TOURISM COMMISSION
RIVERSIDE, MISSOURI,
Monday, October 20, 2014 at 6:00 p.m.
At 6:02 p.m. on October 20, 2014, the Tourism Commission for the City of Riverside, Missouri, met in the
Board of Aldermen Conference Room at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Answering roll call was Lori Locke, Jennifer Goering, Hope Carriger, and Julie Rule. Meredith Hauck,
Director of Administration (recorder), was also present. Alderman Aaron Thatcher was absent.
Motion to Approve
Minutes
Riverside MusicFest
Update
Commissioner Goering made a motion to approve the minutes from August
11, 2014. Commissioner Rule seconded the motion. All voted in favor.
Motion passed.
The Commission discussed the outcome of the 2014 MusicFest event.
Hauck reported that the event organizers felt that they met the first two
goals provided by the Tourism Commission: no issues with parking and
creating a marketing buzz. The Commissioners agreed. Commissioners
Goering and Locke expressed that they were disappointed with the new
logo and wanted to know if the MusicFest Committee was presented with
multiple options.
Hauck reported that the official attendance count for the event was 5,000
people, which was less than the Tourism goal of 7,000 people. She
explained that the park looked fuller than it had at any past event though
and the Chamber reported that it made twice as much money as it had in
the past, so there may have been some inflation in the previous attendance
figures reported by Riverfest. The Commissions said they were pleased with
the number of people in attendance.
The Commission also discussed the change from the traditional "Riverfest"
feel. They appreciated the Tourism focus but would like the City and/or
Chamber to explore also offering a free, family -friendly event. One
suggestion for the 2015 Music Fest is for them to charge admission.
Hauck requested that the Tourism Commission provide some direction on
what level they would be interested in funding the 2015 Music Fest so she
could report that information back to the event organizers. The
Commission agreed that they would be interested in the $30,000 to
$50,000 level.
Brainstorming The Tourism Commission brainstormed potential projects that they would
be interested in funding over the next year:
• Trail Wine Walk
• Red, White and Brews — bands, beer/wine tasting, a tie in with the
Forth of July
• Capitalize on YMCA Partnership
• Add a Winter Kick Off inside at the Community Center
• Promote the trails network
• Partners with fitness and running clubs to bring people to Riverside
• Build a larger event with Escapist
Tourism Commission
Meeting Schedule
• History of Riverside trails/biking tour — maybe with stamps you can
collect along the way to redeem for a prize
• Build Lewis and Clark history in community (map, more signs, etc.)
• Market Riverside history to schools
• Add history promotional materials in City Hall
• Explore ways to help acquire Gary Brenner's artifacts
• Art Commission
• Partner with local businesses to grow existing events (like the Red X
Wine Tastings)
• Including info about award-winning businesses in City marketing
materials
• Build the Chamber connection — including potentially funding part
of a Chamber staff person's salary
• "Communiversity" classes in Riverside — connect with local
businesses to give behind the scenes tours, etc.
• Increase partnership with Briarcliff
• Outdoor movies
• Riverside Gift Card Packages
The next Tourism Commission meeting will be on December 8 at 6 p.m.
Adjournment — 7:13 p.m. Commission was adjourned by unanimous consent.

Project Evaluation
On an attached sheet of paper, please respond to the following. Please do not incorporate into a narrative — answer
each separately.
Riverside Tourism Commission Final Report 1
1. Provide a brief project overview.
Riverside Music Fest, formerly known as the Riverside Riverfest, was organized in 1976 by several
community volunteers and funded by the City in the amount of $2500 in order to provide a quality,
fun -filled family event that appeals to all ages at little or no cost to its guests and to showcase the
beauty of Riverside and its parks to its residents and the visiting public. This remains our mission today,
more than 30 years later.
After thirty+ years, the organizers wanted to switch gears a bit to attract more people from outside the
Riverside community. The Tourism board put forward a few target goals this year:
1. Attract more tourists.
2. Address parking concerns with Argosy.
3. Change event from two days to one day.
4. Try to attract 5,000 — 7,000 people (which is more than the event has attracted in past years).
Based on these new focuses, the 2014 year Riverside Riverfest underwent a rebranding emphasis. The
name was changed to Riverside Music Fest to fit with the event's shift in focus toward music,
separating it from other community events and to make it a broader appeal to non -Riverside residents.
Additional it was suggested to change the name so that it would rank better in google/social media,
rather than competing against the much larger Riverfest event held on July 4th. The logo was updated
and the event was shortened to one free, fun filled day.
Organizers understood the issues that the park and large events have had in the past with neighbor
Argosy Casino. After reviewing the problems, the event decided to not allow parking in the park (due
to limitations), except for vendor, staff and handicap. Off-site parking was secured at Park Hill High
School and complimentary shuttles were provided all day. With good marketing efforts, over 800
people parked in the off-site parking locations and busses ran steady all day, making sure no waits
were to be had. When the event ended, over 4,000 people were shuttled out of the park in less than
15 minutes.
The event is held the third weekend of September of each year. Music acts included Mr. Kneel Hip -Hop
for Families, Silver Bullet, Revelation: A Tribute to Journey, Big Time Grain Company and headlined by
the 80's classic rock band Night Ranger. Activities in addition to music included Bingo, Children's
Beauty Contest, Horseshoe Pitching Contests, a children's activity area with a Rock Climbing Wall,
Bungee Run, Bounce Houses, Jousting, & Soccer Shootout, and a spectacular fireworks show. Guests
were able to shop at local merchants booths and eat at a variety of great local food vendors. The
number of food vendors was increased from a few to about seven.
Riverside Tourism Commission Final Report 2
2. Do you consider the project to be a success? Please provide both quantitative (number of first-time/return
visitors to Riverside, resulting hotel stays, impact to Riverside/Northland businesses, etc.) and qualitative
results.
Organizers believe the event was a very large success. Based on goals put forth from Tourism Board,
the organizers feel that all goals were met and more importantly the event was one of the most
successful years based on volume of people that attended and overall feedback from attendees:
Below were the goals put forward from Tourism and results:
1. Attract more tourists — See survey results below to show that 89% of attendees were from outside
the Riverside community.
2. Address parking concerns with Argosy—Argosy was VERY pleased with parking and had no
problems all day regarding parking. While it was a learning curve for those that have attended
the event in the past, a majority surveyed showed that shuttles were very easy and efficient. An
estimated 700 — 800 parked in Park Hill lot and another 300-400 in the lots secured near Argosy.
Because this was a new effort, organizers feel strongly that marketing efforts were the only way
people would know to park in Park Hill, therefore feel it was a success.
3. Change event from two days to one day — Event was changed to one day and compacted for
increase energy and focus. Feedback was positive regarding the switch to one day.
4. Try to attract 5,000 — 7,000 people (which is more than the event has attracted in past years).
Organizers estimated attendance at 5,000 and believe that is probably the cap for an event and
park. After seeing the crowds, organizers believe it is more than the event has ever had in years
past.
Two surveys were issued, one on-site survey that received 102 responses and one online survey that
received 26 responses. Both surveys combined show that 65% of respondents like the event being only
one day with a shorter time frame while only 35% do not.
The on-site survey shows that Riverside Music Fest brought guests from a minimum of 29 different zip
codes and 24 different cities to Riverside for the event.

Attention police chief:
Dear Sir:
September 22, 2014
want to personally thank you and your staff on the job well done
regarding the concert called Riverside music Fest. Needless to say I was really
impressed by the way the officers and staff under your command, They did an
exceptionally great job to say the least. Personally l felt very safe they deftly know
their jobs and do it well. Many times under assignment l am required to attend
various music events and a lot of times I don't feel safe. A lot of times the crowds
become unruly and uncontrollable. Not in this case. There is not enough words In
English dictionary for me to express my gratitude and thanks which everyone has
done. I tip my hat off to you your staff, the officers and the support staff for what
you have done. You should be proud of everyone on your team astern.
In the future, I plan to be back mainly because of how great you, your staff and
your support staff handled situations like Riverside music Fest.
If you have any questions please do not hesitate to Contact me in iiIEUdfatelyv, again
thanks for great job. Please convey my congratulations to everyone on my behalf.

The YMCA has released its group exercise schedule for the Riverside

6. NorthPoint Update
Industrial Activity
Activity has been extremely strong for Horizons Industrial IV, yet we have not
landed a tenant as of today, but we are close. Currently we are in final
negotiations with M&M Quality Solutions to lease 119,000 square feet of
Horizons Industrial IV (the northern 5 bays of the building). M&M is a Harley
Davidson supplier and currently leases 58,000 square feet in Horizons Industrial
III. This lease would leave about 222,000 square feet remaining.
We have toured a GM supplier who is searching for 220,000 square feet and is
new to the market from Michigan. Their timing will most likely mean that a
Build To Suit will not work for them, but we have both options in front of them
now. The client spent just over 3 hours in Horizons on Wednesday afternoon,
which is always positive. The company would begin operations in April 2015
with full employment ramp up of about 275 jobs in 2016-2017.
Office Activity
We currently track 5 serious prospects on the office component of the project. Of
these 5 prospects, we have 2 companies that we feel would make a great fit for
our park. Both of these two prospects have extremely highly educated, well paid
(one has an average salary of over $160,000 for their 90 employees). As the rock
/liner /landscaping and maintenance continue to improve, the master vision of
Horizons is easier for these companies to see.

Northland Ethnic Festival #12, scheduled for March 28th, 2015 has become an
established community event for over a thousand people each year. The initial mission
for this event remains: to increase awareness and appreciation for cultural and ethnic
diversity in our community.
Platte County University of Missouri Extension Council is pleased and proud to be chair
of the planning committee and willing to serve as fiscal agent for the festival.
The Extension Council, Mid Continent Public Library, Park Hill School District, and
Maple Woods Community College all serve on the planning and implementation
committee.
Support from Riverside Tourism Grant has enabled the festival to not only continue, but
to expand and be one of the favorite festivals for the many ethnic commission groups
and community agencies.
Our entire council will promote Northland Ethnic Festival with our constituents
throughout the county with e mail blasts, yard signs, posters, Facebook, media, and
association newsletters. With representatives from throughout the county, we are able
to involve and inform the entire county.

Northland Ethnic Festival will brighten
your day
Ay Bill' (;rates n Onhlarch ;-)2O'4
Bill Graham
Platte Rambler
The Northland will make a bit of international news this weekend. We may not push Russian bully
Vladimir Putin off the top headlines. Yet a more preferable direction in world attitude is being
offered.
Platte County's branch for University of Missouri Extension will present the Northland Ethnic
Festival 11 a.m. to 3:3o p.m. on Saturday, March 29, at Park Hill South High School in Riverside.
This event is free. Attendees are encouraged to bring their taste buds and an open mind.
We watched for two weeks the Winter Olympic Games in Sochi, Russia. Aside from southern
Missouri snow conditions on the ski slopes, all seemed well and the world was united. I did notice
that a few Russian medal winners were imported, people who had won medals in the past for other
nations. But oh well, we've likely borrowed a few competitors over the years.
World opinion and mine is less forgiving about Russian takeover of Crimea and threats to the
Ukraine.
When people someday look back in history, it will be ironically odd and weird that this move took
place within weeks of the Olympics. Favorable world opinion that Putin spent billions to achieve
faded quickly.
But we've something to brighten our world outlook as spring creeps forward (besides the fact that the
Royals will be playing real baseball again next week). 1s is the lith annual Northland Ethnic
Festival. Sharen Hunt of MU Extension is organizing an event with song, dance, storytelling, cultural
displays and most important — food samples from a global perspective.
This event taps the networking done by the Kansas City Ethnic Enrichment Commission, which
works with the city's mayoral office and the Kansas City Parks and Recreation Department. The
commission meets regularly and works to build bridges between people with varying cultural
heritage.
I counted people from 24 nations participating based on Hunt's event bulletin. They range from
Scotland to Gambia, Sweden to Thailand. Some participants will display wares and maps of their
country. Others will be part of the performance program. Native American storyteller Jim Two
Crows Wallen will speak. Hula dancers will represent the 5oth state.
This event will also celebrate Platte County's 175th anniversary. Our county possesses a Native
American heritage followed in pioneer times by people with ties to Africa, Ireland, Germany,
Scotland, France, England and Mexico. The Platte County Historical Society will be on hand with
materials for those who wish to explore our colorful local past. Banneker School Foundation
representatives will talk about efforts to save a Parkville historic site.
History is peppered with cultural distrust, even hatred. Meanness and violence based on religious
faith, skin color or language linger yet today. But events like this are a step forward. Celebrating the
good things found in our differences is progress hard won over centuries.
Computers tie our world together. So does economics. Speaking of dollars, people from some
countries at the festival will have wares or crafts for sale. This event is a partnership between
Extension, Riverside, Platte County Parks & Recreation, Park Hill School District, Maple Woods
Community College and Mid -Continent Public Library.
Media in the digital age has spider -webbed the world together. I have a friend in Russia thanks to the
web. My father at World War II's end helped at a ceremony for a liberated Nazi slave labor camp in
Russia, and his father helped design and build the memorial at that camp. He built a website as a
remembrance for the camp, which I found and we began exchanging e-mails. What a blessing
modern communication provides in helping people understand one another around the globe.
Meeting people in person is even better. World troubles will continue. But if you're tired of the bad
news, attend the Northland Ethnic Festival where people are making their corner of the world
brighter.
Bill Graham, who lives in the Platte City area with his family, may be reached by e-mail at

CITY OF

MISSOURI
Upstream from ordinary.
MEMORANDUM
TO: Riverside Tourism Commission
FROM: Jackie Carlson, Planning & Business Services
DATE: November 25, 2014
RE: 2015 Grant Funding - $3,000 Historical Bridge Marker Trail Sign
Overview: The City of Riverside respectfully submits this request for $3,000 to fabricate and install a trail sign
utilizing the Historical Marker from the Platte Purchase Bridge. The sign would be installed at the Missouri
Riverfront Trailhead near Argosy Casino.
Project Description: The Missouri and Kansas Departments of Transportation have begun work on replacing
the Platte Purchase and Fairfax bridges (also called the US 69 bridges) over the Missouri River. Federal law
requires any state proposing demolition of a historic bridge to make the bridge or components of the bridge
available for donation to a State, locality, or responsible private entity. The City has submitted a request to
the State to obtain the bridge plaque so that it may be incorporated into the trail system.
The City has been working to install historical signs along
the City's trail system. The proposed project would
incorporate the historic plaque into a trail sign which
would be installed at the trailhead of the Missouri
Riverfront Trail near Argosy Casino. At this location, trail
users could stand at the sign, read information about the
history of the bridge and view the historical marker while
looking at the new bridge.
The trail signs cost approximately $3,000 each to
fabricate and install. It is anticipated that the sign would
be placed by early summer 2015.

To Whom It May Concern:
Park Hill South Student Council would like to invite the Riverside Tourism Enhancement Commission to help
support the 2015 Bell Tower Charity Run to be held at Park Hill South High School July of 2015.
As a Student Council, we have raised funds within our community in order to construct a bell tower at Park Hill
South High School to honor student academic, artistic, and athletic achievements. This has become an integral
part of our student body and a symbol for students attaining the highest of standards of achievement within their
given areas of talent. PHS STUCO would like to further our bell tower by creating a plaza area around it to
promote student achievement and invite people to celebrate with us. A large part of this plaza includes bricks to
commemorate students, faculty and teams that have experienced success while at PHS. The Bell Tower Charity
Run would serve as an opportunity to both bring community awareness to our bell tower and student achievement
at PHS as well as an opportunity to raise the necessary funds to bring this student -led project to a beautiful finish.
In addition to the school benefits, our course would put funds back into Riverside by employing local police and
vendors as part of our event staff as well as showcasing our community as runners take routes through Riverside
and other parts of Platte County.
We are planning to host the run during our athletic dead week to enable our own distance runners at South, as
well as other community runners to participate. We anticipate that this run will bring in close to 500 student and
community athletes from the greater Kansas City area. The event will be advertised locally as well as through
advertising channels within the greater KC Metro to increase coverage and hopefully event participation. While
some participants will be from our local community, we believe that more than half will be first-time visitors to
our area. By utilizing the local trails and a local running route, we believe that upon the completion of a successful
event, we will see increased traffic to our area by local runners as a result of this event.
As a fundraising event, we are trying to keep overhead costs as low as possible. Incurred costs to host this event
will include chips and timers for the participants, t -shirts, running bibs, water and Gatorade stations, medals, food,
as well as police and event management staff. The students are currently in the process of soliciting other sponsors
in our community to help cover the costs of this event. As members of the Riverside and Platte County
communities, we would like to ask the Tourism Enhancement Commission to join other community stakeholders
in supporting our charity run. From the Tourism Commission, we are asking for support in the amount of $9,000.
If we are granted this funding, we plan to utilize it in the following ways:
Park Hill South High School

• Provide timing chips to runners. This will help encourage avid runners to participate in our event.
• Participant t -shirts and medals
• Running Bibs. These will hold runner numbers as well as help keep our participants safe and on
the correct course.
• Water and Gatorade stations along the route
• Post -race food for participants from local restaurants
• Help cover the cost of using Riverside Police to ensure the safety of the route and intersections.
In return for sponsoring the necessary aspects of this charity run, we believe that Riverside as well as Platte
County, will benefit in the following ways:
• Sponsorship logos on the back of the t -shirts. These will be worn throughout the greater KC Metro
area and serve as a vehicle for positive advertising.
• A welcome address prior to the race
• Banner signage available at the end of the race food/beverage table.
• A portion of the money returning directly back to Riverside Police and local vendors
• A route that leads through Riverside will allow participants to see all that Riverside has to offer
in an intimate and personal approach as they run through our community.
• The ability to showcase the many trails and amenities that the northland has to offer runners. This
will ideally encourage people to expand past the more established running routes of KC and enjoy
Riverside and Platte County more frequently as athletes as well as consumers.
As an entire Student Council, we appreciate the time and consideration you have put into our request. We are
deeply committed to showcasing our school achievements as well as our community in a positive light to the
greater KC Metro area. We would love to partner with the Tourism Commission in order to make this event one
that all in attendance will enjoy and look forward to participating in year after year!
If there are any questions or concerns, please feel free to contact me at AdkinsS@parkhill.k12.mo.us or via phone
at (816) 359-6697. Many thanks again!

Dear Meredith,
Enclosed you will find the Heart of America Shakespeare Festival's application
for the City of Riverside Tourism Grant Program to support our 2015 Team
Shakespeare production of The Tempest. I have requested the same level
of funding as the previous two years. We have found this to be an ideal amount to
achieve the professional standards we strive for with our apprentice acting troop,
Team Shakespeare.
The additional funds have helped greatly to improve the sound system used for
the performances. This enhances the visitor experience and allows audience
members to hear the performance clearly. We have also been able to improve the
quality of our set pieces and costuming thanks to the generosity of the City of
Riverside.
Because of the Riverside Tourism Grant Program, the Festival has been able to
greatly increase our profile in North Kansas City and bring many of our
fans to the beautiful E.H. Young Park and surrounding areas. Throughout the
year I am frequently asked when we will be in Riverside again and we have
booked a number of workshops in Riverside area schools and libraries due to
this exposure.
The Heart of America Shakespeare Festival hopes to continue our relationship
with the City of Riverside, and to bring another high quality Shakespeare
production to the community.
Thank you for your consideration,
All best,
Matt

The Heart of America Shakespeare Festival respectfully requests
$10,000 in education program support from the City of Riverside
Tourism Commission for our Team Shakespeare performance at
E.H. Young Park in Riverside, May 2015. We ask for this support
to provide substantive infrastructure and provide for professional
personnel for the public performances.
Team Shakespeare Performs The Tempest
1. Project Narrative
a. The Heart of America Shakespeare Festival's teen performance troupe,
Team Shakespeare, annually performs an abbreviated version of a
Shakespearean play for public performance. The purpose of this
production is to produce a high quality performance and teach our
students how to work in a professional theatrical environment. The
show is fully produced with sound, costumes and live music. We strive
to give each student a well-rounded theatrical experience during their
tenure with Team Shakespeare. Students are encouraged to perform
roles of all types and sizes as well as participate in other aspects of the
performance such as music, props, costumes and stage management.
b. Our production addresses Tourism Commission goals in many ways.
First, by bringing students and their families and friends from
throughout the Kansas City metropolitan area to the City of Riverside
these visitors will be able to witness firsthand what Riverside has to
offer. Many of these students and those who come to enjoy the
performance will be returning from last year, while others will be new
to us. The families also spend a significant amount of time in the area
while we are rehearsing. During that time, parents often choose to
stay in the area rather than driving home. As a result, they will
patronize local businesses. In addition, many of our families
participated when Team Shakespeare performed at Briarcliff Village
and are well aware of the amenities provided by the City of Riverside.
Our audience members enjoy the lovely bathrooms, the view of the
river, the playground at the park and the accessibility of the stage.
The overall experience at E.H. Young Park is significantly better than
at Briarcliff Village. Our parents convey this to their friends and family
members who come to the show. Our performance shows visitors that
the City of Riverside supports the arts and is culturally rich.
1
c. The mission of the Heart of America Shakespeare Festival is to make
Shakespeare's works accessible to a diverse audience through free
professional theater and educational programs. Through outreach and
learning activities presented in the park during the Festival's summer
production, our signature Camp Shakespeare program, a city-
wide sonnet and poster contest for young people, The Shakespeare
Studio, and workshops, performances and residencies presented in
schools throughout the city, education programs are part of the vision
and year-round work of the Festival. Raising the bar for young people
by asking them to understand and delight in Shakespeare is not an
unreal expectation. It is our mission.
d. The target audience for the project is made up of families, fans of
Shakespeare both young and old, and those who may not have
experienced a full-length Shakespearean play. We hope to reach our
target audience by placing signage, advertising in area libraries and
other businesses in the metropolitan area, e -blasts (reaching 10,000)
and the Festival's website, Facebook pages and Twitter (reaching
50,000). We anticipate 800 to 1,500 visitors (audience members.)
2. Project Evaluation
We evaluate the success of the project through attendance counts and
patrons who participate in the drawing at the performance and also
through visitor post -performance comments obtained immediately or
when the patron attends the Festival or enrolls a student in Camp
Shakespeare.

On behalf of the Genuine Chevy GMC Truck Club of KC and the Midwest All Truck
Nationals I would like to request consideration of fundin for the 2015 event. This will be
the 16th Annual Midwest All Truck Nationals and the 11t one held in Riverside. We have
had great success within the city of Riverside and are confident there is more growth to
be gained by this event.
The interest shown by the automotive industry is proof that the event is strong. Our
continued sponsorship from nationally known suppliers, several of which are Riverside or
Platte county merchants, gives credence to the show. In 2015 we will be partnering with
Classic Parts of America and benefiting from their national recognition as well as their
marketing and promotional skills.
Proposal for 2015 event:
Date: September 11-13, 2015
E H Young Riverfront Park
Marketing and advertising 6,000.00. This amount will allow several different media
methods to include radio, newspapers, electronic media, and potential billboards.
Printed matter 2,000.00 To include signage, posters, give a ways, etc. These will help
with lasting reminders of Riverside and the fun had here.
Logistics 2,000.00 To include rental of needed equipment to manage the crowd's safety
and comfort.
The aid from funding will open a broader advertising base and a larger demographic of
individuals to show how cordial, fun, and entertaining Riverside can be. There are ideas
to share and opportunity for growth in this event with addition of more things to do. With
some community support we could include the main area of Riverside. Maybe a "street
fair", parade, or concert. There are many things that could add to the fun and get more
people to town.
In our 11 years in Riverside we have steadily grown the show and continually brought
more individuals to participate and or attend. We have helped many children throughout
the Metropolitan area with the proceeds of our event. Some community involvement
added to the event could open a door for a charitable event held in Riverside for Platte
county residents. The possibilities are endless.
We would welcome any and all suggestions that may be offered.
Respectfully submitted;

On behalf of the Lewis and Clark Trail Heritage Foundation, Inc., we are excited to submit this grant
application as a request to partner with the City of Riverside to host the 2015 Lewis and Clark National
Convention to be held July 31 - August 5, 2015.
The 47th annual Lewis and Clark Convention will be held in Riverside, Missouri. It is being hosted and
organized by members of the local Lewis and Clark Missouri -Kansas Riverbend Chapter. The chapter includes
more than 100 individuals who are interested in researching and celebrating the route Lewis and Clark took on
their historic journey west which has been designated by Congress as the Lewis and Clark National Historic
Trail. Each stop along their journey between 1804 and 1806 left an impression that created a ripple effect, the
impact of which is still present today as many areas along their route, like Riverside, have grown into strong
communities.
Last year's convention was held in Richland, Washington and attracted more than 130 people from around the
country. The week-long event included a variety of events and activities. In addition to holding joint meetings
to plan the national organization's work for the upcoming year, there was much to learn and see. Experts and
historians painted for the attendees a visual picture of different aspects of Lewis and Clark's expedition. Re -
enactors brought to life the different clothing and daily lifestyle of the members of the expedition. Historical
sites in the host city and surrounding area were visited. We are planning the same kind of agenda for the 5 day
convention.
Some of our attendees will be visiting Riverside for the first time but others will be returning after visiting here
in 2004 and 2006 during the Lewis and Clark Bicentennial Reenactment. All attendees will be touring the
Steamboat Arabia, which will give them additional history of the Riverside area. Attendees will be well
informed about other tours of attractions and eating establishments in the Riverside area which they can take
advantage of during allotted free time during the convention and for all of those who will do an extended stay.
This event attracts people from all walks of life interested in the different facets of the Lewis and Clark journey.
People can find interest in tracing their family genealogy back to the participants, digging deeper into the
expedition's impact on American history, and preserving the sites, artifacts, and legacy of the expedition.
Kansas City and its surrounding area and the Missouri River were an important part of their journey. The men
of the expedition camped for three nights at Kaw Point, which is located at the confluence of the Kansas and
Missouri Rivers, just a mile downstream from Riverside. This will be a location for one of our events and site
visits.
The importance this expedition played is evident by the many notable trails that later followed it through the
Kansas City area including the Santa Fe, Oregon, and California National Historic Trails. Those trails were
later accompanied by steamboat routes and eventually rail lines, which brought significant growth opportunities
to the area. Riverside is a great modern day example of taking advantage of their location and those
opportunities, whose seeds were planted more than 200 years ago. Platte County Park and Recreation has
wonderful trails around the Riverside area which will be taken advantage of each day of the convention. The
2015 attendees are participating in a yearlong wellness program. The winners will receive recognition at the
end of the convention.
In conclusion, we are planning our 2015 convention in Riverside at the Argosy Casino and Hotel and believe
the City of Riverside would be a strong partner in carrying out a successful event. This mutual partnership will
help meet the goals of both the Lewis and Clark Trail Heritage Foundation and Riverside's tourism efforts.
Below is our estimated expenses, revenues and profit and loss summary for the convention, which was derived
from research of previous annual conventions, contacting local hotels, and transportation companies. The
figure in red shows estimated loss of $16,982.30 which we would consider our maximum grant request amount
which would cover our total loss without having to rely on funding from other resources.
The figure in blue shows our fixed expenses for advertising/marketing/design, space rental, speaker fees and re -
enactors in the amount of $13,639.60 would be a second option for our grant request.

City of Riverside Tourism Enhancement Grant Application for the
Kansas City Scottish Highland Games and Celtic Festival - 2015
Project Description
The Kansas City Scottish Highland Games & Celtic Festival is a non for profit organization
entirely run and managed by volunteers. We host our annual festival each year on the second
weekend of June; the festival has been held at EH Young Park in Riverside since 2006. The
Highland Games is a 3 day event and we currently just completed our 37th year. Competitors
and guests travel from over all over the United States and Scotland to attend our Scottish
Heritage event. They are able to discover with activities that range from genealogy, history,
clans, dance, pipes and drums, athletics and children's events. They can also enjoy authentic
Scottish and favorite local foods as well as Celtic merchandise vendors. We have an
entertainment stage with live Irish and Scottish Music throughout the weekend, featuring favorite
regional entertainers as well as nationally known headliners.
Our Festival is a family and cultural event, where people can come and learn about their Scottish
heritage. We strive to reach families of all ages interested in learning about another culture. Our
motto has always been, "Come be a Scot, even if you're not". Each year we work to increase our
activities to give the audience something new to watch or do to insure they will want to return
the next year. Our success each year is solely dependent upon attendance and sponsorship.
We expanded our audience participation events each year with the Scottish Wrestling, Kid's
events, Pipes and Drums competition, Kilts and Kleats (our Soccer game) and our Entertainment
bands also invited wide audience participation. We feel that the more events we have that
stimulate the audience the more they feel welcome and involved. Ultimately this would lead to
their return in the future. For 2015, we will be looking to further this direction while still
keeping to our Celtic heritage and roots
Historical Information
Since the beginning of our relationship with Riverside (2006) we have brought many new people
to the City. We have had people from all over the United States and the World attends our highly
recognized Highland Games. We have Competitors, Clans, and Vendors from all over. We see
people coming from Colorado, Texas, Nebraska, Iowa, Maryland, Oklahoma, New Hampshire,
Florida, Arkansas, Washington, California, Kentucky and last but not least Scotland. We have
many who return to our Highland Games because of the location each year. Below I have
provided data that we collected via zip codes from 2009-2011. In 2012 & 2013, we didn't collect
those data specifics. In 2011 is where we had the large Clan attending our Highland Games that
brought people from as far away as New Zealand. We are planning to gather this data again for
2014.
On a more local side, we have found over the past that we have a large number of Johnson
County, Lawrence and Topeka families driving to Riverside for the Highland Games. We are
now pushing our advertising to the North Land area to attract even more people; we have seen
more of an increase from the Northland over the years. We are advertising in iFamilykc, which is
helping.

Goals for 2015 Highland Games:
We feel we have a great team put together to make the 2015 Highland Games another successful
year. With the ability to park patrons in the park we have been able to increase our attendance
from 2012. We are entertaining Clans using our Central locations as their General Membership
Meeting. We are able to entertain more people from all over the United States.
We are continuously working on building our Athletic Competitions, so that we can be a host
site in the future for the Master Championship. We have a very experienced and well known
Athlete as our Athletic Director. He has competed across the United States, Canada and
Scotland.
We continue to look at ways to increase our awareness in Kansas City. We have plans for each
month starting in January. This was a success last year and we continue to incorporate more PR
events.
We would like to add a booth from Riverside that showcases the History of your City. RedX
continues to be one of our Largest Sponsors and we will look forward to that continued
Relationship. We will be canvassing Riverside for more sponsorship where they will be able to
represent their company out our Highland Games.
Request for Grant
For 2014 we are asking for the below funds, which I have broken out:
$10,500.00 for Advertising & Publicity
$7,000.00 for Operational Cost (ie Equipment Rental, insurance, Liquor Liability)
The Advertising & Publicity funds help us continue to increase awareness of our Event. The
Advertising & Publicity will be used to advertise with the Kansas City Star, The Pitch Magazine,
Entercom Radio Stations, The Northlander, along with our Web and Social Media outlets.
The Operational Funds request help with the rental of Tents, & Generators. These are the two
biggest expenses for the production of our Games.
For a minimum amount we are asking for $10,500. 00 to help with Advertising & Publicity.

To Whom It May Concern:
Park Hill South Student Council would like to invite the Riverside Tourism Enhancement Commission to help
support the 2015 Missouri Association of Student Councils (MASC) State Convention to be held at Park Hill
South High School on March 19th -21St, 2015.
MASC State Convention is a student led event that reaches out to student leaders across the state of Missouri.
This convention supports student leadership, outreach, networking, problem solving, as well as enhanced school
climates for every student in attendance. In order to bring this prestigious convention to PHS, students campaigned
and were elected to hold the state office of President at the 2014 convention in St. Louis. The structure of our
state convention is a half-day on Thursday, full day Friday, and a half-day Saturday. Thursday, students will be
welcomed by an atmosphere that supports our theme for 2015, `Leadership Outside the Lines', a vendor fair and
evening meal. Following this, PHS will present some of the student groups that make South a great place for
learning, welcome addresses from local officials within and outside of our district, and then both high school and
middle school students in attendance will get to experience to a nationally recognized keynote. Friday is packed
with workshops, student -led roundtables, keynotes, and specialized middle or high school group breakouts and
will ultimately conclude with an entertainment event that showcases what makes our part of the state so special!
Saturday, there will be an award and scholarship ceremony, closing keynote, and we will end with the traditional
MASC send-off!
We anticipate that this convention will bring in close to 1000 students from across the state to stay with host
families in our community and experience what makes Riverside and Platte County such a great place to be! We
also anticipate between 150 and 200 adult advisors in attendance who will be staying in local hotels and spending
some of their free time patronizing local businesses in both Riverside as well as along the Interstate 29 corridor.
In addition to the students and faculty in attendance, we will also be bringing in vendors from across the state to
showcase their products to student leaders and ultimately, will be spending some time in Riverside as well as
Platte County in general. Overall, we believe that this will bring more than 1100 first-time visitors to Riverside
and Platte County. With the nature of this convention and the ages of the visitors, this will bring Riverside to a
population that will be visiting our area and the greater metropolitan area for many years to come.
Currently, we are operating with an estimated conference budget of $45,000. This amount needs to hire all of our
keynote speakers, light and sound production company, equipment rentals, necessary district staff and facilities,
transportation, and meals for all three days in addition to the programming, t -shirts, as well as conference bags
for all in attendance. To supplement the budget set by our state organization (MASC), PHS Student Council is
actively soliciting sponsors from within our community as well as various colleges and universities within our
state. We would like to ask the Tourism Enhancement Commission to join other community stakeholders in
supporting our convention. From the Tourism Commission, we are asking for support in the amount of $18,000.
If the Tourism Commission is unable to fully grant the maximum requested funds, we would ask that the minimum
request be in the amount of $13,000 to only then cover points 2,3,5, and 6 as listed below.

If we are granted this funding, we would plan to enhance our convention in the following ways:
• Create a Friday entertainment event that can be hosted by our school and keep the convention
wholly within Riverside. This is tentatively planned to be a color -powder street dance to be held
at PHS.
• Add a Balloon Drop and enhanced lighting effects to all three days of the co
• Full sponsorship of one meal for all of the convention attendees.
• Full sponsorship of one meal for all of the adults in attendance.
• Help to offset the costs that the PHS students will incur by being part of

purchase to wear each day of convention.
• Enhance the decor to be used throughout the convention to celebrate our

In return for fully sponsoring the many aspects of convention that this grant would enhance, we would be able to
promote the amenities and benefits of visiting Riverside as well as Platte County in the following ways:
• A booth at our vendor fair to be able to reach out and connect one-on-one with students, adults,
and other vendors and organizations throughout our state
• A few minutes at our opening general session to speak with and address the delegation in
attendance
• Half or Full page ad in our convention program to go out to every participant
• Sponsorship logo on the back of the t -shirt given to every student
• Banner signage available at our street dance and within our general sessions
As an entire Student Council, we appreciate the time and consideration you have put into our request. We are
deeply committed to showcasing our school and community as a premiere place to work, learn, and play. We
would love to partner with the Tourism Commission in order to make this event one that all in attendance will
remember fondly and with great enthusiasm and warmth for our community.

It is our pleasure to submit this proposal for City of Riverside Tourism Enhancement Project fund-
ing to produce and manage Dust Bowl Jamboree, a multi -faceted event on August 8, 2015 at the
E. H. Young Riverfront Park.
The events of the day will focus around the 1930's. When down home music and the birth of auto-
motive technology were peaking. The music is fun, clean, and upbeat. The lineup of bands is a local
who's who of groups known for their bluegrass and early American flavor. Stringed instruments
abound with fiddles, mandolins, guitars, bass and even a washboard. We trust that toes will be tap-
ping during the show.
Automobiles played a huge role then as now. We have attracted several Depression era vehicles,
like the one shown in our event logo. These rare and rusted marks of American transportation are
kept like they may have been during this unique time. Still, Americans had fun with their vehicles
and their music.
Our event combines these two loves on a fun -filled summer day. For our proposal, we are present-
ing an outline that covers the day: The Dust Bowl Jamboree, The Grape of Wrath Gran Prix, and
event management for your consideration. We believe we have the time, staff and management
skills to produce such a show. We trust that you will agree that this event will bring a day worth
remembering to Riverside and the E.H. Young Riverfront Park. We pledge our best efforts to help
make Dust Bowl Jamboree a successful and fun event!
Sincerely,

About Attache International, Incorporated
Founded in 1991, Attache International, Inc., is a creative management and publishing firm.
Located in North Kansas City, we have worked with mostly not-for-profit corporations.
The company and its staff have a proven record of managing and producing a wide range of pub-
lic events. Included are meetings, conventions, entertainment and educational functions.
Examples include:
"Running with Bonnie & Clyde: The Red Crown Symposium and Road Tour:"
This multi -faceted program was repeated three times, each time with greater attendance. In 2014,
at Zona Rosa, an overflow crowd of 475 people attended the symposium, viewed artifacts and met
family members of local law enforcement and family members of the Barrow and Parker families.
Dozens of vintage vehicles drove Platte County roads that were used by the Barrow gang in 1933.
150th Anniversary of the Pony Express.
In 2010, Attache co -managed a nationwide driving tour that recognized the 150th Anniversary of
the Pony Express. Vintage cars from east and west converged in Casper, Wyoming. Our local effort
here grouped the vehicles at Riverside, Missouri, and with the assistance of the City of Riverside
and Argosy Casino, we out did the flood waters and got nearly 100 vintage vehicles off on a won-
derful long distance tour.
Convention Planning
Conventions have been planned and conducted at the American Royal Livestock Show, Denver
Livestock Show, Houston Livestock Show and Rodeo and other agricultural venues.
Design and Publishing
The company has enjoyed national recognitions in the design and publishing industry, having
produced magazines, brochures, signs, etc., to augment their events. Among Attache Internation-
als, Inc., awards are gold medal recognition from the International Automotive Media Awards,

Dust Bowl Jamboree
The Great Depression was not great at all and it affected so many Americans and their way of life.
Some said, "We were so poor, but we didn't know it" With poverty, drought and wind also came a
simpler time. A time when life's simple pleasures meant much.
In the 1930's, people enjoyed their mu-
sic and they loved the thrill of the auto-
mobile revolution as cars and trucks raced
to replace horses in agriculture and basic
transportation. Our proposed event hon-
ors both of these American treasures.
The Dust Bowl Jamboree is a day -long event.
A unique car show that makes old rusty cars
or "hillbilly" cars the stars for a day, with a
back -drop of other highly restored vintage
automobiles to be viewed by the public. As-
sembled for all to enjoy is a free bluegrass
concert featuring six wonderful and talented
musical groups. They'll bring the up-tempo,
clean, toe tapping and dancing music just
like it was "back in the day."
This day will help to bring back the honesty
of the 1930's. A simpler time with free hand -
fan to each participant. Car show partici-
pants will receive a goody bag made from an
old flour sack. Free ice water for all courtesy
of Premium Waters, Riverside, Missouri.

Other Details
We believe the Dust Bowl Jamboree achieves a strategy to expand tourism, for both first-time and
returning visitors to E. H. Riverfront Park. It will promote the City of Riverside in a special way. We
expect vintage car owners from the Midwest to attend. For lovers of old time music, this is a special
day and they will travel to hear a unique program like this. The Kansas City metropolitan area offers
a bonanza of visitors - they just need a good reason to come to Riverside.
The economic activity as a result should be noteworthy. Although a one -day event, out of area visi-
tors may stay one or two nights in or near Riverside. Additional meals and shopping are a strong
part of tourism benefits.
The promotion involved with this event brings increased public awareness of the City of Riverside.
Excitement that says a trip to the City of Riverside is fun and enjoyable.
Title Sponsorship would included name/logo on all marketing/promotion materials, as well as the
title/naming of the event. Potential candidates would include Boulevard Beer, Argosy Casino, Har-
ley Davidson, Thoroughbred Ford, etc.
For example, the car show goody bags or "flour sacks" can include title sponsor printed on the bag
along with event logo. Same idea for the hand fan. A Title Sponsorship could be offered for $2,500-
$3,000.
Program ad sales for any interested business - $50 - $500, depending on ad size. Potential advertis-
ers would include local businesses, but also the vintage car industry has many related companies,
such as parts, insurance, clubs, etc.
Donations - this can be in-kind and also from individuals interested in the event. We have a com-
mittment from Premium Waters, a Riverside company, to supply bottled water for the event.
Summary
As a first-time event, the Dust Bowl Jamboree has dozens of moving parts to be addressed. We've
done our best to identify the estimated cost and income possiblilites for them within this request.
We expect the Dust Bowl Jamboree to attract local and area business opportunities for involve-
ment. We pledge our best efforts to encourge particpation among the business community as well
as, the public. A lot of businesses will want to be a part of it.
Promoted well, the Dust Bowl Jamboree will be the "buzz" around town. Dust Bowl Jamboree will
expand the public's awareness of Riverside's unique history, events, activities and amenities.
Successful management could lead to the event expand to a yearly opportunity.
Thank you for your consideration.

Written Permission
Parking on the grass
As pre -registrations are required for the car show we will know how many vehicles are expected
on August 8, 2015. To accommodate both the car show and concert goers it may be necessary to
park some of the vintage cars on the grass area. With an August event, we don't expect soft soil to
be a problem. We request this permission, if required.
Open Fire
We'd like an open fire to sing around after the formal concert ends and we wrap up the day. We
understand the hazards and pledge to have full time watcher while the fire burns and make sure it
is extenquished afterwards.
Food Trucks
We would like to enlist perhaps three food trucks to supply food and beverages on August 8. They
would be contacted via the Kansas City Food Truck Association.
Alcoholic Beverages
We have made early contact with Boulevard Brewing Company of Kansas City. seeking in-kind
product donations and other means of promotional or logistics support. Permission is request-

City of Riverside
Tourism Commission
Tourism Grant Proposal Summary
The Riverside Area Chamber of Commerce is pleased to present this proposal for your
review. The Chamber Board of Directors is excited at the opportunity to work together
with the City of Riverside to enhance our local businesses and promote tourism efforts.
As with many businesses in Riverside, the Chamber has overcome economic challenges.
The Chamber Board of Directors remains committed to continue support of our business
community. Our vision is to build on these relationships, create opportunities for a
business network and serve as a resource to Riverside, MO.
The business community is dynamic and evolving, requiring innovative and dedicated
staff. The Riverside Area Chamber of Commerce is seeking funding from the Tourism
Commission in the amount of $50,000.00. Funding will be utilized to secure a full time
position who's responsibility will be to focus on increasing economic activity within the
city and expanding the public's awareness through coordinating seasonal events and
promoting local business involvement.
We are in great appreciation for the Tourism Commission, and the City of Riverside,
taking an interest in creating a strong and lasting relationship with the Chamber of
Commerce. We look forward to working alongside the City and creating programs to
enhance our community as a whole. Please contact us at any time if there should be
further questions.
Thank You,
Michael Costanzo, President

Riverside Area Chamber of Commerce
The Riverside Area Chamber of Commerce is a membership based, not for profit 501c6
organization, which was founded in 1988. We currently stand at around 60 members
with potential to grow exponentially with the growth the developments in Riverside,
MO. A Board of Directors, elected by membership, governs the Chamber. The Chamber
currently has two part time employees.
Organizational Challenges
The Chamber has been challenged to have a continuous and constant connection within
our community. The ability to coordinate programs and events to enhance our local
businesses has proved to be difficult with existing part time staff. The Chamber can
overcome these challenges by having a full time staff position that can focus on building
partnerships and support in the community.
Budget Justification
The Riverside Area Chamber of Commerce is requesting a grant in the amount of
$50,000.00.
The $50,000.00 will be divided between the following:
• Chamber of Commerce full time staff salary/ benefits
• Event expenses
• Initial office expenses
• Organizational & professional development
Although the Chamber of Commerce envisions becoming a self-sustaining organization,
we are committed to a long-term partnership with the Tourism Commission. As
Chamber revenues increase, future grant proposals will be utilized to increase economic
activity in the City of Riverside verses funding for full time staff.

Community Impact for Tourism Commission Efforts
Should this proposal receive approval for funding, our full time Chamber staff will
coordinate events that best suite the business organization and develop strategies to
expand tourism efforts. New opportunities will be created to generate more revenue,
gain business members, enhance engagement and provide educational resources for
Riverside. Additionally, the Chamber will organize four seasonal events to attract
tourism to the area by utilizing local businesses. The following ideas have been
expressed to Chamber staff as elements to help enhance the tourism efforts in
Riverside.
• January/February "Behind the Scenes" Tours of manufacturers &
interesting businesses in Riverside
o "Soup-er Bowl" Contest
• April Earth Day Picnic in the Park- Free for Community members
o River Run
• July Wine & Art Walk on Line Creek Trail
o Reds Whites & Brews
• October Haunted History Tours
o DIY series with different businesses
The Chamber will also support and promote all other tourism attractions and events by
advertising on various print and social media outlets.
In conclusion, we appreciate the Tourism Commission's consideration of approval for
funding $50,000.00 to the Riverside Area Chamber of Commerce.
Respectfully Submitted,
Michael Costanzo, President

RFP for Riverside Tourism Board
Event Overview
The 2015 Riverside Music Fest will be held September 18, 2015. The one day event will feature music,
fireworks, shopping, food vendors, kids activities, bingo and much more. The purpose of the event is to
provide an activity to bring the City of Riverside together along with attracting people from all over the
region to Riverside.
In 2014 The Tourism board put forward a few target goals which were all met by the 2014 Riverside
Music Fest:
1. Attract more tourists.
2. Address parking concerns with Argosy.
3. Change event from two days to one day.
4. Try to attract 5,000 — 7,000 people (which is more than the event has attracted in past
years).
Based on these new focuses, the 2014 year Riverside Riverfest underwent a rebranding emphasis. The
name was changed to Riverside Music Fest to fit with the event's shift in focus toward music, separating
it from other community events and to make it a broader appeal to non -Riverside residents. The event
was a success and the goals that Tourism set were met. We'd like to continue to build on the success of
2014 and make some minor improvements that focus on more engagement of Riverside and its
establishments, to show people from outside the area all that Riverside has to offer.
Music
Entertainment is key to the success of this festival and drawing people in from outside Riverside and the
Northland. As shown in 2014 bringing in a well known headlining act draws people from all over the
region. Night Ranger brought the festival its largest crowd to date with 5,000 people attending the
show. For 2015 another national act would be brought in, in either the classic rock or country genre.
Leading up to the headliner four to five bands encompassing a variety of genres.
Activities
Fireworks, A large children's playland, Bingo, horseshoes, a sand pit would all be brought back for 2015.
We'd like to see a few other activities added including facepainting and a children's arts and crafts area.
Vendors
Craft and commercial vendors would provide shopping and information for fest goers. We'd like to
expand the shopping experience in 2015. A variety of food trucks and booths will offer a variety of eats.
We would like to see more Riverside restaurants and establishments participate and to activate with
coupons and discounts to encourage return visits to Riverside.
Grant Request
Riverside Music Fest would like to ask the Riverside Tourism Board for $100,000 to help fund the 2015
Festival. While Riverside Music Festival gathers additional sponsorship dollars from other businesses in
the Riverside community, the Tourism grant is key to allowing the festival to book a headlining act and
to advertise to ensure that the festival can attract the most number of people to the event.
If less than this amount is awarded, the cuts would have to be made in entertainment and advertising.
Local acts would be booked, which would not provide as much of a draw as a national headliner. For
advertising we'd have to rely more on grassroots type of marketing, rather than doing more traditional
methods such as radio promotion, billboards and yard signs.
Please see the attached Powerpoint for additional information.
