HomeMy WebLinkAbout2002-02-19Minutes of Regulaz Meeting of Board of Aldermen of City of Riverside, Missouri February 19, 2002 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on February 19, 2002 at 7:30 p.m. Those in attendance were Mayor Pro-Tem Ray Beazd, Aldermen Burris, Wedua, Darata, Legaard, and Flaws. Mayor Burch, absent. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Wylie Simpson, Director of Public Safety, John McClelland, City Attorneys office. Minutes, February 5, 2002 Alderman Legaazd moved that the minutes of February 5, 2002 be Approved approved as corrected, seconded by Alderman Darata, the vote was: Aye: Aldermen Burris, Flaws, Dazata, Legaard, Beard and Wedua. Motion carries. Minutes, Febrnazy 12, 2002 Alderman Wedua moved that the minutes of February 12, 2002 be Approved approved as corrected, seconded by Alderman Beard, the vote was: Aye: Aldermen Flaws, Dazata, Burris, Legaard, Beard and Wedua. Motion carries. Building Permit for Alderman Flaws mved to approve a building permit for Ken Ken Whittlesey, Whittlesey, 5006 NW High Drive to add a roof over a deck, seconded 5006 NW High by Alderman Burris, the vote was: Approved ' Aye: Aldermen Dazata, Burris, Legaard, Beard ,Wedua and Flaws. Motion carries. Building Permit for Alderman Burris moved to approve a building permit for Eric Eric Deakin, 4401 NW Pawnee Deakin, 4401 NW Pawnee for adding a fence in the back yard, Approved seconded by Alderman Darata, the vote was: Aye: Aldermen Burris, Legaard, Beard, Wedua, Flaws and Darata. Motion carries. Building Permit for Alderman Flaws moved to approve a building permit for Argosy to Argosy, 777 Argosy Pky. excavate a basin area, form and pour foundation slab and walls and Approved related work, seconded by Alderman Bums, the vote was: Aye: Aldermen Flaws, Darata, Burris, Legaard, Beazd and Wedua. Motion carries. Visitor Comments Bob Campbell, BC Construction asked about street lights being placed and buried on the South side of Vivion Road near the 1800 block. John Jackson, City Engineer said he talked with Kansas City Power & Light Co. sometime ago and he will talk to them again if this can be done and the cost, then the matter will be considered. Short-term Counseling Alderman Wedua moved to approve Short-term Counseling for for employees and employees and benefit eligible dependents through New Directions, eligible dependents Employee Assistance Program at a cost of $18.95 per employee, per Approved yeaz, seconded by Alderman Darata, the vote was: Aye: Aldermen Bums, Flaws, Darata, Legaazd, Wedua and Beard. Motion carries. City Administrator Comments David said Kansas City Power & Light Co. wants their bill paid within fifteen days of receipt of the bill. The Finance Officer will comply. Chiefs comments Chief Simpson recommends the tow service contract to be awarded to Glad Rents, Inc. He also mentioned Seargent Shafer is still off duty. Bill No. 2002-21 Alderman Burns moved to place Bill No. 2002-21 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Legaard, the vote was: Aye: Aldermen Flaws, Burris, Darata, Beard, Legaard and Wedua. Motion carries. Ordinance No. 2002-21 Alderman Flaws moved to place Bill No. 2002-21 on its second reading Approved and upon passage of same, become Ordinance No. 2002-21 seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Bums. Motion carries. Bill No. 2002-22 Alderman Darata moved to place Bill No. 2002-22 on its first reading, Ratifying the Acceptance said Bill ratifying the acceptance of bids on $2,796,515.56 seconded of bids on $2,796,515.56 by Alderman Legaard, the vote was: Aye: Aldermen Darata, Legaard, Bums, Beazd, Wedua and Flaws. Motion carries. Ordinance No. 2002-22 Alderman Burns moved to place Bill No. 2002-22 on its second Approved reading and upon passage of same, become Ordinance No. 2002-22, seconded by Alderman Beard, the vote was: Aye: Aldermen Burns, Darata, Beard, Legaard, Wedua and Flaws. Motion carries. Bill No. 2002-23 Alderman Wedua moved to place Bill No. 2002-23 on its first reading, Ratifying the Acceptance said Bill ratifying the acceptance of bids on $5,299,567.30 seconded of bids on $5,299.267.30 by Alderman Beard, the vote was: Aye: Aldermen Darata, Legaard, Burris, Beazd, Wedua and Flaws. Motion carries. Ordinance No. 2002-23 Alderman Legaard moved to place Bill No. 2002-23 on its second Approved reading and upon passage of same, become Ordinance No. 2002-23, seconded by Alderman Darata, the vote was: Aye: Aldermen Burns, Darata, Beard, Legaazd, Wedua and Flaws. Motion carries. Bill No. 2002.24 Alderman Darata moved to place Bill No. 2002-24 on its first reading, Glad Rents, Inc to provide said Bill authorizing the Mayor to enter into a contract with Glad Rents tow service for Dept. of (based on the attached schedule) to provide tow services for the City of Public Safety Riverside Depaztment of Public Safety, seconded by Alderman Legaard, the vote was: Aye: Aldermen Darata, Legaard, Burris, Beazd, Wedua and Flaws. Motion carries. Ordinance No. 2002-24 Alderman Beard moved to place Bill No. 2002-24 on its second Approved reading and upon passage of same, become Ordinance No. 2002-24, seconded by Alderman Flaws, the vote was: Aye: Aldermen Bums, Darata, Beard, Legaard, Wedua and Flaws. Motion carries. Bill No. 2002-25 Alderman Flaws moved to approve Bill No. 2002-25 approving the Levee Project Concrete Levee Project Concrete Betterment, the payment of the costs of the Betterment and the concrete betterment and the memorandum of agreement relating Memorandum of Agreement thereto; and authorizing and approving documents and actions related thereto, all color concrete texture anti graffiti, Corp costs, additional $19,284 seconded by Alderman Legaard, the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Bums and Flaws. Motion carries. Ordinance No. 2002-25 Alderman Burris moved to place Bill No. 2002-25 on its second Approved reading and upon passage of same, become Ordinance No. 2002-25, seconded by Alderman Flaws, the vote was: Aye: Aldermen Burns, Dazata, Beard, Legaard, Wedua and Flaws. Motion carries. Bill No. 2002-26 Alderman Burris, moved to place bill No. 2002-26 on its first reading, Jerry Hackenberg appointed said Bill ratifying the appointment of Jerry Hackenberg, to a three yeaz to Park Boazd term as a member to the Park Boazd effective for the City of Riverside, Missouri, seconded by Alderman Flaws, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, Beazd and Wedua. Motion carries. Ordinance No. 2002-26 Alderman Wedua moved to place Bill No. 2002-26 on its second Approved reading and upon passage of same, become Ordinance No. 2002-26, seconded by Alderman Bums, the vote was: Aye: Aldermen Burris, Darata, Beard, Legaard, Wedua and Flaws. Motion carries. Discussion It was requested that Shaughnessey, Fickel and Scott Architects, Inc. be considered for Planning and Architectural Services for the New Public Safety Building. Sullivan Publications chazge for updating the city code book with all ordinances last sent, Ordinances 2001-123 through 2002-19 is $1.168.00 for seventy-three (73) pages at $16.00 per page. Aldermen comments Alderman Legaazd said since the pond was drained near 52nd St, another pond has occurred causing mud on the road. A sign is needed mentioning program activities in the city. Alderman Bums said the greeting on the city's telephone can't be heard very well. This will be mentioned to Amy to correct. Alderman Darata asked if anyone has talked to Deffenbaugh about the actual recycling process. Alderman Beard says it appears grading may be done off of 52nd on the Riverside property by the contractors for the Brenview addition. Recess A brief recess was called. Reconvene The Mayor and all Aldermen responded to roll call. Motion for Closed Alderman Flaws moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) real estate, and 610.021(3) personnel issues with the City Attorney, seconded by Alderman Wedua, the vote was: Aye: Aldermen Darata, Legaard, Beazd, Flaws, Wedua and Bums. Motion carries. Motion for Open Alderman Beard moved that the meeting go into open session, Session seconded by Alderman Flaws, the vote was: Aye: Aldermen Legaard, Beard, Flaws, Wedua, Darata and Burris.
