The Board of Directors for Horizons Business Park Association met in session in the Board of Aldermen
Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri 64150.
Staci Bundy called the meeting to order at 4:04pm. Those in attendance were President Staci Bundy, 1"
Vice President Sal LoPorto and Treasurer Aaron Thatcher. Secretary Brent Miles joined by telephone.
Also present were City Administrator Brian Koral, Capital Projects& Parks Manager Noel Challis and
Administrative Support Rebecca Noble.
MINUTES No minutes were provided for the December 3, 2018 meeting.
Aaron Thatcher moved to table approving the minutes.

LANDSCAPE MAINTENANCE The board reviewed the bids from Signature Landscape, LLC and White
Lawn and Landscape, LLC. Noel pointed out that the bids were before
Horizons Business Park Association received their tax exempt status.
The bids included tax. White Lawn and Landscape's bid included the tax
in the final price whereas Signature Lawn and Landscape had the tax
separated. Staci asked about White Lawn and Landscape's reputation
and Brent indicated they have had no problems with them.
Aaron Thatcher moved to accept the bid from White Lawn and
Landscape if they will remove the sales tax.

FUTURE LANDSCAPE NEEDS The board discussed spending on landscaping needs. Aaron suggested
keeping expenses as low as possible. Sal and Brent indicated that they
would like to spend all available funds. No one is complaining of the
maintenance issues and it appears that people feel like they are getting
their money's worth. At this time no future landscape needs are
apparent.
INSURANCE Staci explained that the insurance was dropped because the insurance
company had the business park rated wrong. The insurance company
had rated the business park as an HOA. The board reviewed the two
quotes provided by Lockton. The business park does not hold land, does
not perform work and has no employees. The obelisk is currently
covered by the City's Insurance.The board would like to get additional
quotes. Staci asked if The City could carry insurance on the common
ground and the business park reimburse The City? Staci and Brent will
devote attention to the insurance issue.

FENCE SCREENING Noel showed a picture of the current mesh screen on the fence. Brent
thinks the original mesh was around 2007 and it may have been
replaced once. Rebecca explained the bids from Mac's Fence, Inc. and
Van's Fence, LLC. Brent indicated that it would be better to spend the
additional money and get the vinyl slats.
Aaron Thatcher moved to accept the bid from Mac's Fence for vinyl
slats.

BUDGET&ASSESSMENTS Brian provided a budget for 2019.The Board discussed 2019
assessments. Aaron asked if there was a requirement of when the
business park needs to notify the businesses of assessments. Brent
indicated that property management is asking when they will be
charging them for the assessments. The businesses perspective budgets
include the amounts for the assessments. The business park needs to be
sensitive to business owners and keep the assessments the same for
one more year.The business park also needs another year of operations
to be sure of the yearly expenses. The assessment is on the property not
the buildings. Rebecca will prepare the assessments.

OBELISK Noel showed pictures of the obelisk which appeared to be rusting and
have places where water may be pooling and draining causing damage.
Brent suggested having NSPJ, Gunter and North Point look at the obelisk
together. Noel will arrange this meeting.
TAXES Rebecca discussed having Bruce Culley prepare the taxes for the
business park. Since the business park is tax exempt the taxes are due
May 15tH
ANNUAL REGISTRATION The annual registration looks to be an easy form to complete. More
research will be done before the next meeting to see if this is something
that can be completed in house.
SIGNS There is interest in researching "stay out of the water signs". The
majority of the signs will be around the Taylor Memorial area.
NEXT MEETING The next meeting is set for May 21"at 4:00
ATTORNEY Brian asked if the board would like attorney Joe Bednar to continue to
represent the business park association. There was discussion of how
often the business park will need an attorney now that the tax situation
is rectified. It was suggested to have an attorney on an as needed basis.
Aaron indicated that the attorney used for the Community
Improvement District has been working out well. Brian will get the
numbers on the CID attorney.
