Boazd of Aldermen of City of Riverside, Missouri
November 11, 2003
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on November 11, 2003 at 6:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burns, Looker, Dazata, Legaazd, Super
and Beard.
Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Wylie
Simpson, Matt Kitzi, John McClelland and Ben Prell, City Attorney's office.
Frank Weatherford Frank presented a drawing to the board showing I-635 connecting with 9
TranSystems, Highway. The drawing had two options and the board preferred Option 2,
presentation Vandepopulier to the West. Property access was considered. The idea is
to extend the Industrial azea road, NW Platte Valley across the drainage azea
by Hydro Conduit and provide access off Mattox (proposing two (2) lanes)
to access the eastern part of the property. TranSystems is not proposing
the city do this, they're just giving ideas. As development occurs, access
easements will be given if certain pieces of land get split.
It may difficult to access the property off of Vandepopulier Road. If Mattox
Road has an overpass, access grades would be 8% up and down, the dirt slopes
fairly steep and the slope limits would include McCray's. Part of the land would
be taken because of the slope. Bob Varker owns thirteen (13) acres and has this
for sale, asking $2.75 a square foot.
MoDot probably would not provide access west bound. An extra span would
need to be added to the overpass so traffic can get under the Vandepopulier
bridge over the railroad.
Frank showed the boazd a sample of the wall for upper NW Gateway and W.
Platte Road. The letter from Affinis (design of W. Platte Road's up and over)
is with the Corps of Engineers for their approval. Kansas City will not have to
be involved in the W. Platte Road project. The plans from TranSystems and the
easements from Briarcliff Associates should go to MoDot this week. Sealed
bids for West Platte will be received at the city on December 12`s. The gap on
West Platte needs to be closed by July ls`. A statement in the contract will say
(2) two lanes will be open (1) one lane in each direction at all times while the up
and over is being built. The completion time date in the contract is (120) one
hundred twenty days.
David asked the timeline to get the I-635 Interchange for the new development
and to pull the ttaflic from the development for a place to go (reliever). Frank
said MoDot must be convinced there's a traffic problem. A meeting will occur a
week from Friday showing this and the report for the access as Route 9 needs
something done and willing to build as shown to relieve congestion of traffic,
even with normal growth.

Letter Agreement from Alderman Dazata moved to approve the Letter Agreement from TranSystems for
TranSystems, Approved additional services for West Platte Road Street Improvements in the amount of
$9,772 to include staking ofproposedright-of--way (drive nail next to lathe),
seconded by Alderman Looker, the vote was:
Aye: Aldermen Super, Darata, Bums, Legaazd, Beazd and Looker.
Motion carries.
Time Warner's Alderman Beard moved to approve Time Warner's relocation cost of $82,407.00
relocation cost for the upper NW Gateway project, seconded by Alderman Looker, the vote
was:
Aye: Aldermen Dazata, Burris, Legaard, Beazd, Looker and Super.
Motion carries.
Recess A brief recess was called at 8:00 p.m.
Reconvened The Mayor and board answered to roll call at 8:15 p.m.
Bill No. 2003-108 Alderman Dazata moved to place Bill No. 2003-108 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Legaard, the vote was:
Aye: Aldermen Beard, Looker, Burris, Super, Darata and Legaard.
Motion carries.
Ordinance No. 2003-108 Alderman Looker moved to place Bill No. 2003-108 on its second reading,
Approved and upon passage of same become Ordinance No. 2003-108, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Burris, Legaard, Super, Looker, Darata and Beard.
Motion carries.
Bill No. 2003-109 Alderman Beard moved to place Bill No. 2003-109 on its first reading,
Authorizing the said Bill authorizing the City of Riverside, Missouri, to employ Terry Goodrich
employment of Terry as the fmancial officer for the City of Riverside, Missouri and the salary for this
Goodrich as the position is $42,000 annually plus full benefits with a work test period of six
Finance Officer (6) months and the start date to be Monday, November 24, 2003, seconded by
for the city Alderman Burns, the vote was:
Aye: Aldermen Looker, Burns, Super, Darata, Beazd and Legaazd.
Motion carries.
Ordinance No. 2003-109 Alderman Legaard moved to place Bill No. 2003-109 on its second reading,
Approved and upon passage of same become Ordinance No. 2003-109, seconded
by Alderman Looker, the vote was:
Aye: Aldermen Burris, Legaard, Super, Looker and Darata and Beard.
Motion carries.

The City Clerk left at 8:45 p.m.
Motion for Closed Alderman Beazd moved that the meeting go into closed session, pursuant to
Session RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate
and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman
Dazata, and the vote was:
Aye: Alderman Beazd, Darata, Burris, Super, Looker and Legaazd.
Motion Carries.
Motion for Open Alderman Legaard moved that the meeting go into open session at
Session seconded by Alderman Darata, and the vote was:
Aye: Alderman Burris, Looker, Darata, Legaard, Beard and Super.
Motion Carries.
Adjournment By unanimous decision, the meeting adjourned at 9• p.m.
