Public Comments - Members of the public may address exclusively the Mayor and members of the Board of
Aldermen during Public Comments ONLY. This Public Comments time is reserved for citizen comments
regarding agenda and non-agenda items. However, any item not listed on the agenda will be taken under
advisement. Public comment on any agenda item which has a Public Hearing should be reserved until the
Public Hearing is opened and comments on such item will be taken at that time. Each speaker is limited to 5
minutes.
LEGISLATIVE SESSION
1. First Reading: Bill No. 2021-009: AN ORDINANCE RATIFYING THE CERTIFICATION OF
THE APRIL 6, 2021 ELECTION RESULTS RECEIVED FROM THE PLATTE COUNTY
BOARD OF ELECTION COMMISSIONERS. Point of Contact: City Clerk Robin Kincaid.
a. Communication from Mayor and Board of Alderman.
b. Swearing in of the newly elected officials.
c. Short Break then seating and roll call with new members.
2. Motion to appoint a Board President Pro Tem for a one-year term.
3. Public Hearing on the City's Separate Storm Sewer Systems (MS4) state operating permit
for 2021 through 2026 — Capital Projects & Parks Manager Noel Challis Bennion.
4. CONSENT AGENDA
All matters listed under the Consent Agenda are considered to be routine by the Board of Aldermen and will be
enacted by one motion to approve the Consent Agenda as presented There is no separate discussion of these
items. The Mayor or a member of the Board of Aldermen may request that any item be removed from the
Consent Agenda for discussion or explanation. If removed, it will be considered separately following approval of
the remaining items on the Consent Agenda. No motion is required to remove an item from the Consent Agenda.

REGULAR AGENDA
1. Public Hearing: Public hearing to consider a Preliminary Plat for land generally described
as a tract of land south and west of 3950 NW Van de Populier, in the City of Riverside,
Missouri.
a) Firs Reading: Bill No. 2021-010: AN ORDINANCE APPROVING THE
PRELIMINARY/FINAL PLAT FOR THE RIVERSIDE SMALL LOT SUBDIVISION, A
SUBDIVISION IN THE CITY OF RIVERSIDE, PLATTE COUNTY, MISSOURI. Point
of Contact: Community Development Director Mike Duffy.
5. First Reading: Bill No. 2021-008: AN ORDINANCE AMENDING THE MUNICIPAL CODE TO
REPEAL PARK BOARD MEMBER TERM LIMITS. Point of Contact: Parks Manager Noel
Challis Bennion.
6. First Reading: Bill No. 2021-011: AN ORDINANCE AMENDING THE MUNICIPAL CODE
REGARDING THE PUBLIC SAFETY SALES TAX. Point of Contact: City Administrator
Brian Koral.
7. First Reading: Bill No. 2021-012: AN ORDINANCE APPROVING FINAL PAYMENT FOR
HORIZONS VI INFRASTRUCTURE REIMBURSEMENT AND 2021 MDA PAYMENT IN
ACCORDANCE WITH THE TERMS OF THE SIXTH AMENDMENT TO THE MDA
BETWEEN THE CITY, RIVERSIDE HORIZONS, LLC, NORTHPOINT DEVELOPMENT,
LLC AND HORIZONS INDUSTRIAL VI, LLC AND THE TERMS OF THE AMENDED AND
RESTATED MDA BETWEEN THE CITY, RIVERSIDE HORIZONS, LLC AND
NORTHPOINT DEVELOPMENT, LLC. Point of Contact: Finance Director Nate Blum.
8. R-2021-035: A RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS OUT OF
THE CITY TREASURY OF THE CITY OF RIVERSIDE FOR FISCAL YEAR 2020-2021
WEEKS ENDING APRIL 9TH AND APRIL 16TH IN THE AMOUNT OF $286,345.11. Point of

9. R-2021-036: A RESOLUTION APPROVING A PARK USE AGREEMENT WITH SJR

1. Motion to enter into CLOSED SESSION for the following matters:
610.021(1) Legal actions, causes of action or litigation involving a public governmental body and any
confidential or privileged communications between a public governmental body or its representatives and
its attorneys
610.021 (2) Leasing, purchase, or sale of real estate by a public governmental body where public
knowledge of the transaction might adversely affect the legal consideration therefore
610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information
about the employee is discussed
610.021(9) Preparation, including discussion and work product of a public governmental body for
negotiations with employee groups
610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to
employee or applicant for employment
610.021 (18) Operational guidelines, policies and specific response plans developed, adopted, or
maintained by any public agency responsible for law enforcement, public safety, first response, or public
health for use in responding to or preventing any critical incident which is or appear to be terrorist in
nature and which has potential to endanger individual or public safety or health. When seeking to close
information pursuant to this exception, disclosure would impair the public governmental body's ability to
protect the security or safety and nondisclosure outweighs the public interest in disclosure of the records
