Carlson. Commissioner Locke seconded the motion. All voted in favor. Financial Overview Ms. Carlson gave a brief overview of the Tourism Commission funds. Tourism Sponsorship Application Process Ms. Carlson offered two tweaks to the application process. • Two meetings are held in December. The first is to simply review applications, ask questions of applicants and possibly listen to applicant presentations. The second meeting is held shortly thereafter (perhaps 1 week) and allocation decisions are made at the second meeting. This will provide time for the Commissioners to review all the information. • The City attorney can draft a resolution which states the Commission has given staff the authority to determine an application is ineligible for funding due to the application being late and/or incomplete. Ineligible applications would not come before the Commission. The Commission was in favor of the changes and asked staff to work towards implementing them. It was suggested that the resolution be included with the application form. It was noted that the Commission would like to ask applicants to include invoices with their final reports to ensure proper accountability. Adjournment, 6:13 p.m. The meeting was adjourned by unanimous consent. A RESOLUTION DIRECTING STAFF REGARDING THE PROCESSING OF TOURISM SPONSORSHIP APPLICATIONS WHEREAS, the City of Riverside receives tourism tax revenues which are to be used to promote tourism; and WHEREAS, the City's Tourism Commission solicits applications from interested groups for projects to promote tourism. NOW, THEREFORE, BE IT RESOLVED BY THE TOURISM COMMISSION OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: THAT the Tourism Commission hereby authorizes and directs City staff to review tourism sponsorship applications from interested groups for projects to promote tourism, and to make a determination whether the application is complete and timely prior to presenting such application to the Tourism Commission. If a submitted application does not contain all required information or is submitted past the submittal deadline, then City staff is directed not to present such application to the Tourism Commission for its consideration.
