Adjournment Jackie Carlson Planning & Business Services ATTEST: Posted 02-08-2015 at 2:30 p.m. TOURISM COMMISSION RIVERSIDE, MISSOURI, Monday, December 8, 2014 at 6:00 p.m. At 6:02 p.m. on December 8, 2014, the Tourism Commission for the City of Riverside, Missouri, met in the Board of Aldermen Conference Room at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Answering roll call was Alderman Aaron Thatcher, Commissioners Hope Carriger, Lori Locke, Jennifer Goering, and City staff member Jackie Carlson, and Stacey Rasco (Scribe) were also present. Commissioner Julie Rule was absent. Motion to Approve Minutes Riverside MusicFest Final Report Commissioner Goering made a motion to approve the minutes from October 20, 2014. Commissioner Carriger seconded the motion. All voted in favor. Motion passed. Holly Phillips and Keli Wenzel presented the highlights from the 2014 Riverside MucicFest Final Report. Overall they believed that the event was a success and met the goals challenged by the Commission. The RiverFest Committee completed two different surveys, pre and post MusicFest. In the future they would like to do an information booth for Riverside promotion. The event was scaled back to a one -day event. Launched a new website and increased social media as well. For future events the committee would like to have a block of rooms reserved at Argosy for attendees. This will allow for better tracking of the local impact from the event. 2015 Tourism Grant The Tourism Commission reviewed the following grant applications for Applications 2015. It was noted that $175,000 is available for grants this next year with over $256,000 requested. The question was posed as to how much money was in the reserve fund. Commissioner Goering believed it was nearly $300,000. The Commission discussed the 11 applications. As they went through the list they identified top priorities and established the grant allocation for the top 6 applications. The other 5 applications were ranked 1-5, with 1 being a higher priority. Funding was then determined for each of the 5 remaining applications. General Comments: - The Tourism grant should be utilized to help initiate an event, not act as a continuous operating revenue source. - Organizers should work to grow annual events and increase sponsorships. - Applications should include a detailed budget, identifying specific items that Tourism dollars will fund. Utilizing tourism dollars for items like marketing and advertising are more favorable. Funding preference is given to events that are easily accessible to the public (i.e. — free or minimal cover/registration fees). • Platte County Extension — Northland Ethnic Festival o Asking $2000 (granted) o Trying to grow event o Unique o Attendance not the biggest but over 1000 (most not from Riverside) o Good ROI • City of Riverside — Historical Marker Trail Sign o Asking $3000 (granted) o A focus for future activities o Good ROI and one time opportunity • Park Hill South Student Council — Bell Tower Charity Run o Asking $9000 o What is the cost per runner, sponsorships, expenses, etc? o Bell Tower on School property; is it a landmark for Riverside? o Needed more info o Ranked #3, (granted $4,500) • Heart of America Shakespeare Festival — Team Shakespeare Performance o Asking $10,000 o Ask them to start finding other revenue sources o Grant to go to marketing and advertising to grow attendance o Level attendance (800-1500) o Want to see more advertising in 2016, less grant monies should go for managers/designers o Ranked #2, (granted $8,500) • Genuine GMC Truck Club of KC — Midwest All Truck Nationals o Asking $10,000 o Has grown year over year o Gave $5000 last year o Granted $6000 this year for marketing, advertising, materials • Lewis and Clark Trail Heritage Foundation, Inc — Lewis and Clark National Convention o Asking $13,640 o Re-enactment open to public? o Advertising to whom?? The MOUs state the funding amount the receipt will receive and generally what activity will occur in exchange for the grant. Below is a summary of the approved funding allocation for 2015, which the Commission approved on December 8, 2014. General comments included: The tourism grant should be utilized to help initiate an event, not act as a continuous operating revenue source. Organizers should work to grow annual events and increase sponsorships. Applications should include a detailed budget, identifying specific items that tourism dollars will fund. WHEREAS, the City receives tourism tax revenues which are to be used to promote tourism; and WHEREAS, the City's Tourism Commission solicited applications from interested groups for projects to promote tourism; and WHEREAS, the Tourism Service Provider desires to hold a charity run in the City that seeks to increase the number of first time and return visitors to the City, and expand the public's awareness of the City's unique events, activities and amenities. Now, therefore, in consideration of the mutual covenants and agreements set forth herein, the parties agree to the following: 1. The Tourism Service Provider shall organize and conduct the Bell Towner Charity Run presently estimated to be held in July, 2015. The parties agree to work in good -faith on any changes to the event schedule, and different or additional events may be added. 2. The charity run will include a route that leads through Riverside helping showcase the community. 3. The City agrees to provide Tourism Fund financial assistance to the Tourism Service Provider in the amount of $4,500.00 to organize and conduct the charity run. The Festival will generally involve a vintage car show, bluegrass bands, and other similar forms of entertainment. 3. WHEREAS, the City receives tourism tax revenues which are to be used to promote tourism; and WHEREAS, the City's Tourism Commission solicited applications from interested groups for projects to promote tourism; and WHEREAS, the Tourism Service Provider desires to install a historic trail marker at the Missouri Riverfront Trailhead that seeks to expand the public's awareness of the City's history and unique amenities. Now, therefore, in consideration of the mutual covenants and agreements set forth herein, the parties agree to the following: 1. The Tourism Service Provider shall install a historic trail marker at the Missouri Riverfront Trailhead. 2. The trail marker will incorporate the historic plaque from the Platte Purchase Bridge and provide trail users information on Riverside history. 3. The City agrees to provide Tourism Fund financial assistance to the Tourism Service Provider in the amount of $3,000.00 to fabricate and install the marker. Now, therefore, in consideration of the mutual covenants and agreements set forth herein, the parties agree to the following: 1. The Tourism Service Provider shall organize and conduct the Kansas City Scottish Highland Games and Celtic Festival ("Festival") presently estimated to be held in June, 2015 at E.H. Young Park. The parties agree to work in good -faith on any changes to the event schedule, and different or additional events may be added. 2. The Festival will generally involve bagpiping, sanctioned highland dancing, Scottish heavy athletics competitions, and other similar forms of entertainment. 3. The City agrees to provide Tourism Fund financial assistance to the Tourism Service Provider in the amount of $10,500.00 to organize and conduct the Festival. Now, therefore, in consideration of the mutual covenants and agreements set forth herein, the parties agree to the following: 1. The Tourism Service Provider shall organize and conduct the 47th annual Lewis and Clark National Convention ("Convention") presently estimated to be held July 31 -August 5, 2015. The parties agree to work in good -faith on any changes to the event schedule, and different or additional events may be added. 2. The Convention will involve a variety of events and activities including historical reenactments and educational sessions to increase awareness and appreciation for American history. 3. The City agrees to provide Tourism Fund financial assistance to the Tourism Service Provider in the amount of $5,000.00 to organize and conduct the Convention. The Tourism Service Provider shall organize and conduct the 2015 Missouri Association of Student Councils State Convention ("Convention") presently estimated to be held March 19-21, 2015. The parties agree to work in good -faith on any changes to the event schedule, and different or additional events may be added. 2. The Convention will involve a variety of events and activities including workshops, student -led roundtables, keynotes, a vendor fair and entertainment event. The nearly 1000 student participants will stay with host families and the estimated 150 to 200 adult advisors will stay in local hotels and patronize local businesses. 3. The City agrees to provide Tourism Fund financial assistance to the Tourism Service Provider in the amount of $5,000.00 to organize and conduct the Convention. The Festival will generally involve a truck show with live entertainment, food and other usual and customary accompanying activities and contests. 3. The Tourism Service Provider shall organize and conduct the Northland Ethnic Festival ("Festival") presently estimated to be held in March, 2015. The parties agree to work in good -faith on any changes to the event schedule, and different or additional events may be added. 2. The Festival will generally involve a community celebration to increase awareness and appreciation for cultural and ethnic diversity. The festival features booths and displays, music, dance, food, children's crafts and family history help. 3. The City agrees to provide Tourism Fund financial assistance to the Tourism Service Provider in the amount of $2,000.00 to organize and conduct the Festival. WHEREAS, the City receives tourism tax revenues which are to be used to promote tourism; and WHEREAS, the City's Tourism Commission solicited applications from interested groups for projects to promote tourism; and WHEREAS, the Tourism Service Provider desires to secure a full-time staff position to focus on increasing economic and tourism related activity within Riverside and expand the public's awareness of the City's unique events, activities, amenities and businesses. Now, therefore, in consideration of the mutual covenants and agreements set forth herein, the parties agree to the following: 1. The Tourism Service Provider shall secure a full-time staff position which will focus on increasing economic activity and developing strategies to expand tourism efforts. 2. The Tourism Service Provider will coordinate events that aim to attract visitors to the City. One event is presently estimated to be held each quarter of 2015 beginning in the second quarter. The parties agree to work in good -faith on any changes to the event schedule. 3. The City agrees to provide Tourism Fund financial assistance to the Tourism Service Provider in the amount of $35,000.00 to hire a full-time staff position. WHEREAS, the City receives tourism tax revenues which are to be used to promote tourism; and WHEREAS, the City's Tourism Commission solicited applications from interested groups for projects to promote tourism; and WHEREAS, the Tourism Service Provider desires to hold a festival in the City that seeks to increase the number of first time and return visitors to the City, and expand the public's awareness of the City's unique events, activities and amenities. Now, therefore, in consideration of the mutual covenants and agreements set forth herein, the parties agree to the following: 1. The Tourism Service Provider shall organize and conduct performances of one or more Shakespeare classics ("Festival") presently estimated to be held in May, 2015 at E.H. Young Park. The parties agree to work in good -faith on any changes to the event schedule, and different or additional events may be added. 2. The Festival will generally involve theatrical performances using the Tourism Service Provider's teen company, TEAM Shakespeare. 3. The City agrees to provide Tourism Fund financial assistance to the Tourism Service Provider in the amount of $8,500.00 to organize and conduct the Festival.
