HomeMy WebLinkAbout2021-02-16 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, February 16, 2021 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday. February 16, 2021. Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance by Zoom were, Mayor Kathy Rose, Aldermen Sal LoPorto, Dawn Cockrell, Jill Hammond, Aaron Thatcher and Nathan Cretsinger (at 6A3 p.m.). Aldermen Al Bowman was present in person. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community Development Director Mike Duffy. City Attorney Paul Campo, HR Manager Amy Strough and Police Chief Chris Skinrood were in attendance by Zoom. MOTION TO ENTER INTO Alderman LoPorto moved to enter into closed session pursuant CLOSED @ 6:00 P.M. to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, RSMo 610.021 RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Bowman. Yes: LoPorto, Bowman, Hammond, Cockrell, and Thatcher. Motion carried 5-0. MOTION TO ADJOURN Alderman Bowman moved at 7:00 p.m. to adjourn closed CLOSED @ 7:00 P.M. session with action taken, second by Alderman LoPorto. Yes: Bowman, LoPorto, Cretsinger; Thatcher, Cockrell, and Hammond. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:03 p.m. Those in attendance by Zoom were, Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Jill Hammond, and Dawn Cockrell. Alderman Al Bowman present in person. Alderman Aaron Thatcher absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, and City Clerk Robin Kincaid. Present by Zoom, City Engineer Travis Hoover, Police Chief Chris Skinrood, Public Works Director Tom Wooddell, Finance Director Nate Blum, HR Manager Amy Strough, Fire Chief Gordy Fowlston, City Planner Sarah Wagner, and Capital Projects/Parks Manager Noel Challis Bennion. Also present by Zoom was City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Cretsinger, and Cockrell. Motion carried 5-0. MINUTES OF 02-05-21 Alderman Bowman moved to approve the minutes of the February 2, 2021 regular meeting, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Cretsinger, and Cockrell. Motion carried 5-0. COURT REPORT Alderman Bowman moved to approve the Court Report for December 2020, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Cretsinger, and Cockrell. Motion carried 6-0. COURT REPORT Alderman Bowman moved to approve the Court Report for January 2021, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Cretsinger, and Cockrell. Motion carried 6-0. REGULAR AGENDA BILL NO. 2021-006 City Clerk Robin Kincaid gave first reading of Bill No. 2021-006. New Hire Cervantes - PW Alderman Bowman moved to accept first reading and place Bill No. 2021-006 on second and final reading, second by Alderman LoPorto. Yes: Bowman, LoPorto, Cockrell, Cretsinger, and Hammond. Motion carried 5-0. Alderman Hammond moved to approve Bill 2021-006 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Hammond, LoPorto, Cockrell, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2021-018 Alderman LoPorto moved to approve Resolution 2021-018 Bill Pay authorizing the expenditure of funds for fiscal year 2020-2021 weeks ending February 511 and February 12th in the amount of $210,573.00, second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, and Cockrell. No None. Abstain: Bowman and Hammond. Motion carried 3-0-2. RESOLUTION 2021-019 Parks Manager Noel Challis Bennion reminded the Board that this Trail Temp & Perm Easements is for the extension of the Line Creek Trail, allowing access to the southwest corner of their property. Alderman LoPorto moved to approve Resolution 2021-019 accepting a trail easement and temporary construction easement from Patriots Bank, a Missouri Banking Corporation, now known as Central Bank of the Midwest, second by Alderman Hammond. Yes: LoPorto, Hammond, Cretsinger, Cockrell, and Bowman. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral reviewed COVID-19 update for Platte County and our own staff. Vaccination plan was reviewed. Electrical system issues and rolling blackouts map was shown and issues Riverside faced today was discussed. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING City Engineer Travis Hoover gave an update on the Vivion Road Trail Project and added options available after the City was told because of budgeting issues, KCMO is leaving the joint effort for this trail. Following discussion Alderman LoPorto moved for staff to request a task order directing McClure to gather costs and numbers on various options to complete the Vivion Road Trail Project that the Board may consider, second by Alderman Cockrell. Yes: LoPorto, Cockrell, Bowman, Hammond, and Cretsinger. Motion carried 5-0. FINANCE Finance Director Nate Blum reported on January 2021 Financial status through PowerPoint slides. FIRE Fire Chief Gordon Fowlston reviewed the monthly report in the packet. POLICE Police Chief Chris Skinrood reported that their department had been working more traffic accidents mainly because of the weather and that COVID has affected the department. PUBLIC WORKS Public Works Director Tom Wooddell commented that they are preparing for the next snow, probably getting in to work around 2 a.m. Mayor Rose asked that the crew be made aware of how much their hard work is appreciated. LEVEE BOARD City Engineer Hoover stated that the monthly meeting is tomorrow. MAYOR'S DISCUSSION Mayor Rose stated that she has been inundated with calls about COVID vaccine for those over 65 and asked if staff knew Platte County's plan, if they have one. The Public Safety Committee met last Thursday evening by Zoom and was another great meeting. The March Current newsletter for the City will be filled with 3 information and facts about the Public Safety Sales Tax on the ballot in April. The committee will be meeting again on February 25". Gatewoods will be having their annual HOA meeting and I plan to speak there. BOARD OF ALDERMEN Alderman Hammond — I do want to thank Tom and his Public Works crew for all the work they are doing and in sub-zero temperatures, it is very much appreciated. Alderman Cretsinger—Thank you to Public Safety too, especially being shorthanded through this weather. Also to Tom, my Uber driver brought me home just before this meeting and the driver said, "Man these streets are clear!" I thought that was noteworthy. Alderman Cockrell — Thank you, I appreciate everything everyone has done too. It was tough going through everything today, that we were out four to five times longer than neighboring neighborhoods and I think the people deserve an explanation too and hope we can get that for them. Alderman LoPorto — I expand the thank you to Public Works as well. Our staff is always ready and prepared to do what is necessary, the staff leadership and problem solving "on the fly" is admirable. Thank you. Alderman Bowman — Nothing to report MOTION TO ADJOURN Alderman Cretsinger moved to adjourn the meeting at 7A2 p.m., second by Alderman Hammond.
