Those in attendance were: Julie Rule, Deborah Leader, Norma Parrot, Alderman Mike Fuller, Jeff Rupp, Director of Public Works, Meredith Hauck, Communications and External Affairs Coordinator and Sarah Wagner, Administrative Clerk. Members absent were Jim Frakes, Ron Carlson and Mayor Kathy Rose. Approval of Julie Rule noted an addition to the minutes minutes from November 5, Deborah Leader made a motion to approve the minutes of November 5, 2008 with the 2008 addition. Julie Rule seconded and the motion passed. Renner Jeff Rupp, Director of Public Works gave the Park Board an overview of the cost for the new Brenner playground equipment at Renner Brenner Park and the bidding process the City must go Playground through. The quote for the new playground equipment and to move the old playground Equipment. equipment from Renner Brenner Park to Homestead Park was approximately $126,535.95. The Park Board has $100,000 budgeted for a new shelter house at Renner Brenner and $35,000 budgeted for the movement of the playground equipment, so if the shelter house is moved to next years budget then there will be enough money for the new equipment. Alderman Mike Fuller commented that the cost to move the old equipment was high. Julie Rule commented that the bid included the price for new swings and she thought we were just going to relocate the ones that already exist in Renner Brenner Park. Julie Rule asked Jeff Rupp to look into what would be more cost efficient, to move the existing swings or put new ones in. Alderman Mike Fuller asked if City Staff would be able to take down the old park equipment to save on cost. Jeff Rupp replied that he would go look at what it would take to remove the equipment with City Staff, but he would not be able to install it down at Homestead because of liability reasons. Jeff Rupp broke down the timeline of when projects for Renner Brenner will be done. Worst case scenario the playground equipment would go out for bid in February 2009, the amphitheater demolition would go to bid in March 2009, and the parking lot extension would be April 2009. Park Fencing Jeff Rupp gave the Park Board an estimate for the cost of new fencing at E.H. Young Park and Renner Brenner Park and repainting the existing fence at E.H. Young Park. ? E.H. Young Fence Extension- $11,406 ? E.H. Young Fence Repainting-$47,697 ? Renner Brenner Fence Instillation-$6,000 Jeff Rupp explained that the Public Safety Department has asked him to look into extending the fence along the Missouri River to help secure the park during events. The fence is to have a gate that can be locked to still allow access to the river when there is not an event in the park. The repainting of the fence at E.H. Young is general maintenance. The fence as Renner Brenner is a request from the Mayor in regard to the dog on the property next to the park. Meredith Hauck said that they should try to put all the fencing together as one project for the CIP in July. Norma Parrot asked if it would be possible to plant some shrubs to keep people away from the dog’s yard instead of putting up another fence. Jeff Rupp replied that he is looking into that option. General Meredith Hauck told the Park Board that the City has been discussing counters to be placed at Discussion the entrances to Missouri Riverfront Trail. These are necessary to see when the trail is used most. The City wants to have the trail shut down during the time it is used the least. The cost for the counter is around $2,000. Because Platte County is covering the cost on other needs for the trail they have asked the City to pay for the counting device. The Park Board agreed unanimously that if necessary the cost of the counting device could come out of the Park Board’s budget. Adjournment The meeting was adjourned by unanimous consent.
