The Board of Directors for Horizons Business Park Association met in session by teleconference due to
the Covid-19 Pandemic.
Staci Bundy called the meeting to order at 4:03 pm.Those in attendance were President Staci Bundy, 1"
Vice President Sal LoPorto,Secretary Brent Miles and Treasurer Aaron Thatcher.
Also present were Capital Projects& Parks Manager Noel Challis Bennion and Administrative Support
Rebecca Noble.
MINUTES Aaron Thatcher moved to approve the November 25, 2020 meeting
minutes.
Staci Bundy second.

Motion carried 4-0.
ELECTION OF OFFICERS Rebecca read the positions that each officer held during 2019. President
Staci Bundy, 15L Vice President Sal LoPorto, 2nd Vice President Jaime
Guerra, Secretary Brent Miles and Treasurer Aaron Thatcher.
Aaron Thatcher moved to elect each officer to the same position held in
2019. Resolution 2020-001.
Staci Bundy second.

Motion carried 4-0.
EVERGY BILL Rebecca explained that the Evergy/KCP&L bill was for the controller
located at 3902 NW Van De Populier that controls the irrigation system.
The controller is shared with the City of Riverside and the City of
Riverside pays the monthly bill.The City requests reimbursement for
one half of the bills once a year.The invoice from the City indicates that
the total from 12/19/2018 to 12/22/2019 was $256.01. Half of the total
and the amount invoiced to the Horizons Business Park Association is
$128.01.
Sal LoPorto moved to approve the Evergy/ KCPL invoice from the City of
Riverside. Resolution 2020-002.

INSURANCE Stacy explained the two insurance policies. There is a General Liability
policy that expires on 5/24/2020 and a Directors and Officers Liability
policy that expires on 6/7/2020. We have not received the renewals for
either policy. Stacy anticipates receiving the renewals 30 days before
the policy expiration dates and does not anticipate a large price increase
to either policy.The cost for the General Liability policy for 2019 was
$841.05 and the cost for the Directors and Officers Liability policy was
$937.00.
Sal LoPorto moved to accept the 2020 General Liability and Directors
and Officers Liability Insurance policies unless the combined costs
exceeds$2,200.00. Resolution 2020-003 and 2020-004.

WATER Rebecca reported that the Missouri American Water Account had been
closed on November 15, 2020 because it shared a Business Partner
Number with the City of Riverside's Missouri American Water Accounts.
A new account will need to be set up with Missouri American Water in
order to provide irrigation to the business park.
Brent Miles moved to set up a new account with Missouri American
Water and have the water turned on. Resolution 2020-005

TREE&SHRUB REPLACEMENT Rebecca reported that the Horizons Business Park Association's budget
for 2020 includes$2,000 for tree replacement, $1,000 for shrub
replacement, $1,800 for tree fertilization, $1,000 for tree protection and
$4,000 for irrigation repairs. With a blanket resolution these repairs
could take place without additional meetings.
Aaron Thatcher moved to have a blanket resolution for tree
replacement, shrub replacement, tree fertilization, tree protection and
irrigation repairs. Resolution 2020-006

OBELISK The Horizons Business Park received three quotes for the Obelisk
repairs.Two of the quotes from Eagle Stucco and M&G Stucco are
recommending an entire reconstruction of the top of the obelisk.The
third quote from Stucco Repair Specialists provides a different method
to re-coat the entire top without removing the existing stucco. All 3
quotes are similar in approach of how to fix the peeling and bubbling
paint on the concrete base of the Obelisk.The quotes were 1) Eagle
Stucco$28,200; 2) M&G Stucco$27,895; 3)Stucco Repair Specialists
$16,460. Noel had sent the quotes from Eagle &M&G to William
Prelogar with NSPJ Architects on January 13, 2020. NSPJ designed the
Obelisk. Noel had asked William for his thoughts on the quotes and his
opinion on whether or not the wear on the Obelisk is typical for this age
of the structure,the expected life of the stucco, and if he has some
maintenance ideas to prevent future large-scale repairs. Brent asked
Noel if she had heard back from William Prelogar. Noel reported that
she had not heard from William Prelogar. Staci thought the cheaper
quote was more of a patch job. If we do the whole thing over again it
will last longer and we will not keep repairing the obelisk every five
years. Aaron agreed to do the whole stucco. Brent considers the first
two quotes to be money well spent. Aaron likes the M&G Stucco quote.
Staci also likes the M&G Stucco quote because it is laid out better.
Brent Miles moved to approve the quote from M&G Stucco in the
amount of$27,895. Resolution 2020-007.

BUDGET AMENDMENT Rebecca reported that in the 2020 budget,$13,000 was budgeted for
Painting/Cleaning Obelisk. Another$9,300 was allocated for General
Cleaning. There is also plenty of money in reserves. As of February 28th
there was$180,747.25 in the bank account.
Brent Miles moved to amend the budget for the Obelisk repair.

STAMPS Rebecca reported that the Association has less than one book of
stamps.The Association needs stamps to mail payments, for example,
the water bills and the grounds maintenance. Rebecca would like to buy
two books of stamps which costs a total of$22.00.
Aaron Thatcher moved to purchase two books of stamps.

ANNUAL FILING Rebecca reported that she would be filing the annual report with the
Secretary of State's office prior to the August 31, 2020 deadline.
LOT 8 Rebecca reported that the City had closed on the sale of Riverside
Horizons East lot 8 to NorthPointe Development.The City still owns over
20%of the land so there would be no changes.
MEETINGS Rebecca reported that the plan is to have two meetings a year.The
annual meeting in April and another meeting around November.
ADJOURNMENT Aaron Thatcher moved to adjourn the meeting at 4:26.
