Analysis
Blight Definition.A "Blighted Property" is a property in which the Board of Aldermen determines that
by reason of age, obsolescence, inadequate or outmoded design or physical deterioration has become an
economic or social liability, and that such condition is conducive to ill health, transmission of disease,
crime or inability to pay reasonable taxes.
The structure is a 1-story, 832square feet single-family home built in 1932. The applicant has lived in this
residence since 2006.
At first gland the house appears to be in good shape. The applicant has lived in the residence and has
attempted to keep it in good repair. However, due to the age of the home it is becoming increasing more
difficult to keep it livable. The house is constructed on a hand dug dirt basement. This has caused severe
foundation issues and flooding. The basement is also difficult to secure from pests. Animal control has
assisted several times in the removal of raccoons from the applicant's basement.
The applicant had a home inspection conducted and they determined that much of the homes electrical is
outdated. The homes foundation is structurally compromised. In addition, the home was found to have
led paint and asbestos.

Recommendation
Staff finds the structure meets the definition of blight for the Blight Removal and Reinvestment Program

recommends the Board approve the application for the program.
