BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Monday, April 5, 2021
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, Monday, April
5, 2021.
Mayor Rose called the meeting to order at 5:51 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Al Bowman, Nathan Cretsinger, Sal LoPorto, Dawn Cockrell, Jill Hammond,
and Aaron Thatcher.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Police Chief Chris
Skinrood, and HR Manager Amy Strough. Also present was Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved to enter into closed session.
CLOSED @ 5:51 P.M. pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo
610.021(3) Hiring, firing, disciplining or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cockrell, Bowman, Cretsinger, and
LoPorto.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with action taken, second by Alderman Cockrell.
Yes: Thatcher, Cockrell, Bowman, Cretsinger, Hammond, and
LoPorto.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Sal LoPorto, Al Bowman, Jill
Hammond, Aaron Thatcher, Nathan Cretsinger, and Dawn Cockrell.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Engineer Travis Hoover, Police Chief Chris Skinrood, Finance
Director Nate Blum, HR Manager Amy Strough, Fire Chief Gordy Fowlston, Parks Manager
Noel Challis Bennion, and IT Manager Jason Ketter.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT Jeff Goodwin, 4380 Belgium Blvd, Riverside, Missouri is an owner
of Complete Home Concepts approached the Board to request for
help with thefts and attempted thefts that are occurring at and
around their place of business, even during the day. He gave
many examples and asked for more police presence. He was
thanked by the Mayor and Board for bringing this to our attention,
supplying the video and that we can get a plan of action to help.
PROCLAMATION Mayor Rose read the proclamation for Annual Start by Believing
Day, April 7, 2021, and Molly Dillon from MOCSA was present to
receive the proclamation.
CONSENT AGENDA Alderman Cretsinger moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Thatcher, Cockrell, LoPorto, and
Bowman.
Motion carried 6-0.
MINUTES OF 03-16-21 Alderman Cretsinger moved to approve the minutes of the March
16, 2021 regular meeting, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Thatcher, Cockrell. LoPorto, and
Bowman.
Motion carried 6-0.
MINUTES OF 03-24-21 Alderman Cretsinger moved to approve the minutes of the March
24, 2021 special meeting, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Thatcher, Cockrell, LoPorto, and
Bowman.
Motion carried 6-0.
MINUTES OF 03-29-21 Alderman Cretsinger moved to approve the minutes of the March
29, 2021 special meeting, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Thatcher, Cockrell LoPorto, and
Bowman.
Motion carried 6-0.
MINUTES OF 03-30-21 Alderman Cretsinger moved to approve the minutes of the March
30, 2021 special meeting, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Thatcher, Cockrell, LoPorto, and
Bowman.
Motion carried 6-0.
RESOLUTION 2021-029 Alderman Cretsinger moved to approve Resolution 2021-029
Bill Pay authorizing the expenditure of funds for fiscal year 2020-2021
weeks ending March 29'h, March 2611, and April 2ND in the amount
of $144,002.16, second by Alderman Hammond,
Yes: Cretsinger, Hammond, Thatcher, Cockrell, LoPorto, and
Bowman.
Motion carried 6-0.
RESOLUTION 2021-030 Alderman Cretsinger moved to approve Resolution 2021-030
Purchase Training Equip.- Fire authorizing the purchase of a forcible entry training simulation
door from East Coast Rescue Solutions, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Thatcher, Cockrell, LoPorto, and
Bowman.
Motion carried 6-0.
RESOLUTION 2021-031 Alderman Cretsinger moved to approve Resolution 2021-031
Purchase Ammunition - Police authorizing and approving the purchase of ammunition form Gulf
States Distributors in an amount not to exceed $14.092.00 off the
State of Missouri Cooperative Purchase Contract, second by
Alderman Hammond.
Yes: Cretsinger, Hammond, Thatcher, Cockrell, LoPorto, and
Bowman.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose announced the public hearing remained open from
Preliminary Plat the previous meeting to consider a Preliminary Plat for land
generally described as a tract of land south and west of 3950 NW
Van de Populier, in the City of Riverside, Missouri.
Mayor Rose requested a motion from the Board to continue the
Public Hearing to April 20, 2021.
Alderman Thatcher moved to continue the public hearing to April
20, 2021, second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Bowman, LoPorto, Hammond, and
Cockrell.
Motion carried 6-0.
BILL NO. 2021-008 City Clerk Robin Kincaid requested that Bill 2021-008 be pulled
the agenda and will be brought back at the April 20th regular
meeting.
RESOLUTION 2021-032 Community Development Director Mike Duffy reviewed the bid
Award Wayfinding Project for the Wayfinding Sign Project from Star Signs, LLC and that it
came in over budget, he then offered options for this overage.
Discussion of Board and staff was held.
Alderman Thatcher moved to approve Resolution 2021-032
awarding the bid for the 2021 Wayfinding Sign Project and
approving the agreement between the city and Star Signs, LLC for
the project up to $68,000, the budgeted amount, complete all trail
signage in the bid and three street signs as staff determines,
recommends, and Board approves, second by Alderman
Cretsinger.
Yes: Thatcher, Cretsinger, Cockrell, Hammond, LoPorto, and
Bowman.
Motion carried 6-0.
RESOLUTION 2021-033 City Administrator stated that this is the system to replace security
Award Access Control Project video and access control here at City Hall and Public Safety
Complex, replace camera systems at Renner Brenner and E.H.
Young Parks, and add access control and cameras to Public
Works and the Community Center.
Alderman Thatcher moved to award the City Complex Video and
Access Control Project to Kenton Brothers Locksmiths,
Incorporated, and approving the agreement for such project,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto Bowman, Hammond, Cockrell, and
Cretsinger.
Motion carried 6-0.
RESOLUTION 2021-034 City Administrator stated that this is the agreement to formally
Architectural Services - WSKF move the Public Safety Renovation Project into the design phase.
The timeline is to get the project out to bid this fall and
construction beginning before the end of the year.
Alderman Cretsinger moved to approve an agreement for
architectural services with WSKF, Inc., second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Cockrell, LoPorto, Bowman, and
Thatcher.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral reviewed COVID-19 update for
Platte County and our own staff. He also reported that there are
more mass vaccine clinics by PCHD planned at the Riverside
facility. An Upstream Story was shared from Chief Chris Skinrood
regarding outstanding work by Communications Department Mary
Ellen Hendren and Johnna Wilcox. Tomorrow is election day so
don't forget to vote.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Nate Blum explained that Alderman Thatcher is a
signor on our checking account and since is not running for re-
election, there is a need for a volunteer from the Board. Following
discussion Alderman Cockrell volunteered to fill the spot.
FIRE Nothing to report.
POLICE Police Chief Chris Skinrood commented that it was unfortunate
Mr. Goodwin had left the meeting, so he could have heard this
update. He has a unique situation although, it is unique to several
other businesses in that area. There has been a rash of catalytic
converter thefts totaling 8 in just the Horizons area now. Industrial
parks and casinos are being targeted. He explained the process
and that the thieves have it to a very brief timeframe leaving
Police little to no response time to the reported incidents.

Discussion of possible options was held. He also reported that
the next mass vaccination event is planned for April 16th in
Horizons for PCHD.
PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Hoover reported that there will be a meeting in two
weeks.
MAYOR'S DISCUSSION Mayor Rose was excited to report that the Easter Egg Hunt went
very well, and people were so happy to be out, meeting together,
and attending an event again. I want to thank Jason Ketter, Lori
Boji, Nancy Harper and all the Fire Department for helping get all
4,000 eggs out. It went quickly but I am guessing over half of
them stayed much longer to play and enjoy the day, it was very
heartwarming to see. The Easter Bunny was present and popular.
Remember to get out and vote tomorrow.

Alderman Cretsinger— I want to thank Mike Duffy for responding
to me about the sidewalks issue in Montebella. Duffy explained
the email received and gave a brief update.

Alderman Hammond — Nothing to report.

second by Alderman Hammond.
