Minutes of Regulaz- Meeting of
Board of Aldermen of City of Riverside, Missouri
December 16, 2003
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
- City Hall, of Riverside, Missouri, on December 16, 2003 at 6:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Darata, Legaard, Beard
and Super.
Also present were, David Blackburn, Louise Rusick, City Clerk, Chief Wylie Simpson, Brent
Miles, Community Development and Planning and Zoning Coordinator, Matt Kitzi and B.en Prell, City
Attorney's office.
Pete Fullerton Pete Fullerton, the Platte County Economic Development Council is working
with the Economic in conjunction with the Riverside Area Chamber of Commerce regarding the
Development Council importance of the city's website. All data and information from the city is
speaks needed for the website. Platte County has a packaged website which tracks web
trims over 20,000 user sessions. Marketing has been done to promote the
website and everything is up to date as much as possible.
Catherine Haskins. Catherine Haskins, Corporate Communications said the city's website must be
Corporate Communi- kept up to date. Catherine distributed a pamphlet to the boazd showing what the
ctions, speaks city's website will look like. This is a preliminary design and will reflect back
to "Riverside Build On It". This is a significant investment and they would like
to have it all completed by July 2004. The estimated cost is $78,000,
programming being the majority of the cost. Approximately one-eighth is
design, one-third will be Corporate Communications gathering information and
the balance is programming. The proposal is for sixty-three (63) pages at
approximately $1,240 per page with one (1) domain name. Fusion Solutions
will do the actual programming. The Mayor and board will review the
information and this matter will be discussed again in January.
Tom & Shawn Tom and Shawn Woods, T.E. Woods Construction spoke to the board about a
Woods, T.E. Woods proposal to build 9-10 homes at the Gate Woods Development site. Mr. Woods
presentation desire is to eliminate the idea to return to the board every time he wants a
building permit. The FEMA issue is not yet resolved, there is a one hundred
twenty (120) day comment period. Construction Engineering Services would
complete the plot plan. Mr. Woods presented a power point presentation of the
homes proposed. Mr. Woods said he would not ask for a permit on an affected
lot. Lots 19-32 and 34-36 are not affected on the floodway map, (these can be
built upon). Mr. Woods will buy all residential lots and vacant ground to the
West from Gate Woods Development.
A Public Hearing will be held on Thursday, January 8, 2004 with the Planning
and Zoning Commission and on January 20, 2004 with the Board of Aldermen
to consider Amending Ordinance 2002-68 regarding the Planned District,
commonly known as Gate Woods Subdivision.

Patti Banks & Assoc. Steve Rhodes, Carol Le'Chevin gave a power point presentation on the master
Master street scape plan stteetscape plan for W. Platte Road and the north and south end of Gateway, (two
Discussion sections). This will be a four (4)-lane road on West Platte with a median and
narrow right-of--way. On West Platte Road, 5 feet behind the sidewalk is
allowed for landscaping. At some locations, utilities are in conflict with
landscaping. The North end of Gateway will have three (3) lanes with a middle
turn lane. The right-of--way has 8-9' of utilities on each side. Low vegetation
will be placed where there are utility conflicts. The West Platte and Gateway
monument sign will be limestone. The master plan will have a recommended
list of plant material.
At the Gateway and Vivion Road intersection there will a fountain 8-10 feet
high backed by a monument.
Change of Use Permit Alderman Looker moved to approve a Change of Use Permit for Becky
For "Inside Baseball " DeNault, Prologis applicant for "Inside Baseball ", 224 NW Business Park Lane,
Approved to operate a business as an indoor recreational facility housing baseball
equipment including batting cages for winter use by Maple Woods Community
College baseball teams seconded by Alderman Beard, the vote was:
Aye: Aldermen Darata, Bums, Legaard, Beard, Looker and Super.
Motion carries.
Building Permit Alderman Looker moved to approve a building permit at 5102 N. Belton Court
5102 N. Belton Ct. for JoAnne Nero, Aristocrat Homes, Parkville, Mo at for a single family home,
- Aristocrat Homes seconded by Alderman Super, the vote was:
Approved
- Aye: Aldermen Burris, Legaard, Beard, Looker, Super and Darata.
Motion carries.
JoAnne made a comment to the board saying the city has a long process to
obtain building pemtits.
Building Permit Alderman Beard moved to approve a building permit for Jeanette Ruby, 109 Hill
4703 NW Gower Lane, Kearney, Mo for the location at 4703 NW Gower to repair a single family
Jeanette Ruby, home damaged from the May tornado, seconded by Alderman Legaard, the vote
Approved was:

Motion carries.
Building Permit Alderman Legaard moved to approve a building permit for Lesa Parson, Central
4437 NW Gateway States Mortuary and Crematory to replace the gas line, take the wall down and
Central States Moriuazy replace and cut a hole in the roof to install a new crematory oven (two (2)
Approved crematories) will be operating at the same time for a while, seconded by
Alderman Burris, the vote was:
Aye: Aldermen Legaard, Beard, Looker, Super, Darata and Bums.

Building Permit Alderman Looker moved to approve a building permit for the Homestead
Applicant, Buildwiser Apartments, (34 complexes) all purchased by Buildwiser Construction, 217 SE
Constmction for 2nd St, Lee's Summit, Mo that were damaged by the May tornado with a
Location on Homestead building permit fee of $716.47, seconded by Alderman Super, the vote was:
Road and Terrace for
34 complexes, Aye: Aldermen Beard, Super, Darata and Burris.
Approved
No: Alderman Looker and Legaard.
Motion carries.
Paul Arnold, Project Manager, Buildwiser will submit a site development plan
for the other twenty-eight complexes for the city's approval.
Motion for Closed Alderman Looker moved that the meeting go into closed session
Session at 8:55 p.m. pursuant to RSMo 610.021(1) Legal Issues with the City Attorney, seconded by
Aldermau Darata, and the vote was:
Aye: Aldermen Super, Beard, Legaard, Dazata, Looker and Bums.
Motion carries.
Motion for Open Alderman Looker moved that the meeting go in open session at 9:10 p.m.
Session seconded by Alderman Dazata, the vote was:
Aye: Aldermen Beazd, Legaazd, Dazata, Looker, Burris and Super.
Motion carries.
Bruce Culley, Auditor Bruce gave a brief summary of the audit report starting with Financial
Presentation Statements.
Audit for June 30, 2003 Alderman Beard moved to approve the audit for July 1, 2002 through
Approved June 30, 2003, subject to page 41 missing and the sales tax amount corrected,
seconded by Alderman Super, the vote was:
Aye: Aldermen Bunis, Super, Darata, Legaard, Beard and Looker.
Motion carries.
Bill No. 2003-122 Aldernan-Beard moved to place Bill No. 2003-122 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Looker, the vote was:
Aye: Aldermen Darata, Burris, Legaard, Beazd, Super and Looker.
Motion carries.
Ordinance No. 2003-122 Alderman Beard moved fo place Bill No. 2003-122 on its second
Approved reading, and upon passage of same become Ordinance No. 2003-122, seconded
by Alderman Looker, the vote was:

Bill No. 2003-123 Alderman Beard moved to place Bill No. 2003-123 on its first reading, said Bill
Author. the City to authorizing the City of Riverside, Missouri to employ Robin Benitz as a Reserve
employ Robin Benitz Dispatcher in the Deparhnent of Public Safety and the salary for this position is
as a Reserve Dispatcher set at $11.00 per hom~ and aone-year work test period with no benefits and to be
in the Dept. of P.S. effective December S, 2003, seconded by Alderman Legaard, the vote was:
Aye: Aldermen Burris, Super, Darata, Legaard, Beard and Looker
