REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 18, 2021
6:15 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 18, 2021.
Mayor Rose called the meeting to order at 6:18 p.m. Those in attendance were; Mayor Kathy
Rose, Aldermen Sal LoPorto, Jill Hammond, Mike Fuller, Dawn Cockrell, and Robert Milner.
Aldermen Nathan Cretsinger was absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community
Development Director Mike Duffy. Also present were City Attorney Paul Campo and Special
Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman LoPorto moved to enter into closed session pursuant
CLOSED @ 6:18 P.M. to RSMo 610.021 (1) Legal Action and litigation. and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, second by
Alderman Milner.
Yes: LoPorto, Milner, Fuller, Hammond, and Cockrell.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Hammond moved at 7:05 p.m. to adjourn closed
CLOSED @ 7:05 P.M. session with action taken, second by Alderman Cockrell.
Yes: Hammond, Cockrell, Fuller, LoPorto, and Milner.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:10 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Hammond, Dawn Cockrell, Sal
LoPorto, Mike Fuller, and Robert Milner.
Alderman Nathan Cretsinger was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
Finance Director Nate Blum, City Clerk Robin Kincaid, Public Works Director Tom Wooddell,
City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, and
Human Resources Manager Amy Strough. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

PROCLAMATION Mayor Rose read the proclamation for National Public Works
Week, May 16-22, 2021, and Public Works Director Tom Wooddell
accepted the proclamation.
CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Hammond, Cockrell, Fuller, Milner, and LoPorto.
Motion carried 5-0.
MINUTES OF 05-04-21 Alderman Hammond moved to approve the minutes of the May
04, 2021 meeting, second by Alderman Cockrell.
Yes: Hammond, Cockrell, Fuller, Milner, and LoPorto.
Motion carried 5-0.
COURT REPORT Alderman Hammond moved to approve the court report for the
month of April 2021, second by Alderman Cockrell.
Yes: Hammond, Cockrell, Fuller, Milner, and LoPorto.
Motion carried 5-0.
RESOLUTION 2021-042 Alderman Hammond moved to approve Resolution 2021-042
KCSCCA Park Use Agmnt approving a park use agreement with Kansas City Region, Sports
Car Club of America (KCSCCA), second by Alderman Cockrell.
Yes: Hammond, Cockrell, Fuller, Milner, and LoPorto.
Motion carried 5-0.
REGULAR AGENDA
RESOLUTION 2021-041 Alderman LoPorto moved to approve Resolution 2021-041
Bill Pay authorizing the expenditure of funds for fiscal year 2020-
2021, for weeks ending May 711 and May 14th in the amount of
$440,953.22, second by Alderman Cockrell.
Yes: LoPorto, Cockrell, Milner, and Fuller.
No: None.
Abstain: Hammond.
Motion carried 4-0-1.
RESOLUTION 2021-043 Finance Director Nate Blum reviewed the process and results of
Award Banking Services the RFP for banking services and answered questions of the
Mayor and Board followed by the recommendation by staff.
Alderman LoPorto moved to approve Resolution 2021-043
approving an agreement for banking services with U.S. Bank
National Association, second by Alderman Hammond.
Yes: LoPorto, Hammond, Milner, Fuller, and Cockrell.
Motion carried 5-0.
RESOLUTION 2021-044 Finance Director Nate Blum reported the needed changes and
Amend Fiscal Year Budget amendments to the general funds.
Alderman Hammond moved to approve Resolution 2021-044
amending the fiscal year 2020-2021 budget for the general fund of
the City of Riverside, Missouri, second by Alderman Cockrell.
Yes: Hammond, Cockrell, Milner, Fuller, and LoPorto.
Motion carried 5-0.
RESOLUTION 2021-045 City Engineer Travis Hoover explained that research of materials
Approve Flooring & Install cost and install cost from a proposal in April 2021 is competitive.
Installer has done previous work for the City, is reliable and
materials are of good quality.
Alderman Hammond moved to approve Resolution 2021-045
approving the purchase and installation of flooring from Campione
Interior Solutions for the Community Center, second by Alderman
Milner.
Yes: Hammond, Milner, LoPorto, Cockrell, and Fuller.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral shared a voicemail received,
thanking the City of Riverside for such wonderful improvements to
the parks and trails and that she is so happy to live in Riverside.
The recycling event was held on Saturday and it was very
successful again this year. The pool is set to open on Memorial
Day Weekend. The Mayor and I attended the NRCC Monthly
Luncheon today and we heard reports on the results of the
legislative session that has just come to an end in Jeff City. The
VLT legislation did not move forward and that is a good thing for
our City and the Wayfair Tax Solution did pass. We will be having
a special workshop on Tuesday, May 25th at 6 p.m.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy explained that the
Rally Cross Events passed on the Consent Agenda and because
of the wet weather, the event for this weekend will not be held, but
they will hold the one on June 26 & 27.
ENGINEERING City Engineer Travis Hoover announced that in Horizons, the 3911
Street, Helena and Mattox Road Project has opened, there are
still a few items to wrap up, but it is open. Travis also reported
that the City received notice of receiving the Platte County
Stormwater Grant for $40,000 this year for CIPP work in Indian
Hills.
FINANCE Finance Director Nate Blum reviewed by PowerPoint presentation
of the April financials with 83% of the fiscal year passed.
FIRE Fire Chief Gordon Fowlston reviewed the Fire Department
monthly report.
POLICE Police Chief Chris Skinrood showed most pertinent information
collected for the month of April 2021. Chris responded to
questions of needs for the department and most common criminal
citations by our officers along with locations of issues.
PUBLIC WORKS Public Works Director Tom Wooddell stated that the pool is on
schedule to open, the structural scale under the Community
Center Canopy was all refreshed with new paint and looks very
nice. We are getting the mowing done when we possible with the
wet weather. Tom answered a few trash hauling questions from
the Board.
LEVEE BOARD City Engineer Travis Hoover reminded the Board of approval of an
easement for the Levee District and the Corp of Engineers to
access 1-635 over West Creek, they will be working on that project
in the next few weeks.
MAYOR'S DISCUSSION Mayor Rose inquired about the lifeguards and staffing for the
YMCA and Brian responded that he has been in contact with
Garry Linn at the YMCA, and they will be ready for opening day.
Amy with the YMCA now working with Lori at the Community
Center is really growing classes and there needs to be
discussions on space for the classes and storage. The Horizons
waterways and canals looked beautiful today. I want to
encourage the elected officials to attend the MML Elected Officials
Conference in Columbia on June 10-11, let Robin know if you
would like to attend in person or virtually. This Thursday evening
the Riverside Chamber is having an event at EH Young Park, if
anyone wishes to attend let Robin know and she will get you
registered. The NRCC Leadership Class is having their graduation
at Argosy Thursday evening as well, those representing the City
this year are HR Manager Amy Strough and Emergency
Management Manager Jeff Taylor, we are very proud of them for
their accomplishments. The E-Recycle and Shred Event was held
last Saturday in the fire bays. I want to thank Larissa Anderson,
the Fire Department, Police, and that it was so organized and well
attended from people from all over the metro area.
BOARD OF ALDERMEN Alderman Cockrell — I want to thank Brian Koral and Mike Fuller
for explaining the water situation and helping me understand it to
better tell the neighbors about it and respond to their concerns.
Alderman Fuller— I really appreciate the waterways out there and
would like to see the public access for paddle boating. There are
fish out there, but it is posted that there is no fishing.
Alderman Milner— I want to thank Brian and Mike for taking the
time this week to catch me up on projects around the City. I am
really excited about what is happening in Riverside and really look
forward to being a part of it.

Alderman Hammond — The HOA Board met, and we hope to have
a little City get together, ice cream social type event in the
neighborhood on June 13"
Alderman LoPorto —We have an ice cream truck and pool open
on our last day of school in Montebella.
MOTION TO ADJOURN Alderman Cockrell moved to adjourn the meeting at T58 p.m.,
second by Alderman Milner,
Yes: Cockrell Milner, LoPorto, Hammond, and Fuller.
