Board of Aldermen of City of Riverside, Missouri
February 5, 2002
6:00 p.m.
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the
City Hall of Riverside, Missouri on February 5, 2002.
Those in attendance were Mayor Burch, Aldermen Wedua, Darata, Legaard, Beard, Bums and
Flaws.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson,
City Engineer, John McClelland, Dave Kornelis and Kevin Bird, City Attorneys office.
Motion for Closed Alderman Wedua moved that the meeting go into closed session,
Session at 6:00 p.m. pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) real
estate, and 610.021(3) personnel issues with the City Attorney,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Darata, Legaard, Flaws, Wedua, Beard and Burris.
Motion carries.
Motion for Open Alderman Flaws moved that the meeting go into open session,
Session seconded by Alderman Burris, the vote was:
Aye: Aldermen Dazata, Legaard, Beard, Flaws, Wedua and Burns.
Motion carries.
Meeting resumes The meeting went into open session at 7:30 p.m.
Minutes January 15, 2002 Alderman Wedua moved that the minutes of January I5, 2002 be
Approved corrected and approved, seconded by Alderman Legaard, the vote was:
Aye: Aldermen Beazd, Flaws, Darata, Legaard, Burris and Wedua.
Motion carries.
Minutes January 22, 2002 Alderman Beard moved that the minutes of January 22, 2002 be
Approved approved, seconded by Alderman Burris, the vote was:
Aye: Aldermen Beazd, Flaws, Darata, Legaard, Burris and Wedua.
Mo[ion carries.
Various Discussions Possibly, switching from the city's present phone carrier to
Southwestern Bell, will be discussed at the next meeting.
Discussion to purchase a Laptop Computer will be talked about at the
next meeting.
Computerize the city's Alderman Beard moved to have Sullivan Publications maintain the
Codes in the Quickcode municipal codes in the Quickcode format for a cost of $1,275 current
format, Approved code book &Quickcode software on disk (201icenses), each update,
on disk $325., paper code updates @$16.00 per page and
hosting the codebook on the city's web site, one time fee, and $300.
plus $30 per month, seconded by Alderman Darata, the vote was:

Chief's comments Chief Simpson said 750 residents evacuated during the recent ice
storm. There were six people in City Hall (utilized as a shelter) the
first night. One hundred fifty homes had minor damage and Four multi-
family homes. FEMA and SEMA has offered monetary assistance.
The city had minor damage to the gazebo at Renner-Brenner Park and
maintenance building.
There can be no open burning in the City
Municipal Court Report Alderman Wedua moved to approve the Municipal Court Report for
Approved January, seconded by Alderman Beard, the vote was:
Aye: Aldermen Wedua, Flaws, Darata, Legaard, Beard and Burris.
Motion carries.
Bill No. 2002-12 Alderman Beard moved to place Bill No. 2002-12 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Darata, the vote was:
Aye: Aldermen Flaws, Beard, Burns, Darata, I,egaard and Wedua.
Motion carries.
Ordinance No. 2002-12 Alderman Beard moved to place Bill No. 2002-12 on its second
Approved reading and upon passage of same, become Ordinance No. 2002-12
seconded by Alderman Wedua, the vote was:
Aye: Aldermen Flaws, Darata, Burris, Legaard, Beard and Wedua.
Motion carries.
Bill No. 2002-13 Alderman Wedua moved to place Bill No. 2002-13 on its first reading,
Ratifying the Acceptance said Bill ratifying the acceptance of bids on $2,355,315.33 seconded
of bids on $2,355,315.33 by Alderman Beard, the vote was:
Aye: Aldermen Darata, Legaard, Wedua, Beard, Bums and Flaws.
Motion carries.

Ordinance No. 2002-13 Alderman Beard moved to place Bill No. 2002-13 on its second
Approved reading and upon passage of same, become Ordinance No. 2002-13
seconded by Alderman Darata the vote was:

of bids on $8,497,111.79 by Alderman Wedua, the vote was:

Ordinance No. 2002-15 Alderman Beard moved to place Bill No. 2002-15 on its second

Ordinance No. 2002-16 Alderman Flaws moved to place Bill No. 2002-16 on its second

Bill No. 2002-17 Alderman Beard moved to approve authorizing the Mayor to enter into
Intergovernmental Agreement an Intergovernmental agreement with the Mid-America Regional
With MARC Solid Waste Mgmt Council Solid Waste Management district, to provide household
Approved hazazdous waste management services to the residents of the City of
Riverside, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Dazata, Burris, Legaard, Wedua, Flaws and Beard.
Motion carries.
Ordinance No. 2002-17 Alderman Wedua moved to place Bill No. 2002-17 on its second
Approved reading and upon passage of same, become Ordinance No. 2002-17
seconded by Alderman Beard the vote was:
Aye: Aldermen Flaws, Darata, Burris, Legaard, Wedua and Beazd.
Motion carries.
Bill No. 2002-18 Alderman Dazata moved to place Bill No. 2002-18 on its first reading,
Jackie Hardwick and Ron said Bill ratifying the appointment of certain persons to the Park Board
Carlson appointed to the for the City of Riverside, Missouri, seconded by Alderman Flaws, the
Pazk Board vote was:
Aye: Aldermen Darata, Burris, Wedua, Legaard, Beard and Flaws.
Motion carries.
Ordinance No. 2002-18 Alderman Wedua moved to place Bill No. 2002-18 on its second
Approved reading and upon passage of same, become Ordinance No. 2002-18
seconded by Alderman Beard the vote was:
Aye: Aldermen Flaws, Darata, Burris, L.egaard, Wedua and Beard.
Motion carries.
Bill No. 2002-19 Alderman Beard moved to place Bill No. 20022-19 on its first reading,
Amend. Title IV of the Code said bill amending Tide VI of the Riverside City Code by amending
Sects. 622.050 & 622.070 Sections 622.050 and 622.070 related to the regulation and licensure
Related to licensure of adult of adult entertainment businesses, seconded by Alderman Flaws, the
Entertainment businesses vote was:
Aye: Aldermen Flaws, Dazata, Burris, Legaard, Wedua and Beard.
Motion carries.
Ordinance No. 2002-19 Alderman Legaard moved to place Bill No. 2002-19 on its second
Approved reading and upon passage of same, become Ordinance No. 2002-19
seconded by Alderman Flaws the vote was:
Aye: Aldermen Flaws, Darata, Burris, Legaard, Wedua and Beard.
Motion carries.

BZA members Approved Alderman Flaws moved to approve reappointing Robert Krick to the
Board of Zoning Adjustment and Gloria Hickman as a second alternate,
seconded by Alderman Darata, the vote was:
Aye: Aldermen Flaws, Darata, Legaard, Beazd, Burris and Wedua.
Motion carries.
General Discussion Aldermen Darata and L,egaard commended the Public Works
Department fora "job well done" taking Gaze of the streets during the
last snow.
Alderman Flaws said he called Deffenbaugh, Inds. three times to obtain
a recycling container and received no response.
Adjournment By unanimous decision, the meeting adjourned at 8:10 p.m.
