HomeMy WebLinkAbout2003-11-18Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri November 18, 2003 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on November 18, 2003 at 6:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Darata, Legaard, Beazd and Super. Also present were, David Blackburn, Louise Rusick, City Clerk, Chief Wylie Simpson, Matt Kitzi, and Ben Prell, City Attorney's office. Speakers,Wayne Snyder, The Riverside Chamber of Commerce and subcommittee the Bonnie Brown, Tim & Cindi (Economic Development Council), asked about the city preparing a Rice and Catherine Haskins, master plan for the city's future developers, public relations, etc. They would like information gathered as to how the Chamber can work with the city and develop an economic development plan. Alderman Beard suggested "one central location" (GIS) Geographic Information System) is needed to obtain all this information. Catherine Haskins, Corporate Communications stated there will be a new website for the city in the very neaz future and there will be "one stop" for information, i.e. mapping, on line forms, business owners, physical structure, demographics, etc. Ms. Haskins said they would work with Brent Miles, Community Development Coordinator on the "tools" to get the word out. Catherine also said the Wall Street Journal has the "Riverside" story. Alderman Looker moved to approve the city to form a joint group with the Riverside Area Chamber of Commerce Economic Development Council to develop a master plan for the city's future, seconded by Alderman Legaard, the vote was: Aye: Aldermen Legaard, Looker, Darata, Beard, Bums and Super Motion carries. Jeremiah Finnegan, Finnegan Mr. Finnegan spoke to the boazd about the water rate increase case Comad, Peterson speaks to the stating he has a witness for the case. He said at the last water rate case Board "single tariff pricing was dismissed" and now there is "district specific pricing", solely the cost of Platte County. Now, all customers pay the same because there's no definition of classes. The next hearing dates aze set for December 15, 22, 23, January 5`" and 9`s. He should not have to attend all the hearings. The estimated amount for the defense needed is $15,000. Alderman Looker asked how many cases he had won for the city. He only mentioned "one" the last one when "single tariff pricing" was dismissed. He said it was difficult to say on others as the case takes several hearings. St. Joseph has joined with the city. No action was taken at this time. Mins. 11/18/03 1 KCATA representative Mazk Swope, Kansas City Area Transportation Authority was present Mazk Swope speaks to to speak to the board regazding the contract with the city for bus service the board about bus that is about to expire. Mr. Swope said there aze no changes to the service in the city the contract amount of $15,000. Twenty to twenty-five people ride the bus in Riverside and atwelve-passenger bus is utilized. Resident from the Cliff Teresa Fox, resident at the Cliffview Apartments spoke to the boazd view Apartments, speaks about the bus route. She would like the bus route to include the apartments and nursing homes to accommodate the disabled. Mr. Swope estimates the cost for this would be about $8-9,000 more annually. Mayor Burch said this would be taken under advisement during the planning for the next fiscal year's budget. Public Hearing continued Mayor Burch continued the Public Hearing from October 21s` regarding at 8:03 p.m. McCray Lumber, 4400 NW Mattox Road to consider a Special Use Permit in the Flood Hazazd Area to build a saw room. Comments Brent Miles, Community Development Coordinator said there would be no excavations to occur and this is in the levee critical zone, and asked the fees to be waived because of the tornado in May. Public Hearing closed As there were no other comments, Mayor Burch closed the Public at 8:06 p.m. Hearing at 8:06 p.m. Special Use Permit Alderman Looker moved to approve a Special Use Perrnit for McCray for McCray Lumber Lumber, 4400 NW Mattox Road in the Flood Hazard Area to build a to build a saw room, Approved saw room, seconded by Alderman Legaard, the vote was: Aye: Aldermen Burris, Darata, Super, Legaazd, Beard and Looker. Motion carries. Building Permit for Alderman Looker moved to approve a Building Permit for Bill Bill Hanshaw, 4415 NW Hanshaw, 4415 NW Indian Lane to build a sunroom, seconded by Indian Lane, Approved Alderman Super, the vote was: Aye: Aldermen Super, Legaazd, Beard, Looker, Burris and Dazata. Motion carries. Tom Woods, T.E. Woods Const. Tom Woods, T.E. Woods Construction company spoke to the board Spoke to the board about about building single family homes at Gate Woods LLC (5 models shown) to Planning and Zoning, which they did approve. He would like to come to the Planning and Zoning Commission and Boazd of Aldermen one time only and is asking the zoning code to be changed. Mins. 11/18/03 2 i He has complied all the data and has applied to FEMA for a map Revision stating FEMA has aninety-day review period. Mr. Woods said he would not request any permit from the city that's in the floodway. He is now working on a contract to present to the city for the boazd's review. Section 435.4 of the city's municipal code would need to be revised. He invited the boazd to tour his subdivisions. Heritage at Piper Estates is a current project. Independence Noland Estates is down to 8-10 lots and he has built most of the homes there. He has built in Jackson, Johnson and Wyandotte County. The smallest home is over 1,500 square feet and Subdivision and Homes Association regulations will apply. There will be vinyl siding on the homes and they will be conveyed as "fee simple title". He said he was chosen in 1995 as the "Builder of the Year" in Kansas City and has received a merit award. Brent, Jim and John will review building permits. The board of aldermen will review the options. Minutes, Nov. 4, 2003 Alderman Beard moved that the minutes of November 4, 2003 be Approved approved as corrected, seconded by Alderman Super, the vote was: Aye: Aldermen Legaazd, Burris, Dazata, Beazd, Super and Looker. Motion carries Argosy to use Argosy will use the E.H. Young's parking lot on December 10`s and E.H. Young's parking lot December 14s' from 2 p.m. through 9 p.m for their grand opening There will be security officers and the city's officers present. W. Platte Bridge discussion Mayor Burch said the Corps of Engineers was going to close the W. Platte Bridge, but now the bridge is going to stay in place. ESI will design the bridge at a cost of $2 million and the city would pay for this. RFQ's for the NW Vivion Rd Alderman Beard moved to approve the city publishing a notice for Project, Approved Request for Qualifications for the NW Vivion Road project (the design of the reconstruction and widening NW Vivion Road from the Line Creek Bridge to US 169, seconded by Alderman Super, the vote was: Aye: Aldermen Super, Darata, Burris, Legaazd, Beard and Looker. Motion can•ies. Recommendation Alderman Looker moved to approve the city hiring Louis Milton Sill to hire Louis Sill, PS as a full time Public Safety Dispatcher at $26,500 annually with full Dispatcher benefits and start date of December 3, 2003 and cone-yeaz test period, Approved seconded by Alderman Darata, the vote was: Aye: Aldermen Legaard, Beard, Looker, Darata, Super and Bums. Motion carries. An Ordinance will be presented for approval at the next board meeting. Mins. 11/18/03 3 Pack 330, Boy Scouts Alderman Looker moved to approve the Boy Scouts, Pack 330 to use to use the Community the Community Center gym and kitchen on January 31 for the Pine Center, Approved Wood Derby and February 28`s for the Banquet for no fee, seconded by Alderman Dazata, the vote was: Aldermen Looker, Beard, Darata, Super, Bums and Legaazd. Motion carries. Bill No. 2003-110 Alderman Beard moved to place Bill No. 2003-110 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Legaard,the vote was: Aye: Aldermen Darata, Burns, Legaazd, Beard, Super and Looker. Motion carries. Ordinance No. 2003-110 Alderman Darata moved to place Bill No. 2003-110 on its second Approved reading, and upon passage of same become Ordinance No. 2003-110, seconded by Alderman Burris, the vote was: Aye: Aldermen Super, Darata, Bums, Legaard, Beard and Looker. Motion carries. Bill No. 2003-111 Alderman Beard moved to place Bill No. 2003-111 on its first reading, Authorizing the Mayor said Bill authorizing the Mayor to enter into a contract with the Kansas to enter into a contract City Area Transportation Authority to provide bus service through the with the KCATA, Approved city at a cost of $15,000 from January 1, 2004 through January 31, 2004, seconded by Alderman Looker, the vote was: Aye: Aldermen Burns, Super, Darata, Legaard, Beard and Looker. Motion carries. Ordinance No. 2003-111 Alderman Darata moved to place Bill No. 2003-111 on its second Approved reading, and upon passage of same become Ordinance No. 2003-111, seconded by Alderman Burris, the vote was: Aye: Aldermen Beazd, Looker, Bums, Super, Darata and Legaazd. Motion carries. Recess A brief recess was called at 9:15 p.m. Reconvened The Mayor and board answered to roll call at 9:30p.m. The City Clerk left at 9:30 p.m. Motion for Closed Alderman Dazata moved that the meeting go into closed session, Session pursuant to RSMo 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Looker, and the vote was: Mins. 11/18/03 4 Aye: Alderman Beazd, Dazata, Burris, Super, Looker and Legaazd. Motion Carries. Motion for Open Alderman Legaard moved that the meeting go into open session at Session seconded by Alderman Darata, and the vote was: Aye: Alderman Burris, Looker, Darata, Legaazd, Beard and Super.
