MINUTES
PLANNING AND ZONING COMMISSION
RIVERSIDE,MISSOURI
FEBRUARY 24,2005
The Planning and Zoning commission for the City of Riverside, Missouri, met in regular session in the
Board of Aldermen Chamber at City Hall,2950 NW Vivion Road,Riverside,Missouri.
Acting Chairman Shawn Lee called the meeting to order at 7:32 p.m. The following members were
present: Al Bowman, David Hurt, Shawn Lee, Toni Looker, Evelyn Poe, Harold Snoderly, and Ray Uhl.
Mayor Betty Burch,Karen Gordy,Aaron Locke and Barbara Snyder were absent.
Also present was Brent Miles, Community Development Coordinator for the City of Riverside and Fred
Russell, Codes Enforcement Officer for the City of Riverside.
Minutes Approved Evelyn Poe made a motion to approve the minutes of February 10,
2005,seconded by Al Bowman. All voted aye and the motion carried.
Building Permit The applicant,Quick Trip,is wishing to obtain a building permit
Quick Trip for an interior remodel. The remodel includes updating equipment,
4510 NW Gateway Dr. finishes and accommodations.
The plans and specifications submitted for the referenced
improvements have been reviewed and found to be in compliance with
the City of Riverside's Codes and Ordinances.
Fred Russell introduced Randy, with Quick Trip, who would be
available to answer any questions. Fred Russell explained the work
was to be done in two phases, with the first phase involving the
relocation of the service counter. Fred Russell indicated that all work
would conform to 2003 Codes and indicated that staff recommended
approval.
Acting Chairman Shawn Lee asked if there were any questions or
comments. There being none,he asked for a motion. Ray Uhl made a
motion to recommend approval of the building permit, Al Bowman
seconded,all voted aye and the motion carried.
General Discussion Brent Miles handed out a draft that he wanted to discuss with the
Commission. This draft outlined that the Commission and the Board of
Aldermen wished to make revisions to current City procedures as well
as review and revise certain codes, which they believe to be necessary
and in the best interest of the Community. This draft outlined items
that the Commission would like to look at and encouraged public
involvement. Brent indicated that after the Commission had a chance
to review the draft, he would like to post the discussion on the City's
website with the Boards approval, in order to better inform the
community of upcoming goals of the Planning & Zoning Commission
and to encourage public involvement.
Brent Miles then moved to an update on the Gatewoods development.
He informed the Commission that there would be additional street
name changes coming up and that there would be a revised layout for
the western development of the Subdivision. Discussion turned to the
LOMR,which Brent indicated was still not approved. Members of the
Commission asked for an update on the annexation question. Brent
indicated that the application had been rescinded and he indicated the
reason cited was in order to avoid splitting the Board of Aldermen on
the issue.
Adjournment Al Bowman made a motion to adjourn the meeting, seconded by Ray
Uhl, all voted aye and the motion passed. Acting Chairman Shawn
Lee called the meeting to an end at 8:34 pm.

Applicant: Northcrest Apartments/Houseworks LLC

Requested Action: Building Permit for Construction of Canopies
Proiect Description
The applicant, Houseworks LLC, wishes to obtain five(5)building permits for the
construction of canopies on Northcrest Apartments. Staff would like to present this as
one case and then, if approved, issue the five separate individual permits. The work to be
completed is to replace deteriorated fabric-covered metal framed open canopies with new
wood-framed open canopies at both entrances of the buildings.

The plans and specifications submitted for the referred improvements have been
reviewed and found to be in compliance with the City of Riverside's Codes and
Ordinances.

Proiect Description
The applicant, St. Matthews Church, is wishing to obtain a"Building Permit' in order to
erect a white vinyl fence. The fence will be approximately one-hundred eighty feet(180)
feet long and have a height of four(4) feet. The vinyl fence will have three rails.

Proiect Description
The applicant, Intercontinental Manufacturing Engineering(Intercon), is applying for a
building permit and a site development plan has been included. The building permit will
be for a six thousand (6,000) square foot building. The building will be used for
operations involved with shot blasting work performed by Intercon. The proposed
building has a metal fagade. This type of fagade is not permissible by Municipal Code,
therefore the applicant applied and was granted a zoning variance by the Riverside Board
of Zoning Adjustment.
Overview of Variance granted by BZA
Attached, please find a detailed"Finding of Fact"regarding the approved variance for
this applicant. Below, please find an overview of these"Findings of Fact"to give the
Commission and Board a quick synopsis for decision making purposes:
• The activities to be housed in the proposed building are currently being
conducted outside. Staff felt that an enclosure for these alternatives was of
great benefit.
• At its location, the applicant has two existing structures that have the same
architectural characteristics as the proposed building.
• The view of the proposed building is blocked by many factors including the
main Intercon building and the L-385 Levee System.
Staff Analysis
With the approved variance granted by the Riverside Board of Zoning Adjustment, the
applicant does meet all applicable codes and regulations pertaining to this request. Note:
The proposed building is outside the Levee Critical Area.
Staff Recommendation
Staff recommends the approval of this building permit.
