REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 1, 2021
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 1, 2021.
Mayor Rose called the meeting to order at 6:07 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Sal LoPorto, Jill Hammond, Mike Fuller, Dawn Cockrell, Robert Milner, and
Nathan Cretsinger.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community
Development Director Mike Duffy. Also present were City Attorney Paul Campo, Special
Counsel Todd Graves and Dane Martin with Graves Garrett LLC.
MOTION TO ENTER INTO Alderman LoPorto moved to enter into closed session pursuant
CLOSED @ 6:07 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, second by
Alderman Cretsinger.
Yes: LoPorto, Cretsinger, Cockrell, Hammond, Fuller, and
Milner.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Hammond moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with no action taken; second by Alderman LoPorto.
Yes: Hammond, LoPorto, Milner, Cockrell, Cretsinger, and Fuller
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Hammond, Dawn Cockrell, Sal
LoPorto, Mike Fuller, Nathan Cretsinger, and Robert Milner.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
Finance Director Nate Blum, City Clerk Robin Kincaid, Public Works Director Tom Wooddell,
City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, and
Human Resources Manager Amy Strough. Also present was City Attorney Paul Campo,
PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the proclamation for World Elder Abuse
Awareness Day, June 15; 2021, and Debbie Gwin was present to
receive the proclamation for the Platte County Senior Fund.

CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as
presented, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Milner, Cockrell, and LoPorto.
Motion carried 6-0.
MINUTES OF 05-18-21 Alderman Hammond moved to approve the minutes of the May
18, 2021, meeting, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Milner, Cockrell, and LoPorto.
Motion carried 6-0.
MINUTES OF 05-25-21 Alderman Hammond moved to approve the minutes of the May
25, 2021, meeting, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Milner, Cockrell, and LoPorto.
Motion carried 6-0.
RESOLUTION 2021-046 Alderman Hammond moved to approve Resolution 2021-046
Bill Pay authorizing the expenditure of funds for fiscal year 2020-
2021, for weeks ending May 21 St and May 2811 in the amount of
$369,680.98, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Milner, Cockrell, and LoPorto.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose opened the public hearing at 7:09 p.m. to consider a
Special Use Permit Special Use Permit for outdoor storage at 4151 NW 41" Street,
Suite 400, in the City of Riverside, Platte County, Missouri.
Community Development Director Mike Duffy addressed the
Board regarding this request, he showed the area on a map, and
said that the Planning and Zoning Commission heard the request
last week and recommends approval. Questions were answered
and Mayor Rose asked if there were any further questions or
comments and hearing none, closed the public hearing at 7:14
p.m.
BILL NO. 2021-014 City Clerk Robin Kincaid gave first reading of Bill No. 2021-014.
SUP Outdoor Storage Alderman Hammond moved to place Bill 2021-014 on second
final reading, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Cockrell, Milner, LoPorto, and Fuller.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2021-014.
Alderman Hammond moved to approve Bill 2021-014 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Hammond, Cockrell, Cretsinger, Fuller, LoPorto, and Milner.
Motion carried 6-0.
BILL NO. 2021-015 City Clerk Robin Kincaid gave first reading of Bill No. 2021-015.
Final Plat Lot Split Community Development Director Mike Duffy explained the
reason for this request and showed on a map where the lot splits
are located. He stated that this was heard by the Planning
Commission and unanimously recommended.
Alderman Cretsinger moved to place Bill 2021-015 on second
final reading, second by Alderman Milner.
Yes: Cretsinger, Milner, Hammond, Fuller, Cockrell, and LoPorto.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2021-015.
Alderman Hammond moved to approve Bill 2021-015 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Hammond, LoPorto, Milner, Cockrell, Fuller, and Cretsinger.
Motion carried 6-0.
BILL NO. 2021-016 City Clerk Robin Kincaid gave first reading of Bill No. 2021-016.
Blight Removal Request Community Development Director Mike Duffy explained the
request for the blight removal and details of the program and
process.
Alderman LoPorto moved to place Bill 2021-016 on second
final reading, second by Alderman Cockrell.
Yes: LoPorto, Cockrell, Milner, Hammond, Cretsinger, and Fuller.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2021-016.

said bill as ordinance, second by Alderman Cretsinger.

BILL NO. 2021-017 City Clerk Robin Kincaid gave first reading of Bill No. 2021-017.
KCMO Ambulance Services Fire Chief Gordon Fowlston reported that this is the annual
contract for our ambulance services, the cost did not increase this
year and that this contract has the clause to renew automatically
for a five-year period.
Alderman LoPorto moved to place Bill 2021-017 on second
final reading, second by Alderman Hammond.
Yes: LoPorto, Hammond, Fuller, Cretsinger, Cockrell, and Milner.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2021-017.
Alderman Milner moved to approve Bill 2021-017 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Milner, Hammond, LoPorto, Cretsinger, Cockrell, and Fuller.
Motion carried 6-0.
BILL NO. 2021-018 City Clerk Robin Kincaid gave first reading of Bill No. 2021-018.
Employee Compensation Plan Human Resources Manager Amy Strough stated that this plan
was presented to the Mayor and Board at the budget workshop
and this bill is for all city departments except the Fire Department
that will be adopted at a subsequent meeting.
Alderman Cretsinger moved to place Bill 2021-018 on second
final reading, second by Alderman Milner.
Yes: Cretsinger, Milner, Fuller, Cockrell, Hammond, and LoPorto.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2021-018.
Alderman Milner moved to approve Bill 2021-018 and enact

said bill as ordinance, second by Alderman Cretsinger.

BILL NO. 2021-019 City Clerk Robin Kincaid gave first reading of Bill No. 2021-019.
Repeal Ord. 1713 & 1718 City Administrator Koral stated that this is fairly self-explanatory,
these were adopted as the organization operations for emergency
processes during the early COVID-19 Pandemic, none of the
provisions were used at any point, but were there if needed and
we see no further need for them, so the request to repeal is before
you for consideration.
Alderman Hammond moved to place Bill 2021-019 on second
final reading, second by Alderman LoPorto.
Yes: Hammond, LoPorto, Fuller, Milner, Cockrell, and Cretsinger.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2021-019.
Alderman Hammond moved to approve Bill 2021-019 and enact
said bill as ordinance, second by Alderman Milner.
Yes: Hammond, Milner, Cretsinger, LoPorto, Fuller, and Cockrell.
Motion carried 6-0.
RESOLUTION 2021-047 City Engineer Travis Hoover told the Board that this is the
McClure Task Order#5 request for McClure to survey for the Riverway improvements.
Alderman Hammond moved to approve Resolution 2021-047
Approving task order number 5 with McClure, second by
Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, LoPorto, Cockrell, and Milner.
Motion carried 6-0.
RESOLUTION 2021-048 City Administrator Brian Koral explained that this is in relation to
Confidentiality Agreement the ongoing case regarding cell phone tax being paid to the City
and this allows special counsel to receive revenue information that
is not otherwise open to the public.
Alderman Hammond moved to approve Resolution 2021-048
authorizing the City of Riverside to execute a confidentiality and
nondisclosure agreement and granting further authority, second
by Alderman Cockrell.
Yes: Hammond, Cockrell, Fuller, Cretsinger, Milner, and LoPorto.
Motion carried 6-0.
RESOLUTION 2021-049 Finance Director Nate Blum stated that there were no changes
2021-2022 Annual Budget to the budget, all numbers are the same as presented to the
Board at the workshop session.
Alderman Milner moved to approve Resolution 2021-049
adopting the fiscal year 2021-2022 annual budget for the City of
Riverside, Missouri, second by Alderman Cockrell.
Yes: Milner Cockrell, LoPorto, Cretsinger, Hammond, and Fuller.
Motion carried 6-0.

Liquor License Approval Alderman LoPorto moved to approve the picnic not-for-profit
Loud & Local Event— 08.07.21 liquor license contingent upon State of Missouri approval for the
Riverside Chamber of Commerce, Managing Agent April
Roberson for the Loud & Local Event on August 7, 2021, second
by Alderman Hammond.
Yes: LoPorto, Hammond, Cockrell, Milner, Cretsinger, and Fuller.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral shared an Upstream Story, an email
thanking Assistant Chief Jeff Taylor and his above and beyond
service to help a resident. He invited the Board to attend the
Celebrating Service Luncheon that will be this Thursday at Trezo
Mare to honor employees with 5,10,15, 20 and 25 years of
service. The pool opened and this week the weather will be
warmer, so we hope for increased attendance. He updated the
Board on projects going on in the city.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell reminded everyone that
trash pick-up will be on Saturday this week because of the
Monday Holiday.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose thanked Brian for sharing the Upstream Story and
sharing it because she knows the family and that was a big help to
them, I love hearing how our staff responds to needs. She told
the story of an accident that happened outside the City Hall
building, Brian went out to the scene and was able to offer help to
the teen that was involved. I want to thank Public Works for their
time and work on getting the pool up and ready to open. It is an
expense to the city, but it provides experience for people and
quality of life to the public, so thank all your team for me. The
heavy rains received over the weekend were discussed.
Congratulations to Nate on the completion of the budget.
BOARD OF ALDERMEN Alderman LoPorto - Echo the Mayor on the budget, great job, well
planned out, and thank you. I just want to say that the Upstream
story about Jeff Taylor was mentioned but, we have had an
extraordinary year and he has been to many of our meetings with
numbers and valuable information and many meetings we have
no idea about, countless other activities that we can't even wrap

our heads around. It was an extraordinary year and I hope it does
not go unnoticed in his department or from our community.
Alderman Cretsinger— Nothing to report.
Alderman Milner— I want to congratulate Brian and Amy on the
compensation package being approved. I think it is important that
we take care of our people. I am very glad to be here.
Alderman Hammond — Thank you to everyone that worked on the
budget, it is a beast and takes a lot of work, so thanks to everyone
that put so much thought and care into it.
Alderman Cockrell — I am excited to see Loud and Local coming
back around.
Alderman Fuller— Nothing to report.

second by Alderman LoPorto.
