REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 20, 2021
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside; Missouri, on Tuesday,
April 20, 2021.
Mayor Rose called the regular meeting to order at 7:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Nathan Cretsinger, Jill Hammond, Dawn Cockrell, Aaron Thatcher, and
Al Bowman.
Alderman Sal LoPorto was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
Finance Director Nate Blum, City Clerk Robin Kincaid, City Engineer Travis Hoover, Police
Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough,
Capital Projects/Parks Noel Challis Bennion, and IT Manager Jason Ketter. Also present was
City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
BILL NO. 2021-009 City Clerk Robin Kincaid gave first reading of Bill No. 2021-009.
2021 Election Certification Alderman Thatcher moved to accept first reading and place
Bill No. 2021-009 on second and final reading, second by
Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, Bowman, and Cockrell.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-009.
Alderman Hammond moved to approve Bill 2021-009 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes Hammond, Thatcher, Bowman, Cockrell, and Cretsinger.
Motion carried 5-0.
Mayor Rose thanked and welcomed the two newly elected, Mike
Fuller and Rob Milner for running and being willing to serve the
residents of Riverside. She then thanked Aldermen Bowman and
Thatcher for their service to the people, time given to the City and
how they each, really made a difference in this community.
Alderman Bowman thanked the Mayor and all present for the time
he served. Alderman Thatcher, after 12 years of service, shared a
PowerPoint presentation of the years of accomplishments as a
City.

City Clerk Robin Kincaid administered the oath to Alderman Mike
Fuller and Alderman Robert Milner.
MOTION FOR BREAK Alderman Cretsinger moved to take a short break at 7:27 p.m. for
refreshments and congratulations, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Bowman, Cockrell, and Thatcher.
Motion carried 5-0.
NEW BOARD ROLL CALL Mayor Rose called the regular meeting to reconvene at 7:49
p.m., Aldermen Dawn Cockrell, Nathan Cretsinger, Jill
Hammond, Rob Milner, and Mike Fuller were present.
Alderman Sal LoPorto was absent.
PRESIDENT PRO TEM Alderman Cockrell moved to appoint Alderman Jill Hammond to
serve as President Pro Tem for a one-year term, second by
Alderman Cretsinger.
Yes: Cockrell, Cretsinger, Hammond, Milner, and Fuller.
Motion carried 5-0.
PUBLIC HEARING Mayor Rose announced the public hearing for the City's Separate
Storm Sewer System (MS4) Storm Sewer Systems (MS4) open at 7:50 p.m. Capital
Projects/Parks Manager Noel Challis reviewed the process, goals
set in place, and purpose for the state operating permit for 2021-
2026. Questions were answered by staff and hearing no further
comments, Mayor Rose closed the Public Hearing at 7:53 p.m.
CONSENT AGENDA Alderman Cretsinger moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Milner, Fuller, and Cockrell.
Motion carried 5-0.
MINUTES OF 04-05-21 Alderman Cretsinger moved to approve the minutes of the April 5,
2021 meeting, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Milner, Fuller, and Cockrell.
Motion carried 5-0.
COURT REPORT Alderman Cretsinger moved to approve the court report for the
month of March 2021, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Milner, Fuller, and Cockrell.
Motion carried 5-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose announced the public hearing remained open from
Preliminary Plat the previous meeting to consider a Preliminary Plat for land
generally described as a tract of land south and west of 3950 NW
Van de Populier, in the City of Riverside, Missouri.
Community Development Director Mike Duffy explained that the
public hearing is for the preliminary plat and then the ordinance
will be to approve the preliminary plat and final plat within the
same ordinance. This was advertised and went before the
Planning Commission. This is city owned property, the small lot
subdivision is prepared with the possibility to relocate a few
businesses from our downtown area to the Horizons Development
area. Mayor Rose asked for any further comments and hearing
none, closed the public hearing at 7:58 p.m.
BILL NO. 2021-010 City Clerk Robin Kincaid gave first reading of Bill No. 2021-010.
Small Lot Subdivision Alderman Hammond moved to place Bill 2021-010 on second and
final reading, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Cockrell, Milner, and Fuller.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-010.
Alderman Cretsinger moved to approve Bill 2021-010 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Cretsinger, Cockrell, Fuller, Hammond, and Milner.
Motion carried 5-0.
BILL NO. 2021-008 City Clerk Robin Kincaid gave first reading of Bill No. 2021-008.
Amend Park Board Code Parks Manager Noel Challis Bennion explained that this request
is being presented to remove the term limit for park board
members to keep dedicated active members on our board that are
willing to serve the community. Park board has no budget
spending authority, they only make recommendations, so we do
not see that there would be conflicts.
Alderman Hammond moved to place Bill 2021-008 on second and
final reading, second by Alderman Milner.
Yes: Hammond, Milner, Fuller, Cockrell, and Cretsinger.
Motion carried 5-0.

BILL NO. 2021-011 City Clerk Robin Kincaid gave first reading of Bill No. 2021-011.
Public Safety Sales Tax City Administrator Brian Koral reviewed details of the sales tax
voted on and passed on April 6th and that this Bill amends our City
Codes for such reason.
Alderman Hammond moved to place Bill 2021-011 on second and
final reading, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Milner, Fuller, and Cockrell.
Motion carried 5-0.

BILL NO, 2021-012 City Clerk Robin Kincaid gave first reading of Bill No. 2021-012.

Horizons VI & Pilots Payment Finance Director Nate Blum reported that this is the final payment
to NorthPoint for the Horizons VI pad reimbursement and the
reimbursement for 20% Pilot fees collected, per the MDA.
Alderman Cretsinger moved to place Bill 2021-012 on second and
final reading, second by Alderman Milner.
Yes. Cretsinger, Milner, Fuller, Cockrell, and Hammond.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-012.
Alderman Cretsinger moved to approve Bill 2021-012 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Cretsinger, Cockrell, Fuller, Milner, and Hammond.
Motion carried 5-0.
RESOLUTION 2021-035 Alderman Cretsinger moved to approve Resolution 2021-035
Bill Pay authorizing the expenditure of funds for fiscal year 2020-
2021, for weeks ending April 9th and April 16th in the amount of
$286,345.11, second by Alderman Cockrell.
Yes: Cretsinger, Cockrell, Milner, and Fuller.
No: None
Abstain: Hammond.
Motion carried 4-0-1.
RESOLUTION 2021-036 Parks Manager Noel Challis Bennion explained that this event
SJR Media Group Park Use was approved in 2020 for Everybody's Favorite BBQ & Hot Sauce
Festival but was cancelled because of Covid. The organizers are
rescheduling but with a smaller event at the end of July 2021, the
agreement will keep the same terms as previously approved.
Noel answered questions.
Alderman Hammond moved to approve Resolution 2021-036
approving a park use agreement with SJR Media Group, LLC.,
second by Alderman Cockrell.
Yes: Hammond, Cockrell, Cretsinger, Fuller, and Milner.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral welcomed and congratulated
Aldermen Fuller and Milner. He then gave a COVID-19 update
reviewing numbers for Platte County and the Kansas City Region
along with city staff numbers and masking rules update for staff.
Brian then shared an Upstream Story of an email received
thanking Mike Duffy for his time and help, responding to a resident
by giving him a contact at MAW to investigate a large water usage
issue and getting it resolved.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Capital Projects / Parks Noel Challis Bennion first introduced the
Mayor and Board to Shiner and Tad, the new sculpture installed at
the E.H. Young Riverfront Park with the help of a Recycle Art
Grant. This Friday at 3:00 p.m. the Park Board is volunteering to
install the bottles in the fish, everyone is welcome to attend and
help if they wish. This is to share the message of using less

single-use plastics. Then a ribbon cutting event was suggested
for the sculpture in the near future. Noel then inquired if the Board
would be interested in a potential grant application for asphalt art
at intersections and there is no cash cost match. Examples and
statistics were shared, and discussion was held. Alderman
Cretsinger moved to direct Noel to apply for the Asphalt Art
Initiative Grant Application, second by Alderman Hammond.

FINANCE Finance Director Nate Blum reviewed a PowerPoint presentation
with fund balances through 75% of the fiscal year. We plan to
have a budget amendment in May.
FIRE Fire Chief Gordon Fowlston mentioned a mobile generator that
needs maintenance at a cost of more than $2,000. If there are no
objections we would like to put it on Purple Wave. General
consensus of the Board agreed to list the old generator on Purple
Wave. The Fire monthly report was reviewed.
POLICE Police Chief Chris Skinrood reviewed their monthly report and
commented that they have seen a slight increase in calls and
mental health calls unfortunately. Traffic related calls are also on
the increase.
PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Travis Hoover stated there is a meeting tomorrow.
MAYOR'S DISCUSSION Mayor Rose congratulated Rob and Mike and is looking forward to
their input and participation, it is an exciting time to be a part of
this board. Alderman LoPorto will be sworn in at the next meeting
since he is on a well-deserved vacation. Kathy had an opportunity
to visit with Senator Luetkemeyer regarding VLTs and he will not
be voting for them but is in favor of sports gaming but not if VLTs
are included in the bill. I am going to Jefferson City with the
Northland Chamber on May 3 & 4 to visit with the Northland
delegation. We are having increased traffic on Northwood Road
and High Drive due to 1-29 being shut down for repair and the
speeding is a concern. I have been contacted by a resident on
Northwood Road regarding deer mitigation. There was a water
leak in the dog park, City Administrator Koral was on that issue
quickly and he then gave a brief update. Thank you for getting on
that so quickly.
BOARD OF ALDERMEN Alderman Cockrell — Congratulations to our two new members
and I look forward to working with you. I am excited about the new
art project.
Alderman Milner— I am excited to live here in Riverside and glad
to be here to work with you all.
Alderman Hammond — I echo what Dawn said, that I am so exited
to have you guys here and to move forward.
Alderman Fuller—Asked staff about No Parking signage on St.
Joe Blvd. Following discussion, staff will look at this further and
bring options back at the next meeting.
Alderman Cretsinger—Welcomed back Alderman Fuller and
congratulated Alderman Milner. Staff was asked about findings of
the concerns brought to the Board by the business owner at the
last meeting. Chief Skinrood gave an update on their investigative
findings to this point.
MOTION TO ENTER INTO Alderman Cretsinger moved that the meeting go into closed
CLOSED @ 8:49 P.M. session at 8:49 p.m. pursuant to RSMo 610.021 (1) Legal Action
and litigation, 610.021 (2) Leasing, purchase, or sale of real
estate by a public governmental body where public knowledge of
the transaction might adversely affect the legal consideration
therefore, RSMo 610.021(3) Hiring, firing, disciplining or promoting
a particular employee, when personal information about the
employee is discussed, 610.021(9) Preparation, including
discussion and work product of a public governmental body for
negotiations with employee groups, 610.021(13) Individually
identifiable personnel records, performance ratings or records
pertaining to employee or applicant for employment, and 610.021
(18) Operational guidelines, policies and specific response plans
developed, adopted, or maintained by any public agency
responsible for law enforcement, public safety, first response, or
public health for use in responding to or preventing any critical
incident which is or appear to be terrorist in nature and which has
potential to endanger individual or public safety or health. When
seeking to close information pursuant to this exception, disclosure
would impair the public governmental body's ability to protect the
security or safety and nondisclosure outweighs the public interest
in disclosure of the records, second by Alderman Hammond.

MOTION TO ADJOURN Alderman Hammond moved at 9:26 p.m. to adjourn closed
CLOSED @ 9:26 P.M. session with no action taken, second by Alderman Cretsinger.
