REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 2, 2021
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 2, 2021,
Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Al Bowman, Nathan Cretsinger (by Zoom), Sal LoPorto, Dawn Cockrell, Jill
Hammond, and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and HR Manager
Amy Strough. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved to enter into closed session.
CLOSED @ 6:30 P.M. pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo
610.021(3) Hiring, firing, disciplining or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Hammond, Cretsinger, Cockrell and
Bowman.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Bowman moved at 6:45 p.m. to adjourn closed
CLOSED @ 6:45 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Cretsinger, Cockrell, Hammond, and
LoPorto.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Sal LoPorto, Al Bowman, Jill
Hammond, Aaron Thatcher, and Dawn Cockrell.
Alderman Nathan Cretsinger was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Engineer Travis Hoover, Police Chief Chris Skinrood, Public
Works Director Tom Wooddell, Finance Director Nate Blum, HR Manager Amy Strough, and
Fire Chief Gordy Fowlston. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cockrell, Bowman, and LoPorto.
Motion carried 5-0.
MINUTES OF 02-16-21 Alderman Thatcher moved to approve the minutes of the February
16, 2021 regular meeting, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cockrell, Bowman, and LoPorto.
Motion carried 5-0.
RESOLUTION 2021-020 Alderman Thatcher moved to approve Resolution 2021-020
Bill Pay authorizing the expenditure of funds for fiscal year 2020-2021
weeks ending February 19' and February 2611 in the amount of
$119,203.08, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cockrell, Bowman, and LoPorto.
Motion carried 5-0.
RESOLUTION 2021-021 Alderman Thatcher moved to approve Resolution 2021-021
ALM Drainage Easement accepting a permanent drainage easement from ALM Kansas
City, LLC, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cockrell, Bowman, and LoPorto.
Motion carried 5-0.
RESOLUTION 2021-022 Alderman Thatcher moved to approve Resolution 2021-022
McClure Task Order#4 approving task order number 4 with McClure, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cockrell, Bowman, and LoPorto.
Motion carried 5-0.
REGULAR AGENDA
RESOLUTION 2021-023 City Engineer Travis Hoover explained that this is an application
Stormwater Grant Program for grant funding to continue CIPP stormwater work in Indian Hills.
Alderman LoPorto moved to approve Resolution 2021-023
approving and endorsing application to the Platte County
Commission for funding under the Platte County Stormwater
Grant Program, funded by the county-wide dedicated Parks and
Recreation and Stormwater Quarter-Cent Sales Tax, second by
Alderman Cockrell.
Yes: LoPorto, Cockrell, Bowman, Thatcher, and Hammond.
Motion carried 5-0.
RESOLUTION 2021-024 Community Development Director Mike Duffy discussed the
Park Use — Sports Car Club request for the KCSCCA's Park Use Agreement #3. He outlined
the few changes the organization was requesting. Reuben
Samuels representative for KCSCCA shared the success from the
previous hosted events in the Horizons area and then discussed
the possible options for more events, expanded use area and cost
share of working on the track area. Following discussion of
questions and concerns, Alderman Thatcher moved to approve
Resolution No. R-2021-024 amending document to reflect the
March 281h event only, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cockrell, Bowman, and Hammond.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral reviewed COVID-19 update for
Platte County and our own staff. Vaccine availability was
discussed and the opening of the NorthPoint facility for Platte
County to administer vaccines. He also reported that COVID
testing is no longer a free service. An Upstream Story was shared
regarding Fire Marshal Keith Payne and the Fire Department
helping at Argosy with a flooding issue in their lobby from a broken
fire suppression pipe. Vice President of Operations, Greg
Personelli was very grateful for the help.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported that
grading plans have been received for the second phase of
Palisades. Work will begin soon, and construction should begin
later this summer.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose commented that through Facebook, Red X has
shown a picture and announced that they are building a new
store. We are very excited to see things happening in that area.
Things are beginning to open and I believe we need to look at
beginning that process as well. I also think we should consider
upgrades to the community center building, possibly moving some
things from the Community Center building to the old Public
Safety garage building. This is really something to look into. They
also want to begin having the groups back to play cards and begin
dances again, maybe in April 2021. The Riverside Chamber is
wanting to have their Loud and Local Event, set for June 1211, at
EH Young Park. They have many ideas to make this possible in
the large area and if the BOA has any opposition, let me know.
April and I will speak with the Platte County Health Department on
all issues but will plan on moving forward. The Platte County
Senior Fund has allocated funding to help Platte County seniors
over 60 years of age, who have signed up for a vaccine and need
transportation to the vaccination location. There is an
informational flyer that will be available in our lobby and you
should share this information with your neighbors.
BOARD OF ALDERMEN Alderman Bowman — Nothing to report.
Alderman Hammond — Nothing to report.
Alderman Thatcher— Nothing to report.
Alderman Cockrell — Nothing to report.
Alderman LoPorto — The vaccination site at NorthPoint was an
incredible operation today. One of our residents from Homestead
had been there volunteering all day and was clearly exhausted but
helping and doing a tremendous job. Assistant Chief Taylor was
there doing a great job. There is just incredible work by all,
neighbors, businesses, city staff, helping as needed, making sure
no shots are wasted.
Mayor Rose announced that Phillips Family Pharmacy is helping
with shots too. NorthPoint needs to be thanked profusely for their
efforts.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 8:04 p.m.,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, LoPorto, and Cockrell.
