AN ORDINANCE AUTHORIZING THE CITY OF RIVERSIDE, MISSOURI TO ENTER
INTO AN AGREEMENT WITH SHAFER, KLINE & WARREN INC. FOR DESIGN
SERVICES FOR THE NORTHWOOD ROAD PHASE II PROJECT
WHEREAS, the City of Riverside, Missouri ("City") engaged in negotiations with
Shafer, Kline & Warren Ina ("SKW") for provision of engineering and design services related to
the Northwood Road Phase II Project under consideration by the City (the "Project"); and
WHEREAS, the City and SKW have reached an agreement concerning the provision of
and payment for road design services for the Project (the "Agreement").
NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside,
Missouri, as follows:
Section 1. The City of Riverside shall enter into the Agreement whereby SKW shall provide
design and engineering services related to the Project as described in the task order attached
hereto as Exhibit A to the City at a total cost not to exceed $228,795.00, subject to all of the
terms and conditions of the current contract for City Engineer services between SKW and the
City.
Section 2. This Ordinance shall be in full force and effect from and after its passage and

Notes:
1. Fee includes up to 3 review meetings with the City staff.

3. Fee does not Include environmental design or permitting.
4. Utility coordination InGudea providing plena to the Ciry with utility locations based on Missouri One-Call.
Relocation plans of the utilities faclptlea (induding Water SeMces) are net Included within title scope.
5. Plans will be designed based on APWA guidelines, and will not be drawn to MoDOT
drafting standards and specs, nor subject to MoDOT review. Submitials will be to the City.
6. R!W deacdpdona are included. R(W exhibit drawings are not Included. R/W acquisition is responsiblllty
of City of Riverside
7. Staking of Easements and R/W, for negotiation purposes, is not included.
8. Services performed during construction shell be on an hourly basis and are not Included in thla proposal.

11. No retaining walls are anticipated. If the need arises during design, design fees shall be negotiated of that time.

BASIC SERVICES SUMMARY
Attached to and [Wade a part of the Agreement for Professional Services dated July 24, 2008, by and
between Cily of Riverside and Shafer, Kline & Warren, irtc., in respect to design of North
Northwood Road, the "Project" described tltercin.
SCOPE Or BASIC SERVICES
Fnr the compensation outlined in this Agreement, SKW will perform the following professional
services. Services no[ detailed within the Scope of Basic Services are specifically excluded firom
the scope of SK W's work and SKW assumes no responsibility to perform any services not
specifically listed.
The work performed by the Consultant under this Agreement includes work, services, materials,
equipment and supplies to design improvements to Northwood Road starting at the existing
improvements (approximately 0.62miles south of NW S2nd Sheet), north to N W 52nd Street. These
plans will be draRed and designed using AP WA standards.
Services shall include the following:
Surveying and Mapping
Previously surveyed information will be incorporated into a GeopakT~ base map. Services will
include the location of all visible above ground improvements, which will include locations ofthc
corners of exisKing bui}dings, sidewalks, sen~icc drives, parking lots and light poles adjacent to the
site.
SKW will contact utility companies and attempt to obtain locations of their tacilities that are within
the limits of the roadway improvements. The results of this attempt will be shown or noted on the
survey. SKW will also measure the flow fine dopths of storm drainage structures and sanitary
manholes and reflect the Etna lino and top elevations ofthose stnrctar•es on the topographical survey
on (hose structures accessible: at ground level. No bars will be set at property corners.
Preliminary Roadway Design
Improvements will include athree-lane (33' front of curb to front of curb) roadway section for
approximately 0.25 miles which willtaper to atwo-lane (24' front of curb to front of curb) roadway
section for the remaining 0.25 miles. ]mprovements will include an enclosed drainage system and
a 5' sidewalk on one side. Improvements will be designed using APWA stnndards and the Policy
on Geometric Design of highways and Streets 2001 (Green Bark) in Iinglish units, once.
Preliminary roadway design and pla» preparation will include, but not be limited to the following
items:
1. Prepare title sheet.
2. Set horizontal and vertical alignment.
3. Develop typical sections.
4. Develop preliminary roadway quantities and estimate of probable construction cost in
association with approved preliminary plans (one time).
Right-of--Way Deaign
Based upon commetrts to the prelitninery plans, right-of-H•ay plans will be developed according to
City gttidelines in order to write legal descriptions for permanent and temporary easements.

Legal Descriptions
Prepae ownership and easement descriptions according to City R/W statdards, Prepare up to 60
legal descriptions for acquisition ofright-of--wayand/or easements upon direction from the City (one

Final Raad Design
Fittttl Plans will be developed to City standards. Final construction docutnents wilt be submitted as
noted indeliverables, Final Opinion ofProbable Constntction Costs wdll be submitted. Final plans
wilt include, but not be limited to the following:
1. 'title Sheet.
2. Gcueral Notes and Qttantity Recapihdation Sheet.
3. 'Typical section.
4. Roadway Plan and Profile.
5. Drainage Plan, Profiles & Details.
6. Hydraulic Calculations/Schedule ofInlets.
7. Pavement Mazking/Signing.
8. Erosion Control Pfan.
4. Traffic Control /Sequence of Cor>,Struction Plans.
10. Miscellaneous Details.

• Assist the City with bidding the projc~cl.
• Meetings -attend up to three (3) project review meetings, two {2) coordination
meetings, one (l) public meeting, and one (1)pre-construction meeting.

• Qualiq~ Assurance -review final plans, quantites and Opinion of Construction Costs.
• Administration -administer the project and coordinate with other team members.
Deliverables:

2. "Two - half~size (bound or unbound} sets of title sheet, typicals, plan & profiles for
preliminary submittal.
3. One -- half-size (bound or unbouud) sets of title sheet, typicals, plan & ptofiles for

4. Discs with .TlF images for utility companies. Full-size prints are not included.
5. T'wo -half-size (bound or unbound) sets of title sheet, typicals, plan & profiles, cross-
sections far R/W submittal,
6, One -half-size (bound or unbound} sets of title sheet, typicals, plan & profiles, cross-
sections for R/W resubmittal (once).
7. One -half-size unbound sealed sets of complete plates, One -set of unbound contract
documents.
8. One- Opinion of Probable Construction Casts.
9. One-tall-size unbound bond sealed set ofcomplete plans (1"= 20'-scale plans with pra6Jes
and plans on the satne sheet},
Note: Duplication of plans for letting the project are not included, but can be added as an extra
service.
Utility Coordination
Cotrtact and work with utilities to determine the locations of existing attd planned facilities to be
shown on the plaits. Conduct a meeting with the utility company, Send the City's standard utility
notice letter to all utility companies at the proper times during the design phase.
Advertise and letting of the Protect
SKW will prepare bid documents. Advertisement and letting will be performed by the City.
Construction Services
Constuction Services are not included in the fee and will be billed on act hotnly bests at the SK W
bill rate schedule in effect at the time services arc performed.

APWA Specifications and Design Criteria. Policy on Geometric Design al'Higlrways end Streets
2001 (Green Book).
ADDITIONAL SEIiVICC5
If agreed to by the client and SKW, we will provide Additional Services related to the Project.
Additional Services are those not included as part of the Basic Scope of Serrdces and shall be paid
for by the Client in addition to payment for Basic Services, in accordance with SKW's prevailing
1'ee schedule, in effect at the tiute that such services are rendered, or as otherwise agreed to by the
client and SKW.
