Minutes of Regulaz Meeting of Board of Aldermen of City of Riverside, Missouri October 21, 2003 A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on October 21, 2003 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Darata, Legaard, Super and Beard. Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Wylie Simpson, Matt Kitzi, Joe Bednaz and Ben Prell, City Attorney's office. Minutes, Sept. 9, 2003 Alderman Beard moved that the minutes of September 9, 2003 be approved, Approved as corrected, seconded by Alderman Looker, the vote was: Aye: Aldermen Burris, Dazata, Legaazd, Beazd and Looker. Abstain: Alderman Super. Motion carries. Minutes, Oct. 7, 2003 Alderman Dazata moved that the minutes of October 7, 2003 be approved, Approved seconded by Alderman Legaard, the vote was: Aye: Aldermen Legaazd, Burns, Dazata, Beazd, Super and Looker. Motion carries. Public Hearing Mayor Burch opened the Public Hearing at 7:50 p.m. to consider a Special Opened Use Permit in the Flood Hazard Area for McCray Lumber, 4400 NW Mattox Road to build a saw room. Public Hearing Alderman Beazd moved to continue the Public Hearing until November 18, continued until 2003, seconded by Alderman Super, the vote was: November 18, 2003 Aye: Aldermen Bums, Darata, Beard, Super, Legaard and Looker. Motion carries. Frank Weatherford Frank Weatherford, TranSystems discussed the breakdown of the TranSystems, discussed funding schedule (cost breakdown of the Gateway projects, i.e. the funding schedule Gateway, West Platte and Vandepopulier) and a schedule of activities and cost breakdown of the I-635 project. of various projects Joe Bednar said he was pushing for funding for MoDot at Jefferson City and Approval of Tax Increment Financing. Building Permit Alderman Beard moved to approve a building permit for Bob Wilson, 5548 for Bob Wilson NW Platte Road, request for remodel and to build a deck, seconded by 5548 NW Platte Rd Alderman Dazata, the vote was: Approved Mins. 10/21/03 Aye: Aldermen Darata, Burris, Super, Legaard, Beard and Looker. Motion carries. Building Permit Alderman Looker moved to approve a building permit for El Chaparral for El Chapparral spokesperson, Carmen Sigler, Damage Control and Restoration ,413 Division Approved Street, Kansas City, KS to remodel (12) dwellings destroyed by fire and minor roof repair, seconded by Alderman Beard, the vote was: Aye: Aldermen Beazd, Looker, Super, Legaazd, Burris and Dazata. Motion carries. Arlen Kleinsgorge, Arlen is guessing that 15-20% of the construction is complete on the new McGowan Gordon Public Safety Building and said the contingency money is nearly exhausted. Northwest Vivion Road, in front of the new Public Safety Building, will be open at the end of the month. Change Order No.6 Alderman Beard moved to approve Change Order No. 6 for the new Public for the new Public Safety Building at a cost of $3,842 for the public and private stone sewer due to Safety Bldg in the amt. conflicts with the existing utilities, seconded by Alderman Bun•is, the vote was: of $3,842, Approved Aye: Aldermen Dazata, Beazd, Super, Legaard, Looker and Bums. Motion carries. Mary Fowler Mary Fowler, 6411 N. Highland, Gladstone, Mo discussed with the board 6411 N. Highland the community center policy. She recommends changes, i.e. the six month Community Center factor for renting; she suggests one or two week ends a month be offered Policy discussion and the hiring of an officer for 200 people, she paid for two officers and told Captain Archibald a couple of days before the event she was going to have less than 200 attend and thought she should only have been chazged for one officer. The Captain told her it was too late, scheduling had been done. Ratifying Occu-Tees Alderman Legaazd moved to approve ratifying Occu-Tees contract in order to Contract, Approved have the Household Hazardous Waste disposed of by Angel Environmental, seconded by Alderman Darata, the vote was: Aye: Aldermen Beard, Super, Legaard, Looker, Bums and Dazata. Motion cazries. AIGNaIic Alderman Dazata moved to approve AIGNaIic as the employees deferred Employees deferred compensation plan (457), seconded by Alderman Burris, the vote was: Compensation plan (457), Approved Aye: Aldermen Dazata, Burris, Legaazd, Beazd and Super. No: Alderman Looker. Motion carries. Mies. 10/21/03 Bill No. 2003-98 Alderman Legaazd moved to place Bill No. 2003-98 on its first reading, said Bill Amend. Title II, Chapt amending Title II, Chapter 210 of the Municipal Code of the City of Riverside, 210 of the city code Missouri, by adding a new Section 210.325: Damage Destruction or theft of by adding a new Sect. Public Library Materials, seconded by Alderman Super, the vote was: 210.325: Damage Dest. or theft of Public Library Aye: Aldermen Super, Darata and Legaazd. Materials No: Aldermen Bums, Beazd and Looker. The vote being a 3-3 tie, the Mayor broke the tie, voting, Aye. Motion caries. Ordinance No 2003-98 Alderman Darata moved to place Bill No. 2003-98 on its second reading and Approved upon passage of same become Ordinance No. 2003-98, seconded by Alderman Super, the vote was: Aye: Aldermen Super, Darata and Legaard. No: Aldermen Beazd, Looker and Burris. The vote being a 3-3 tie, the Mayor broke the tie, voting, Aye. Motion carries. Bill No. 2003-103 Alderman Looker moved to place Bill No. 2003-103 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Dazata, the vote was: Aye: Aldermen Beard, Looker, Burris, Super, Darata and Legaazd. Motion carries. Ordinance No. 2003-103 Alderman Legaard moved to place Bill No. 2003-103 on its second reading, Approved and upon passage of same become Ordinance No. 2003-103, seconded by Alderman Super, the vote was: Aye: Aldermen Beard, Burris, Legaard, Super, Looker and Darata. Motion carries. Bill No. 2003-104 Alderman Beard moved to place Bill No. 2003-104 on its first reading, said Bill Author. the city to authorizing the City of Riverside, Missouri to employ Sylvia Partridge as a part- Employ Sylvia Partridge time employee to monitor activities at the Riverside Community Center and the as a part time Comm. salary for this position be at $8.00 per hour with no employee benefits being Ctr employee paid, with the exception of FICA, seconded by Alderman Burris, the vote was: Approved Aye: Aldermen Bums, Legaard, Beard, Darata, Looker and Super. Motion carries. Minn. 10/21/03 Bill No. 2003-105 Alderman Darata moved to place Bill No. 2003-105 on its first reading, said Bill Ratifying the appt. ratifying the appointment of Al Bowman to the Planning and Zoning Comm. of Al Bowman to the to a four year first term, expiring October 21, 2007 as citizen representative P&Z Comm. from Ward I and the appointment of Alderman Jatona Looker as the Boazd of Approved Alderman Representative, seconded by Alderman Super, the vote was: Aye: Aldermen Super, Darata, Legaard, Beazd and Burris. Abstain: Alderman Looker. Motion carries. Ordinance No. 2003-105 Alderman Legaard moved to place Bill No. 2003-105 on its second reading, Approved and upon passage of same become Ordinance No. 2003-105, seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Darata, Burris, Legaazd and Beazd. Abstain: Alderman Looker. Motion carries. Aldermen comments Alderman Legaazd said a resident called and complained about no parking on the streets. Recess A brief recess was called at 9:00 p.m. Reconvened The Mayor and boazd answered to roll call at 9:10 p.m Motion for Closed Alderman Beard moved that the meeting go into closed session, pursuant to Session RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Dazata, and the vote was: Aye: Alderman Beard, Darata, Bums, Super, Looker and Legaard. Motion Carries. Motion for Open Alderman Legaard moved that the meeting go into open session at Session seconded by Alderman Dazata, and the vote was: Aye: Alderman Burris, Looker, Darata, Legaazd, Beard and Super. Motion Carries. Mayor's comment Mayor Burch said Argosy's new addition will not be opening until January.
