Boazd of Aldermen of City of Riverside, Missouri
December 2, 2003
A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on December 2, 2003 at 7:30 p.m.
Those in attendance were Mayor Betty Burcb, City Administrator, Aldermen Burris, Looker,
Darata, Legaazd, Super and Beard.
Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Wylie
Simpson, John Jackson, City Engineer, Brent Miles, Planning & Zoning and Community Development
Coordinator and Matt Kitzi, City Attorney's office.
Minutes, Nov. 11, 2003 Alderman Burris moved that the minutes of November 11, 2003 be approved
Approved seconded by Alderman Legaazd, the vote was:
Aye: Aldermen Dazata, Beard Legaard, Burris, Super and Looker.
Motion carries.
Minutes, Nov. 18, 2003 Alderman Beard moved that the minutes of November 18, 2003 be approved
Approved seconded by Alderman Super, the vote was:
Aye: Aldermen, Beard, Legaard, Bums, Super Darata and Looker.
Motion carries.
Change of Use Permit Alderman Legaard moved to approve a Change of Use Permit for Pro Logis
for 4104 NW Riverside ,

Building Permit Alderman Beard moved to approve a Building Permit for Winston Peeler

Change Orders #9&10 Alderman Bums moved to approve Change Order # 9 in the amount of $8,600
For the new Public and Change Order #10 in the amount of $19,947 for the new Public Safety
Safety Bldg., Approved seconded by Alderman Looker, the vote was:

Jason Allen appointed Alderman Looker moved to approve the appointment of Jason Allen as a

Municipal Court Report Alderman Darata moved to approve the November Municipal Court Report
Approved seconded by Alderman Looker, the vote was:

Alderan Super's Alderman Super asked David about the cost ($300.00) for the battery operated
Comment lift from (Nalco) for Public Works. David said there was a mis-understanding,
the chazge was $300.00 a week.
Bill No. 2003-113

Chief Simpson's Public Safety Officer Doug Poindexter submitted a letter of resignation.

Senior Citizen's Chief Simpson invited the Mayor, Board of Aldermen and City employees
Annual Dinner to the eighteenth annual Senior Citizens Holiday dinner on Monday, December
December 8th 8m at noon to be held at the Community Center. Chief Simpson said there were
one hundred ninety-two attendees last yeaz.
Mayor Burch's Mayor Burch said some of the Apartment Managers attended the meeting here
comments at city hall recently in an effort to try to gain their support for the Missouri
American Water Rate increase case at a defense cost of $15-20,000. Mayor
Burch said she as some commitments already.
Aldermen's comments Alderman Burris asked about Nash gas rebuilding. It was said he needs to
build 3' above the flood level.
Alderman Burns asked if the employees social security numbers could be
removed from the paycheck stubs.

Alderman Beazd asked that the curbing in the parking lot be checked. It is 8"
lower than the pavement and this is a safety issue.
Recess A brief recess was called at 8:15 p.m
Reconvened The Mayor and board answered to roll call at 8:28 p.m
Motion for Closed Alderman Legaazd moved that the meeting go into closed session, pursuant to
Session RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate
and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman
Beazd, and the vote was:
Aldermen Beazd, Dazata, Bums, Super, Looker and Legaazd.
Motion carries.
