REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 4, 2021
6:15 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday..
May 4, 2021.
Mayor Rose called the meeting to order at 6:20 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Sal LoPorto, Jill Hammond, Mike Fuller, Dawn Cockrell, and Robert Milner.
Aldermen Nathan Cretsinger was absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community
Development Director Mike Duffy. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman LoPorto moved to enter into closed session pursuant
CLOSED @ 6:37 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, second by
Alderman Hammond.
Yes: LoPorto, Hammond, Cockrell, Milner, and Fuller.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Hammond moved at 7:02 p.m to adjourn closed
CLOSED @ 7:02 P.M. session with no action taken, second by Alderman LoPorto.
Yes: Hammond, LoPorto, Milner, Cockrell, and Fuller
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:06 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Hammond, Dawn Cockrell, Sal
LoPorto, Mike Fuller. and Robert Milner.
Alderman Nathan Cretsinger was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
Finance Director Nate Blum, City Clerk Robin Kincaid, Public Works Director Tom Wooddell,
City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human
Resources Manager Amy Strough, Capital Projects/Parks Noel Challis Bennion, and Recreation
Manager Lori Boji. Also present were City Attorney Paul Campo and YMCA Representative
Amy Larson.
PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance.
LOPORTO SWEARING IN City Clerk Robin Kincaid administered the oath to Alderman Sal
LoPorto.

PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the proclamation for Older Americans Month -
May 2021 with Debbie Gwin and Marte Zirschky from Platte
County Senior Fund present to receive the proclamation.
PROCLAMATION Mayor Rose read the proclamation for National Bike Month 2021.
PROCLAMATION Mayor Rose read the proclamation for Public Service Recognition
Week, May 2-8, 2021, and Human Resources Manager Amy
Strough accepted on behalf of City of Riverside staff.
CONSENT AGENDA Alderman LoPorto moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: LoPorto, Hammond, Fuller, Milner, and Cockrell.
Motion carried 5-0.
MINUTES OF 04-20-21 Alderman LoPorto moved to approve the minutes of the April 20,
2021 meeting, second by Alderman Hammond.
Yes: LoPorto, Hammond, Fuller, Milner, and Cockrell.
Motion carried 5-0.
RESOLUTION 2021-037 Alderman LoPorto moved to approve Resolution 2021-037
Bill Pay authorizing the expenditure of funds for fiscal year 2020-
2021, for weeks ending April 23rd and April 3011 in the amount of
$686,103.08, second by Alderman Cockrell.
Yes: LoPorto, Hammond, Fuller, Milner, and Cockrell.
Motion carried 5-0.
REGULAR AGENDA
BILL NO. 2021-013 City Clerk Robin Kincaid gave first reading of Bill No. 2021-013.
Appoint Special Counsel Alderman LoPorto moved to place Bill 2021-013 on second and
final reading, second by Alderman Hammond.
Yes: LoPorto, Hammond, Fuller, Cockrell, and Milner.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2021-013,
Alderman LoPorto moved to approve Bill 2021-013 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: LoPorto, Hammond Milner, Fuller, and Cockrell.
Motion carried 5-0.
RESOLUTION 2021-038 City Administrator Brian Koral explained a brief overview of the
2021-2022 Benefits benefits package that will be offered for the next fiscal year and
the reason for moving to United Health Care.
Alderman LoPorto moved to approve Resolution 2021-038
designating an agent and selecting certain health, dental, and
vision insurance benefits beginning July 1, 2021, second by
Alderman Hammond.
Yes: LoPorto, Hammond, Milner, Fuller, and Cockrell.
Motion carried 5-0.
RESOLUTION 2021-039 Capital Projects/ Parks Noel Challis Bennion stated that there
Award Landscape Project were three bids received on the landscape project and Embassy
Landscape was the lowest and best bid.
Alderman Hammond moved to approve Resolution 2021-039
awarding the bid for the 2021 city landscape project and
approving the agreement between the city and Embassy
Landscape Group, Inc. for such project, second by Alderman
Cockrell.
Yes: Hammond, Cockrell, Fuller, Milner, and LoPorto.
Motion carried 5-0.
RESOLUTION 2021-040 City Engineer Travis Hoover explained that there were three bids
Award MoDot ROW Mowing received for this project as well. We have been mowing MoDot
ROW because they only mow it one to two times a year. This is to
take care of the ROW where our Public Works will not have to be
out on 635 Hwy and be cleaned 4 times a year. Questions were
answered.
Alderman Milner moved to approve Resolution 2021-040
awarding the bid for the 2021 MoDot ROW mowing and approving
the agreement between the city and Lotus Lawncare and
Services, LLC for such project, second by Alderman Cockrell.
Yes: Milner, Cockrell, Fuller, LoPorto, and Hammond.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian commented that this will be the first
meeting in a year that he will not provide COVID -19 numbers. He
did give a report on the Public Service Recognition Week that the
employees have been celebrating. There has been an abundance
of food enjoyed by all employees but on Monday morning we
kicked the week off with a trash pick-up along the section of
Highway 9 that was adopted by the Family of Police Officer
Jefferson Taylor who lost his life in the line of service, helping at
the May 22, 2011 Joplin Missouri Tornado. We thank you all for
the opportunity to serve this community.
Mayor Kathy Rose gave comments on the value of Officer Taylor's
service for the City and then in Joplin and that it is hard to imagine
that it has been ten years since the accident. Alderman Fuller
added comments and that his heart still goes out to the family of
Officer Taylor.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy introduced Reuben
Samuels and Niles Davis with Rally Cross. There was an event in
Horizons last month and they would like to report on that event
and make a request for a future event. Reuben explained that
Niles Davis is the chair for 2021-2022 and will be coming for future
requests of events. He then explained that the single day event
was a success with larger numbers than previously. He then
asked for approval of May 22 & 23 and June 26 & 27 events.
Following further discussion, Alderman Fuller moved directing
staff to bring an agreement back to the Board at the next meeting
for consideration of events to be held on May 22 & 23 and June
26 & 27, second by Alderman Cockrell.
Yes: Fuller, Cockrell, Hammond, Milner, and LoPorto.
Motion carried 5-0.
ENGINEERING Capital Projects / Parks Noel Challis Bennion stated as fitness
classes are returning, there is additional demand for fitness space
at the Community Center. They are adding spin and yoga classes
and these classes could benefit from some flooring upgrades for
these areas., similar to the gym floor. These improvements would
be within the current facility maintenance budget for approximately
$24,000. We wondered if the Board would be in favor of us
getting quotes together and bring back to you for consideration?
Recreation Manager Lori Boji introduced YMCA representative
Amy Larson that promotes memberships and programs. The
Board gave general consensus to bring back numbers for the new
flooring.
City Engineer Travis Hoover then reported on the St. Joe Cul-de-
sac No Parking signage. Hoover has investigated options and
has a recommendation of No Parking during bus times during the
week. Following discussion, the Board thought that was a viable
option and to move forward with that signage.

PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose attended the NRCC Legislative Days in Jefferson
City, Missouri. They had dinner last night with 8 of the Northland
Legislatures and then visited with more of them today. The NRCC
has been a great partner of us and support opposition of VI-Ts.
There were very positive conversations for the opposition in the
northland and the Kansas City, Missouri region. The fuel tax will
help with transportation and infrastructure, there was discussion
on the workforce incentive as well. The Wayfair Tax is for online
charge tax that could make it across the finish line and then
education funding is a top priority. There are wonderful schools in
the Northland. Today the Northland Leadership Class came down
on the train today and met with Governor Parson. Amy Strough
and Jeff Taylor are both in the 2021 Leadership Class, Jeff was
able to attend today and represented the City of Riverside well. It
was overall a very good trip.

BOARD OF ALDERMEN Alderman LoPorto — Had questions of the work on Northwood
Road and the possible time frame? Hoover responded that this is
a MoDot project, and the City is not aware of the exact timeline.
Alderman Fuller— Inquired of the status, funding and grants
regarding the Vivion Road Trail and Hoover responded.
Alderman Hammond — The Waterfall and fountain look great, just
in time for proms and weddings.
Alderman Milner— Nothing to report.
Alderman Cockrell — I echo the same on the fountains, they look
beautiful.
MOTION TO ADJOURN Alderman Hammond moved to adjourn the meeting at 8:04 p.m.,
second by Alderman LoPorto.
