Scope of Services
Riverway Boulevard Improvements—Survey
From Tullison Road to West Platte Road
PROJECT DESCRIPTION
The City of Riverside desires a survey to be conducted along Riverway Boulevard from Tullison
Road to West Platte Road. This survey will be utilized for design of modifications to Riverway
Boulevard in the future.
SCOPE OF SERVICES
Survey and Data Collection
The Consultant shall perform field and office tasks required to collect topographic information
deemed necessary to complete the Project. The City shall provide aerial photographic information
and other available mapping of the Project area. The specific supplemental tasks to be performed
include the following:
Task 1.01 — Project Management
McClure will prepare monthly progress reports to the City and coordinate with internal staff during
the duration of the survey (45-60 days).
Task 1 .02 — Project Control and Topographic Survey
Survey Control—McClure will provide the following survey control for services under this
Agreement:
1) Horizontal Control — Missouri State Plane Coordinate System (NAD 83 / Missouri West)
2) Vertical Control — NAVD 88
3) U.S. Survey Feet
4) Establish benchmarks on-site with descriptions and elevations to the nearest 0.01 foot so
horizontal and vertical control can be established throughout the design and construction
of the proposed project.
Task 1.03 —Topographic Survey
Topographic Survey— McClure will provide topographic surveys required for developing the
design plans based on the attached survey schematic. Topographic survey is defined as providing
contours at 0.5' intervals and includes surveying edge of pavement, edge of building (and
adjacent grade), ditches (top, toe, and flowline), storm and sanitary sewer structures (rim
elevation, flowlines, pipe size, and pipe type), embankments (top and toe), along Highway 9 and
the levee, tree limits (individual trees are not necessary, but all slope related items are still required
if they change the canopy), area under Highway 9 bridges (downslope, bridge columns, low
chord, edge of pavement, ditch limits, riprap limits), stop log headwalls, signs, soil boring
locations, water valves, hydrants, etc. and other visible features the Consultant determines to meet
project objectives. Non-visible below grade structures will be shown from data provided by the
City and utility providers.
Task 1 .04 — Utility Survey
Utility Survey—McClure will reach out to Missouri One-Call to identify owners of record, obtain
existing utility mapping information, and request the buried utilities be marked in the field. Field
survey marked utilities, incorporate into project base map, and document utility name and contact
information on the utility legend. Excavating to expose buried utilities is not part of this
agreement. Any private utility locates that are not included in the Missouri One-Call service will
be shown as map location, if known.
Task 1.05 — Right-of-Way Survey
Perform right-of-way survey required for the development of the project. The right-of-way survey
shall be in-depth legal surveys for which acquisition plats are to be developed.
This task includes a thorough search of City, County, and State records to review all surveys of
record pertaining to the survey corridor, including County Auditor's Subdivision Plats, original
government surveys, all irregular land survey, and road establishment records. Copies of such
records are to be included in the project file for future reference.
This task includes obtaining sufficient field data to locate or establish property lines affected by the
project to enable the preparation of the improvement plans. This includes location section
corners, property pins, and visible lines of occupation such as fences, field divisions, or any other
lines, indicating possession. A diligent effort must be made to recover existing land corner
monuments necessary to describe the right-of-way along the project corridor.
The task includes incorporation of property lines, right-of-way lines, and ownership of properties
affected by the project into the base mapping for the project. The base mapping will identify the
owners and approximate boundaries of all appropriate parcels within the survey limits.
Deliverable—Prodect Base Map
Incorporate field surveys and utility information into on electronic base map to be used for the design
of the project. Incorporate topographic survey, utility survey, property lines, right-of-way lines, and
property ownership for parcels located within the project limits into the base map.
I. Timeline
The following is the estimated time frame for this project. All calendar days are estimated, subject
to acceptance day with the Owner. If notice to proceed is given at a later date, time of
completion may need to be extended accordingly. Generally, the schedule for the Project is
described as follows:
A. General Schedule
a. Notice to Proceed—received from City by June 4, 2021
b. Topographic Survey and Mapping—provide Final Deliverable to City by August 6, 2021
B. Schedule Delays
The Consultant shall not be responsible for delays in the schedule that are beyond the
Consultant's control.
II. Additional Services Not Included in this Agreement
The following services are excluded from the basic services, but may be performed by the
Consultant upon written amendment to this agreement.

2. Right-of-Way or Easement Staking.
3. Boundary retracement of existing lots to set missing monuments.
4. Other services not specifically outlined in this Agreement.
III. City's Responsibilities
