Answering roll call were Commissioners Hope Carriger, Jennifer Goering, Lori Locke and Julie Rule. Also present were Board liaison Alderman Frank Biondo, City staff member Jackie Carlson, and representing the Kansas City Art Institute Sonja Garrett and Hannah Lodwick. Motion to Approve Minutes Commissioner Rule made a motion to approve the minutes from June 8, 2015. Commissioner Goering seconded the motion. All voted in favor. Motion passed. KC Art Institute Ms. Carlson gave a brief overview of the previous discussions the Partnership Commission has had regarding the Kansas City Art Institute's (KCAI) request for sponsorship for both a fall and spring art class. She noted that the Commission had approved the sponsorship with the following conditions: 1.) The KCAI has a presence at/participants in the upcoming fall Chamber wine and art event. 2.) The completed artwork is made available in some capacity for marketing purposes. Ms. Carlson stated she had been in contact with the KCAI regarding the approval and conditions and they had some concerns. Thus, she asked them to attend the meeting so all the issues could be addressed. Ms. Garrett, Director of the School for Continuing and Professional Studies at KCAI provided background on the partnership between KCAI and the City and Tourism Commission. The goal of the Riverside En Plein Air classes is to introduce residents to art. The class is open to anyone, but the sponsorship covers the costs of Clay and Platte County residents. The past two classes have been very successful. Before Ms. Hauck left the City, she and Ms. Garrett had discussed expanding the partnership to include a class focused on high school students. Ms. Lodwick provided details on the past two classes. The 2014 class had 12 Riverside residents and 2 non-residents. The Spring 2015 class had 10 Riverside residents. KCAI projects the Fall 2015 class will have 1042 residents. The feedback they received from the students is that the locations are very scenic, specifically the waterfall by Briarcliff and EH Young Park. The students enjoyed the class, liked the instructor and several expressed interest in taking additional classes, especially if they were offered in a different medium. Ms. Lodwich noted KCAI would like to continue the partnership, but they had questions regarding participation in the event and the additional costs associated with both of the conditions. She indicated the costs would depend on the activity/presence at the event. They may need to provide materials or pay staff. Additionally, a photographer may need to be hired to take photos of artwork so they can be utilized for marketing purposes. Tourism Sponsorship Process Commissioner Carriger inquired about the possibility of a photography student taking the photos and if it would be possible for student volunteers to assist with the event activity. This could be displaying their work or doing a live painting exhibit. Commissioner Rule explained that participation in the event and the marketing material were important to ensure the sponsorship had a broader reaching tourism component. She inquired about the costs to meet these conditions. Ms. Garrett said the costs would depend on the skill level of the photographer and the art medium. Commissioner Goering asked if KCAI could reach out to the previous students to see if they would share their finished work and allow it to be photographed. Ms. Garrett noted they could inquire with the previous students and said they will provide enrollment/student information for the upcoming classes. KCAI does two exhibitions per year where they invite 40-50 students to showcase their work. They can invite the Riverside students, which will provide a way to showcase Riverside art work. Commissioner Rule asked if it's possible for someone on staff to take photos. Ms. Carlson noted that having staff do it would likely require overtime, which has not be budgeted or approved. The Commission noted they would like to display the artwork at City Hall. Ms. Carlson asked the Commission to confirm that: - They were in support of funding the request. - They will work with KCAI to find a photographer. - KCAI will have a presence at the Chamber wine and art event. - KCAI will provide the student roster, access to artwork and will assist with finding a photographer. The Commission agreed unanimously. Ms. Carlson gave an overview of the current tourism sponsorship application submittal and review process. Staff is recommending an application form and final report form be required for all submittals. She also asked the Commission to consider: - Requiring applicants to be present at the meeting to answer questions. - Allowing/requiring applicants to give a presentation on their proposal. - Holding a special meeting in November to review early applications. The Commission discussed the review process and Commissioner Goering made a motion to: - Establish a submittal deadline of one month (generally early Nov) prior to the review date, and - Establish a 90 day (generally late February) cutoff date from the date of approval of the sponsorship for submittal of the signed Memorandum of Understanding. Commissioner Locke seconded the motion. The Commission agreed unanimously. Motion passed. The Commission also discussed a desire to review the submittals prior to the meeting and try to get answers to any questions before the meeting. Commissioner Rule indicated she was not in favor of having the applicants present or provide a presentation due to time constraints. Ms. Carlson reminded the group that Commission meetings are open to the public so anyone, including applicants, is welcome to attend. The Commission reviewed the application form and final report form. They asked that space be added to the application form to ask "How many years has the event been held?" and "How many years and what amounts of funding has the event received previously?" For the final report form the Commissioner requested verbiage to be added that requires recipients' to include copies of invoices to show how the Tourism sponsorship money was utilized. Adjournment, 7:13 p.m. The meeting was adjourned by unanimous consent. MISSOURI Upstream from ordinary. MEMORANDUM TO: Riverside Tourism Commission FROM: Jackie Carlson, Planning & Business Services MEETING DATE: December 14, 2015 RE: KCAI Class Sponsorship Requested Action At its August 10, 2015 meeting the Commission approved the Kansas City Art Institute's (KCAI) request for a Tourism Sponsorship to pay the enrollment fee for up to 15 Clay and Platte County residents for both a fall and spring art class provided several conditions were met. Staff is asking the Commission to review the following information and decide if the conditions have been fulfilled. Please note that due to a staff miscommunication the invoice for the fall class ($1,218 = 7 x $174) has been paid. Sponsorship Overview Following approval of the sponsorship, staff drafted a Memorandum of Understanding (MOU) which was reviewed and approved by the Commission members. The MOU was sent to KCAI on September 1, 2015. It was signed by the KCAI on September 17, 2015, returned to the City and signed by acting Commission Chairperson Hope Carriger on September 24, 2015. The signed MOU is attached and details the full agreement. The condition in question is #4. 4. The Tourism Service Provider will participate in the Riverside Area Chamber of Commerce's Fall 2015 Wine and Art event. Wine and Art Event The Chamber held its "Food Truck Frenzy" on October 13 from 4:30 — 6:30. It was promoted as an event with food, wine and entertainment. The Chamber asked the KCAI to present a student gallery and have a live artist at work during the two hour timeframe (see attached email). KCAI emailed their students asking them to participate and also provided student email addresses to the Chamber. Two KCAI class participants responded to the Chamber's email and showed their work at the event. These two artists were the only KCAI representation at the event. Update on condition #5 — Digital Files Due to the timing of the sponsorship approval/contract in relation to the fall class, digital photos of the fall class's artwork will not be taken until the spring. This will allow KCAI to photograph all the artwork at once. For the last several years, we operated with funding and support from Riverside Tourism sponsorship program and Platte County Parks & Recreation Outreach Grants. Through the efforts of leaders at the Park Hill School District, Maple Woods Community College, Mid -Continent Public Library and Platte County University Extension, we offered this event free to the public, without corporate or commercial funding, making this a true public service. Last year, the $2,000 from the City of Riverside Tourism Commission was the only source of funds and covered our costs, which were almost identical to our anticipated costs for this year. The Park Hill School District donates the use of the facility, equipment, marketing design and printing. Meeting the City of Riverside's Tourism Commission Goals: The Northland Ethnic Festival supports the Tourism Commission's primary goal of increasing the number of first-time visitors and the number of retuning visitors. By marketing the festival throughout the region, many of the attendees reside outside the City of Riverside. This is often their first time in Riverside and at Park Hill South High School. Many of our attendees say they come back every year. Riverside's residents also benefit from this event, which exposes them to crafts and performances from dozens of world cultures. Description of Organization: The Northland Ethnic Festival planning committee is a collection of volunteers from the Park Hill School District, Maple Woods Community College, Mid -Continent Public Library and Platte County University Extension. This committee sets and approves the budget, and the Park Hill School District now handles the event's finances. Neither the committee nor the Park Hill School District is a 501(c)3 or a for-profit business. Target Audience: Our target audience is families from all over the Northland and the Kansas City metropolitan area. We market to this group through fliers in the school districts, a video on cable TV, notices on social media, press releases to local papers and yard signs throughout the region. Each year, we have about 1,500 attendees, and we hope to exceed that target this year. Project Evaluation: We count each person entering Park Hill South High School to measure our attendance, providing stickers to help with accuracy. We also survey attendees as they leave to help us determine where people come from and how we can improve our event. See the attached results from last year's events. We host our annual festival each year on the second weekend of June; the festival has been held at EH Young Park in Riverside since 2006. The Highland Games is a 3 day event and we currently just completed our 38th year. Competitors and guests travel from over all over the United States and Scotland to attend our Scottish Heritage event. They are able to discover with activities that range from genealogy, history, clans, dance, pipes and drums, athletics and children's events. They can also enjoy authentic Scottish and favorite local foods as well as Celtic merchandise vendors. We have an entertainment stage with live Irish and Scottish Music throughout the weekend, featuring favorite regional entertainers as well as nationally known headliners. Our Festival is a family and cultural event, where people can come and learn about their Scottish heritage. We strive to reach families of all ages interested in learning about another culture. Our motto has always been, "Come be a Scot, even if you're not". Each year we work to increase our activities to give the audience something new to watch or do to insure they will want to return the next year. Our success each year is solely dependent upon attendance and sponsorship. We expanded our audience participation events each year with the Scottish Wrestling, Kid's events, Pipes and Drums competition, Kilts and Kleats (our Soccer game) and our Entertainment bands also invited wide audience participation. We feel that the more events we have that stimulate the audience the more they feel welcome and involved. Ultimately this would lead to their return in the future. For 2016, we are adding a Tug -A -War competition for our Athletes and would like to extend an invitation to the Riverside Police and Fire Department with a friendly competition. For 2016 we will be hosting a formal Scottish Tea on Sunday to draw a larger crowd and this will be hosted by our new sponsor of the Daughters of the British Empire. As always we are looking to further our activities to showcase our Celtic heritage and roots Overview of 2014- 2015 KC Highland Games The 2014-2015 was another great year with a few big challenges to quickly overcome. We have a great team of people who came together to make adjustment as fast as we could to hold a wonderful event. As we all know the biggest challenge was the closing of E.H Young Park the weekend before the Highland Games. The TV stations hurt us by that announcement and then didn't provide an update that the park was open. We did the best we could via our website and social media pages to make the public know we were still having the games. In hindsight, we needed to contact the TV station with a press release letting them know all was good. We feel we have a great team put together to make the 2015 Highland Games another successful year. The potential of losing of the park days before the event did cause us to panic if not look for alternative places to hold the games if necessary. The inability to park cars on the grass and find alternative places at the last minute was another big challenge and we continuously send our gratitude to the Argosy Casino for allowing us to park the cars in their lot. Outside of having these challenges we still had great turn out of people and want to hold our event again in E.H. Young park again for the 2016, as the venue is great place to hold our Event. On a more local side, we have found over the past that a large number of Johnson County, Lawrence and Topeka families are driving to Riverside for the Highland Games. We are now pushing our advertising to the North Land area to attract even more people; we have seen more of an increase from the Northland over the years. In the City of Riverside, we bring a large amount of people to RED -X, the Corner Cafe (every morning of the games you will find a large crowd of Games attendees eating there) and then to finish off their stay with a games of Slots (many of our Vendors stay and Eat) at Argosy Casino. Advertising & Promotions for 2014- 2015 Our goal for 2014 — 2015 was a trial year where we tried to control expenses with Advertising. We did although have promotional events held throughout the Greater Kansas City area to promote the Highland Games. We did a Pub Night with Dancing Demonstrations at the Dubliner in the Power & Light both on St. Patrick's Day and in May as a Get excited for the Games event. We also partnered with Mikes Tavern located in Kansas City Mo. We will be expanding this event to a Street Fair where we will provide a snapshot of events that will be available during the Highland Games. For our Social Media, we have Facebook where we currently have over $4,500 likes which can provide anywhere from over 15,000 — 20,000 additional impressions. We continued to grow our Facebook site with continuous information and fun facts, advertising our events. For 2016 we will be including more advertising of our sponsors to help draw more people to those locations. In the fall of 2014 we created a new and exciting Webpage that is less busy and provides more of a brand we are trying to establish in Riverside and Kansas City. We have had over 10,000 hits to our site. Additionally we always use the KC Star and Channel 5 as our leading Public Advertising source. For 2014- 2015 we were on the cover of the KC Star Sunday as well as the front page of the Sports Page. We have Channel 5 covering the event as well. Attendance History Since the beginning of our relationship with Riverside (2006) we have brought many new people to the City. We have had people from all over the United States and the World attends our highly recognized Highland Games. We have Competitors, Clans, and Vendors from all over. We see people coming from Colorado, Texas, Nebraska, Iowa, Maryland, Oklahoma, New Hampshire, Florida, Arkansas, Washington, California, Kentucky and last but not least Scotland. We have many who return to our Highland Games because of the location each year. Below I have provided data that we collected via zip codes from 2009-2011. In 2012 - 2015, we didn't collect those data specifics. In 2011 is where we had the large Clan attending our Highland Games that brought people from as far away as New Zealand. In 2016 we would like to collect Zip Code data again to get information on where we see people coming from. This will be done at the gate as people enter. We will be increasing TV and Print publications in the Northland area. The Street Fair at Mike's Tavern will be a new venture that will help promote our games at RockHurst University and along with UMKC. We are entertaining Clans using our Central locations as their General Membership Meeting. We are able to entertain more people from all over the United States. We are continuously working on building our Athletic Competitions, so that we can be a host site in the future for the Master Championship and hope to have that competition back in Kansas City in 2017. We have a very experienced and well known Athlete as our Athletic Director. He has competed across the United States, Canada and Scotland. We continue to look at ways to increase our awareness in Kansas City. We have plans for each month starting in January. This was a success last year and we continue to incorporate more PR events. We would like to add a booth from Riverside that showcases the History of your City. We will be canvassing Riverside for more sponsorship where they will be able to represent their company out our Highland Games. We also gained new sponsorships with the Daughters of the British Empire which has over a 1000 members in Kansas City and The Dubliner restaurant. We continue to find a look for more relationships to support our games. Request for Grant (information that is on page 4 of Grant Request) For 2016 we are asking for the below funds, which I have broken out: $10,500.00 for Advertising & Publicity The Advertising & Publicity funds help us continue to increase awareness of our Event. The Advertising & Publicity will be used to advertise with the Kansas City Star, The Pitch Magazine, Entercom Radio Stations, The Northlander, along with our Web and Social Media outlets. For a minimum amount we are asking for $10,500. 00 to help with Advertising & Publicity. MEMORANDUM TO: Riverside Tourism Commission FROM: Jackie Carlson, Planning & Business Services MEETING DATE: December 14, 2015 RE: Taste of Africa Festival Proposal Please note that the group submitting this application, Kansas City Africans, is not a registered not-for- profit organization. Staff inquired about the status of registration, but had not received any information as of the writing of this memo. Because a registered not-for-profit organization has certain fiduciary responsibilities that an individual/unregistered group does not, staff recommends that, should the Commission decide to fund the request, funding be provided by paying the event's vendors directly following submittal of a detailed invoice. The biggest challenge was that this was the first time we were doing it, and we had a short time to plan and evaluate everything. The idea was born in 2009, around July after we had an award giving event called `Msanii Awards' that was to recognize, and reward African artists living in North America for their talents, to show them support and encouragement to work harder and not giving up on their dreams. Taste Of Africa was born as we thought of how the following year we were going to have several events to attract more crowds for the awards and make it a full fun weekend with different activities finishing off with the awards. Due to luck of funds, it never happened, and the awards disappeared into the thin air. In 2014 one of our members discovered the E.H Young Park and this brought back the spirit of reinventing the dream we had, to bring Africa close to those who have never experience it by having the event, and supporting the local owned Africans business (businesses owned by Africans living in the city) through inviting them to be a part of the event by vending at the event, selling their merchandise, and services while promoting their businesses giving out information about them. In 2016 we are looking of bringing back the event to the City Of Riverside once again to be held on Saturday August 6t" from loam to around 11pm at night (Friday from 3pm depending on funds.) We believe a multiple day event would be great for attracting double the intended number of guest. The event is intended to attract many first-time visitors to Riverside including some Africans business owners from all over the mid -west whom we intend to invite to be part of our vendors, and a much larger crowd than the one we had during the inauguration one, and we hope to bring out a large number of returning visitors to Riverside for that weekend. VISION STATEMENT Experience Africa Away From Africa MISSION STATEMENT To emphasize and promote the growing African communities, organizations and businesses around the greater Kansas city, Kansas city Missouri area, and the entire mid -west region through a family friendly, social networking recreation function for people of all ages from any ethnic background, giving them an experience about Africa like never before, educating them about the different countries in the continent, the people living in it, their lifestyle (way of living), fashion, culture, arts and a taste of the different types of foods from different cultures. GOALS: - 1. To provide recreation activities, and fun entertainment for the whole family. (All ages) 2. To provide a platform for African owned business in the city and around mid -west to promote their businesses. 3. To educate non -Africans about Africa as a continent, culture, fashion, food, and life style. 4. To promote tourism, and awareness of Riverside by attracting in -town and out-of-town crowds and businesses to visit the city while attending the event. 5. To showcase local talents exposing them to new audiences. (Africans artists and performers) 6. To strengthen the African communities living here in Kansas City and surrounding areas. 7. To build up the community spirit between Africans and the locals here in the city. 8. To contribute socially and economically towards the community. We are a not-for-profit organization, but still working on getting registered, but for know we are still working on getting board members who are dedicated to the growth of this organization, people who are willing to take their time and help our community not to be left behind. You should consider us, giving us an opportunity to bring out our (Kansas City/Mo) diverse community, and our neighboring cities' for this one of a kind event to enrich them of the African culture, and heritage while promoting tourism to Riverside, plus increasing the number of return trips of current visitors every year, as our long-term goal is to make `Taste Of Africa Festival' the biggest most diverse event in the mid-westce Project Evaluation Attendance Count The first festival was attended by about 280 people between the hours of 12 noon to 9pm, and being the first time to do it with a short notice and a rainy weather, we found it to be a great success despite all odds. Many people thanked us (the organizers) and asked that we keep the event happening every year. Among the attendees we had a very good number of people who live around the Kansas City, and Kansas City Missouri area. Also we had a good number of people who had traveled from St. Louis, Indiana, Nebraska, Wichita, Oklahoma, Minnesota, and Dallas, Tx. Our goal is to attracted more people from all over the mid -west region and the entire North America. The event is schedule to happen in Riverside, a city in KCMO, which has a great advantage because of its geographical location. We say this because in a radius of eight hours drive, we have a lot of cities with great number of people of African descents, who we can easily attract if the event is planned right, meaning with enough eye catching activities such as artists performances (musicians, Poets, dancers, public speakers/mentors etc) African food, kids activities, sports, fashion show just to mention a few that we previously had during the very first one. We had some special guests including a doctor of African origin living in the metro area, working with commucare.org offering free mammogram for "African -born women". He offered a brief speech to the crowd ladies in particular about the importance of getting screened for breast cancer. Also we had some representative from NAMI (National Association For Mental Illness) who had a presentation about mental health/illness. Advertising For our first event we did not have any sponsors, but only limited funds to we contributed from out of pocket making it hard to have a big advertisement campaign. We spoke with several radio stations in the city and found it to expensive to market it with them, and we hope in future we shall be able to do it. We depended on social media, giving out flyers, and hanging posters. Next year we are hoping to go back to several radio stations, at least one local TV station, and also use the same ones we used earlier. Also we are looking forward to work with several other promoters around the city who have quit a good number of followers on social media, with about 15,000 followers on their face book page. Riverside Tourism Enhancement Grant Application - 2016 1 Tourism Aerial Video Service Our business is built around the rapidly growing industry of aerial imagery using UAV's, otherwise known as "Drones". The evolution in the technologies of drones, aerial photography and cinematography has made it very efficient, popular, and newsworthy. Most of the news that you have heard and will hear on mainstream media can be somewhat negative. Despite its negative media image, it is an excellent way to acquire imagery. In the industries and specialties such as transportation, engineering / architecture, city infrastructure, utilities, archeology, wildlife, construction, farming, conservation, real estate, and yes, even tourism.... Drone Camera Imagery is very safe, cost effective, dynamic, and engaging. Realtors use our services, so that the property they want to sell can be displayed and presented to the customer dynamically. Nowadays, customers want to evaluate the property and the surrounding environment. This is called contexting. Using aerial imagery, both medium and low altitude, we can show how close that property, site, or event is to the major highway or nearby retail. We can show if there are any parks, greenways, amenities in the immediate area, ETC... The services we provide are a perfect match for the tourism industry. Our aerial video tours and low altitude imagery will act as a stimulus to begin the relationship that you will be building with that individual, family, corporate event planner, ETC The services we would provide would lead to the discovery of new information and increase in knowledge. Think of the popular show Aerial America Who doesn't like the views and the insight that that viewpoint provides? Who has not learned something or two from watching that show cover historical towns and sites and events from the air? It has become a very popular trend to use Drone Camera Imagery to capture moments during a social gathering. Our services have been availed for all sorts of personal events like weddings, birthdays, ground breakings, ribbon cuttings, music concerts, and group pics. Aerial videography is also very commonly used to get full coverage of an event. Over the past decade there has been a growth in the tourism industry. If a community spends the appropriate amount of money in promoting a location, it has a direct impact on the rate of tourists. An increase in the percentage of tourists will boost the economy, and will inevitably benefit the community. Tourism is crucial to the economy of many communities. Hence, the importance of aerial imagery has increased drastically. Drone Camera Imagery is relevant in this field as it helps create a beautiful campaign for a location. The tourism industry relies on the imagery of locations to lure tourists into visiting a destination. Tourists decide upon a destination through several factors. When people began to plan a vacation the first thing they do is search for famous places and look at the imagery of different destinations. Pictures and videos of these locations are captured with the help of flying robot cameras. Tourism relies on the natural beauty, history and culture of a location to entice tourists. The services available in our company bring life to the tourism campaigns of any location. Our imagery campaign encompass the stunning scenery and landscapes, and symbolize the culture and traditions of a place. Hello and thank you for your time. My name is Mike and I am the Chief Pilot and operations manager for Northland SkyCam. Or SkyCam for short. SkyCam is an insured, veteran owned enterprise based in Platte City Missouri. We are active members of Northland Regional and Parkville Chambers of Commerce. Our story has been featured in the Platte County Citizen and KSHB-41 news, noted for the creative ways that we get the best aerial imagery possible to enhance a business or an event's marketing and media presence. In other words ENHANCE THE BRAND..... Our unique robotic aerial camera platforms are purpose built to ensure safety, reliability, and performance. Our state of the art technology delivers amazing results at a fraction of the cost of traditional, manned aircraft, aerial photography services. Our aircraft are amazing, but it's the experience of the pilot that uses them to their full potential, that makes SkyCam the best choice for your next event or creative project. As Chief UAV Pilot and Operations Manager I put into use my years as a former Army Aviation Officer, with decades of experience in safe flight, airspace and vertical envelopment, to make sure the event has safety first and foremost. Project Narrative... I am applying for the City of Riverside Tourism Enhancement Grant. For $24,000.00. For the production of 12 - 5 minute Tourism Aerial Imagery Videos. These videos can be used on Social Media, Television, Cable, and in email campaigns. They will feature local indoor and outdoor aerial and low altitude imagery gathered by flying robot cameras. It's a unique perspective that is really effective at showing the emotion and the grandeur and scale of the event, building, or site. I have not done this as a full service yet. However, I have acquired the skills and I have the equipment necessary. In the past year, I have been a camera drone operator / contractor on a number of commercials and shoots for Jeep, Saint Louis University, KC Film and Media, KU, Braircliff Development, Eastbrook Park, Stevens Construction, Delta Innovative Solutions... to name a few... I have worked for directors of photography and nationally famous producers and have had my work complimented and featured in several campaigns. I have enhanced the camera drone imagery equipment with the latest editing software and equipment so that I can offer full campaign services to communities such as Riverside. Picture the show Aerial America and then think of a combination of 12 events, sites, buildings that could be promoted, one a month, in a similar way for the City of Riverside. Using social media the videos rank very high in the organic searches. Using You-Tube, Linked In, Twitter, and Facebook the imagery could reach thousands of people in other areas of our region that have travel or conventions or daytrips to plan for themselves, their families, or their companies. The featured sites, events, or buildings could be established by officials as viable, promotable and effective campaigns. You could even have contests to help vote or nominate these 12 sites, events, buildings. Further promoting the concept. I would produce 1 each month in the first 10 days of the month. 5 minutes each with narrative voice over, music, graphics, etc.... The details could be worked out in the future but hopefully this has stimulated some discussion and interest in this endeavor. Please allow me some time in person to meet with the committee to see if this is a fit for both of us. Kansas City, MO 64116 816-421-1991 Jspawn321@aol.com It is our pleasure to submit this proposal for City of Riverside Tourism Enhancement Project fund- ing to produce and manage Dust Bowl Jamboree II, a multi -faceted event on October 1, 2016, at the E. H. Young Riverfront Park. The events of the Dust Bowl Jamboree will focus around the 1930's. When down home music and the birth of automotive technology were peaking. The music is fun, clean, and upbeat. This activity takes a slice of Americana from the 1930's and 1940's and celebrates the best of those times. Recently, we submitted a Final Report from our August 8, 2015 first effort of this format. The City of Riverside granted $18,200 for the inital effort. This was a huge success as a new concept. We built many bridges with the business, automotive, musical and general population, as well as out of area visitors. We did learn a few things and have incorporated them into this request which will improve and expand the program and the results. Thank you for your consideration of this application. This multi -faceted program was repeated three times, each time with greater attendance. Some said, "We were so poor, but we didn't know it." With poverty, drought and hardship also came a simpler time. A time when life's simple pleasures meant much. In the 1930's, people enjoyed their music and they loved the thrill of the automobile revo- lution as cars and trucks raced to replace horses in agriculture and basic transportation. Our proposed event honors both of these American treasures. The Dust Bowl Jamboree is a day -long event. A unique car show that makes old rusty cars or "hillbilly" cars the stars for a day, with a back -drop of other highly restored vintage automobiles to be viewed by the public. To enhance and make Dust Bowl Jamboree II a continued success, we propose changing the tal- ent lineup by hosting Pokey Lafarge. Pokey LaFarge Pokey LaFarge (born 1983) is an American musician and songwriter focusing on the American roots genre. As of 2013, he tours with a 5 -piece band consisting of Joey Glynn (bass), Adam Hoskins (guitar), Ryan Koenig (harmonica, wash- board, and snare drum), TJ Muller (cornet, trombone) and Chloe Feoranzo (clarinet, saxophone). Pokey Lafarge recently appeared on the David Letterman Show, the Grand Ole Opry and just returned from a Euro- pean tour. He and his band are widely traveled, especially in the Midwest. Pokey's home is at St. Louis, Missouri. A large following of more than 58,000 friends are listed on the Pokey LaFarge Facebook page. Widely known and growing in popu- larity daily! They'll bring the up-tempo, clean, toe tapping and dancing music just like it was "back in the day?' H. Riverfront Park. It will promote the City of Riverside in a special way. We expect vintage car owners from the Midwest to attend. For lovers of old time music, this is a special day and they will travel to hear the unique Pokey LaFarge program. The Kansas City metropolitan area offers a bonanza of visitors - they just need a good reason to come to Riverside. The economic activity as a result should be noteworthy. Although a one -day event, out of area visi- tors may stay one or two nights in or near Riverside. Additional meals and shopping are a strong part of tourism benefits. The promotion involved with this event brings increased public awareness of the City of Riverside. Excitement that says a trip to the City of Riverside is fun and enjoyable. A Title Sponsorship could included name/logo on all marketing/promotion materials, as well as the title/naming of the event. Potential candidates would include Boulevard Beer, Argosy Casino, Harley Davidson, Thoroughbred Ford, etc. For example, the car show goody bags or "flour sacks" can include title sponsor printed on the bag along with event logo. Same idea for the hand fan. A Title Sponsorship could be offered for $2,500- $3,000. Program ad sales for any interested business - $50 - $150, depending on ad size. Potential advertis- ers would include local businesses, but also the vintage car industry has many related companies, such as parts, insurance, clubs, etc. Donations - this can be in-kind and also from individuals interested in the event. We have a com- mittment from Premium Waters, a Riverside company, to supply bottled water for the event. Summary The Dust Bowl Jamboree has dozens of moving parts to be addressed. We've done our best to iden- tify the estimated cost and income possiblilites for them within this request. We expect the Dust Bowl Jamboree to attract local and area business opportunities for involvement. We pledge our best efforts to encourge particpation among the business community as well as, the public. A lot of businesses will want to be a part of it. Promoted well, the Dust Bowl Jamboree will be the "buzz" around town. Dust Bowl Jamboree will expand the public's awareness of Riverside's unique history, events, activities and amenities. Successful management of Dust Bowl Jamboree may make the event expand to a yearly opportunity. Thank you for your consideration. Riverside Tourism Enhancement Grant Application - 2016 1 1. Cover Letter: Project Narrative a. The Riverside Chamber of Commerce is submitting this proposal for 2016 sponsorship funding in the amount of $100,00.00 to assist in funding a full-time staff person and for the Chamber to conduct 3 tourism related events: Food Truck Frenzy, Tour De Platte and Riverfest (to include a BBQ contest component and entertainment). As the Chamber is a membership -based organization with a volunteer board, the only way to facilitate these events is with a full-time staff person. In 2015 the Chamber received a $35,000 sponsorship. This funding allowed the Chamber to hire a full-time staff person, allowing the Chamber to conduct 3 successful tourism events: Food Truck Frenzy, Tour De Platte and the Holiday Lighting Ceremony. Beyond these events, the Chamber has experienced significant growth with a full-time staff person. Membership has grown from 55 to over 100. Attendance at Chamber events has steadily grown throughout the year. Local businesses have become engaged; many participating in the tourism related events creating the desired connection between visitors and local businesses. The Chamber has created additional awareness of Riverside and its businesses. b. The Chamber is growing in membership, bringing more awareness and people to Riverside, Missouri. Connecting members as well as bringing new and returning visitors to the community provides increases awareness of local businesses and the community's unique assets. The Chamber wishes to continue the commitment of coordinating or enhancing three, or more, community/tourism influenced events for opportunity of business exposure to our members, and attract more visitors to the city. A big change in 2016 is that the Chamber will be taking over Riverfest. The Chamber has discussed this idea with the City and has received full support. All parties see this as an opportunity to better connect local businesses with event attendees and increase sponsorships. Additionally, this allows the City to be a sponsor of the event in the form of providing Public Works, Police, and Fire staff. c. Describe your organization or business. Include a general description of the mission of the organization, how the project relates to that mission and how the organization is poised to successfully implement the project. The Riverside Area Chamber promotes positive relationships amongst the business and general community by connecting large and small business owners, referring contacts, attracting more customers, and promoting business to community members. The Chamber has increased membership over 45% this past year and will continue to recruit members, which in return, increases awareness and attracts more people to the area. This growth, outreach and continued growth is only possible by maintaining a full time staff position. A staff member is necessary to build and maintain relationships, create marketing campaigns, and coordinate events and efforts to benefit both the businesses and community. d. Who is the target audience for your project? How will you inform them of the project? Estimate the number of individuals you will reach. Target Audience, Riverside Area Chamber of Commerce We are targeting business representatives in the immediate and surrounding community of Riverside, Missouri for membership, and general public for event participation and attendance. Email invitation, direct mail, and social media reach on top of occasional fliers, newspaper/magazine ads, and phone calls are how the Chamber reaches others for participation. Target Audience, Riverfest The Friday evening "BBQ & Preview" event will be targeting the BBQ participants and attendees that wish to attend this exclusive event for a higher ticketed price. The Chamber will have a subcommittee/community involvement that are active in the BBQ contest affiliations in the Greater KC Area, help our contacts for participants, and be the experts for this area of the event. Riverfest will offer different genres of musical entertainment including country, oldies rock, and others to attract a mixed audience to Riverside. The tourism funding is critical to help provide print and social media advertising to both organic and specific areas of the metro. To the extent possible local businesses will be utilized for the food, entertainment, etc. to highlight Chamber business members and continue business recognition to Riverside. 2. Project Evaluation Provide a description of the evaluation procedures used throughout the project to quantitatively measure the success of the project. Suggested measures include: attendance count, zip codes of attendees, details of advertising plan including placement details and number of impressions, and any other measures routinely used by your organization to measure success. Social media platforms (Facebook, Twitter, Linkedln, Instagram) have an implemented analytics to track impresses and active followers and provide updates periodically as requested. These provide location demographics for the audience. As for print media, with direct mail we can specifically target communities as recommended for genres. We can provide these specifics as they approach. Billboard companies provide their car reach per location as requested. For the BBQ participants, event vendors, etc. we will have their contact information with signed agreement forms to track. Pre selling the 'preview night' tickets in advance will allow us to collect contact information to generate more targeted areas for years to follow. For general admission attendees will have to have public safety help with head counts, as well as take into consideration of 21+ wrist bands and vendor sales to help throughout the day. Charging a minimal fee for the main stage event Saturday night can provide an opportunity to collect contact information (small details such as possibly a zip code) as desired or recommended by the Tourism Commission. 3. MEMORANDUM TO: Riverside Tourism Commission FROM: Jackie Carlson, Planning & Business Services MEETING DATE: December 14, 2015 RE: Midwest All Truck Nationals Staff deems the application submitted by Genuine Chevy GMC Truck Club of KC for the Midwest All Trucks Nationals as incomplete and thus, ineligible for funding. The four pages submitted on November 13 did not include a cover letter, project narrative, project evaluation, or not-for-profit documentation. Staff emailed the applicant on November 18 stating the missing information needed to be submitted by November 25 for the application to be considered for funding. The information was not submitted. On November 30 the applicant emailed (see attached) asking that an allowance be made and included documentation on the organization's not-for-profit status. No other application components had been submitted as of the writing of this memo. Should the Commission decide to consider the application, please be aware of the following regulations regarding signage / event promotion. The application includes a request for $900 for 6 "feather banners". Per the City Code this type of signage is considered attention attracting devices and is prohibited. The application also includes a request for 6 new banners at $150 each ($900). The City's special events policy states the City may display up to 5 banners provided by the event planner at predetermined public locations for up to two weeks prior to the date of the event. From: Jackie Carlson To: "Gaileen Jackson" Subject: RE: 2016 Grant Application - Incomplete Date: Tuesday, December 01, 2015 4:50:00 PM Attachments: image001.pnq Gaileen, I will include this email and any other additional information you submit by Thursday with the Commission's packet, noting the submittal date. Please be aware that this does not change staff's review that the application was incomplete. It will be the Commission's discretion as to whether they will still consider the request or not. I will warn you that given the increased number of applications last year and this year the Commission has been very clear that all applicants are to complete the application in its entire and submit it on time. Regarding the banners, the Unified Development Ordinance regards these banners as 'attention attracting devices' which are prohibited. To change the ordinance, the Planning Commission will review your request and make a recommendation to the Board of Aldermen. The Board will make the ultimate decision on changing the ordinance. Based on my experience with the Planning Commission and Board and our many discussions on signs, my personal opinion is that approval of allowing the banners would be an uphill battle. Please let me know if you have additional questions or information to submit. Thank you. Jackie Carlson Planning & Business Services City of Riverside 2950 N.W. I would hope that there could be some sort of allowance made on our part. I do not mean to ask for special favors but is there any way to allow this? Today is the first I have been made aware of the problem. We are a registered Not for profit in the state of Missouri and I did not enclose that information as I have not been ask before for it. I can obtain this soon. As for the banners and feather banners, there is a great deal of confusion the part of our participants when trying to locate the park and I imagine that this is an ongoing problem as well as an issue for others. I am aware of the current rules in Riverside, and I am willing to address this issue with whichever board handles this. I think that this is something that can and should be changed for the future. We have had a great long standing relationship with Riverside and our event has a great reputation. We would like to continue this and continue to be a positive event for Riverside. I am attaching the last 2 years of Not for profit documents. We can have the needed cover letter as soon as tomorrow. Thank you for the consideration. If these items are not submitted by next Wednesday, November 25 your application will be forwarded to the commission as "incomplete." - Is Genuine Chevy GMC Truck Club of KC a registered not-for-profit? If so, can you please submit a list of 2016 officers/board members. - Are the wave, feather and teardrop banners proposed for a location outside the City limits? Please note that these type of banners are not permitted in Riverside. The City will install and display up to 5 banners provided by the event organizers that are 8' x 3'.
