RSID '200^ QE9'' PRIDE IN'OUR eL Planning Commission City of Riverside Staff Analysis Report Applicant: Damon Purcell Construction Case Number: PC05-24 Location: 6105 Riverpark Drive (Previous Scherer Truck Site) Requested Action: Special Use Permit for"Asphalt, Compost, and Paving Operation" Direction Zoning Land Use Activity North GP-I Missouri Highway 9,Nash Gas,Riverside Transport,Riverchase Subdivision South GP-I Missouri River,Proposed Trail System East GP-I L-385 Levee, Intercontinental West NA Petroleum Tank Farm Project Description The applicant,Damon Purcell Construction, is wishing to obtain a"Special Use Permit" for an"Asphalt, Compost, and Paving Operation"to be located at 6105 NW Riverpark Drive(previous Scherer Truck Site). The operation will be to the south.of the previous Scherer Truck building that was demolished with the May 2003 tornado. The operation consists of two areas that will be used for asphalt/concrete crushing and one area to be used for composting. The project consists of these operation aspects, as well.as two (2) ten foot berms with landscaping to help provide a buffer, a temporary scale house, an area for vehicle tracking control, a drainage holding basin, and two security gates. Permit Number: 2005-31 Project Location: 5133 NW Gower Court Requested Action: Building Permit Approval [Sec. 435.040] By: Fred Russell, CBO- Codes Enforcement Officer Summary of Request Unconditional approval by the Planning Commission and Board of Aldermen to issue the Building Permit as submitted. Staff Analysis ❑ Straight Builders, Inc. has paid the permit fee and submitted all required plans & specifications to obtain a building permit to erect a single family dwelling at 5133 NW Gower Court, Lot 43 of Brenner's Ridge. o The design submitted describes a proposal to erect a building 2,310 square feet house with 1,816 square feet at grade level,properly positioned with required setbacks and yard. o Project will include site improvements and amenities, such as sidewalk, temporary gravel driveway for site access, etc. ❑ I have completed my analysis of this proposal and deem it to be in full compliance with all applicable regulations. Staff Analysis In staff's opinion, there are several different issues that should be addressed with this request. Note: Staff has followed requirements of a"Public Hearing"including notification in a paper of general circulation and notified all property owners within 185' of the proposed project. • The Commission should discuss the visibility of the project. The project is proposed to incorporate two ten foot berms along Missouri Highway 9. These berms will have a planting on top of them including trees and shrubs. • The Commission should discuss the timeframe of the project. The applicant has been informed that "Special Use Permits" are subject to annual review. • The Commission should discuss the traffic generated onto Missouri Highway 9 and the precautions necessary to avoid a life safety issue with the project. • The Commission should discuss the limitations of times of operations of this proposal. This may also be correlated to a traffic discussion. • The Commission should be aware of a proposed trail system at the rear of the project. This has been discussed with the applicant and verbally agreed to. Platte County Parks and Recreation are currently drawing up the easement for this trail encroachment. • The Commission should be aware that this project is located in a"Floodplain" and that the project requires a"Floodplain Development Permit". • The Commission should be aware that this project is located with the Levee Critical Zone and has been approved by the Levee District. • This permit is subject to any other permits required for this type of project by any government agencies, including environmental permits. Staff Analvsis ❑ Mike Manning of Mad Mike's Fireworks has paid the permit fee and submitted required plans & specifications to obtain a building permit to remodel the commercial one story masonry building @ 2970 NW Platte Road into a Retail Fireworks Store. o The project has received a Change of Use Permit No.PC05-16. o The proposal entails clearing non-structural interior walls for full use retail sales of 1 AG(Class-C) fireworks. There will be no storage except that used in display shelving. o Project will include site improvements and amenities to include required 18 paved parking spaces, one of which will be Handicap Accessible parking, aisles and restrooms. ❑ I have completed my analysis of this proposal and deem it to be in full compliance with all applicable regulations. Staff Analvsis ❑ Martha Bellis has paid the permit fee and submitted required plans & specifications to obtain a building permit to erect a 42"Chain Link Fence around a portion of her back yard at 514 NW Cherokee Drive, Lot 17 of Indian Hills Subdivision. o The location of the fence is in compliance with City of Riverside zoning regulations and exempt from construction inspection standards of the 2003 IRC. ❑ I have completed my analysis of this proposal and deem it to be in full compliance with all applicable regulations. Staff Analysis ❑ Mr. Homer has paid the permit fee and submitted required plans & specifications to obtain a building permit to erect a 2000 square feet residential detached accessory building for storage use in the back yard at 5000 NW Hillside Drive,Platte Co. Assessor's Parcel # 19-9.0-32-400-003-028-000. o The location of the storage shed is in compliance with City of Riverside zoning regulations. o The building is to be converted into a garage when the existing dwelling is replaced with a new one. ❑ I have completed my analysis of this proposal and deem it to be in compliance with all applicable regulations.
