HomeMy WebLinkAbout2002-04-16Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri April 16, 2002 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on April 16, 2002 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burns, Beazd, Wedua, Darata, Legaard, and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Wylie Simpson, Director of Public Safety, John Jackson, City Engineer, Steve Crystal, City Attorney, John McClelland and Matt Kitzi, City Attorneys office. Minutes, March 19, 2002 Alderman Beard moved that the minutes of March 19, 2002 be Approved approved as corrected, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaazd, Beard and Wedua. Motion carries. Minutes, March 26, 2002 Alderman Legaard moved that the minutes of March 26, 2002 be Approved approved as corrected, seconded by Alderman Beard, the vote was: Aye: Aldermen, Flaws, Darata, Burris, Legaazd, Beard and Wedua. Motion carries. Tenant Finish Alderman Legaard moved to approve the tenant finish for 1827 NW 1827 NW Gateway Gateway, Don Spencer, General Manger for "Love Bites", seconded by Approved Alderman Beard, the vote was: Aye: Aldermen, Dazata, Burris, Legaazd, Beard, Wedua and Flaws. Motion carries. Public Hearing Opened Mayor Burch opened the Public Hearing to consider approval of Brenner's Ridge Final Plat. Public Hearing Closed There were no comments from the public and the hearing was closed. Final Plat for Brenner's Ridge Alderman Beard moved to approve the final plat for Brenner's Ridge, Approved informing Mr. Nero the State Coordinate System (Geographic Reference System) must be shown on the plat, seconded by Alderman Wedua, the vote was: Aye: Aldermen Dazata, Burris, Legaard, Beard, Wedua and Flaws. Motion carries. Public Hearing Opened Mayor Burch opened the Public Hearing to consider approval to amend Planned District, Gatewoods Planned District Subdivision Plan and Plat. Motion carries. Public Hearing Opened Mayor Burch opened the Public Hearing to consider proposed amendments to the Zoning Code by adding Chapter 490 regazding a Property Maintenance Code. Motion carries. City Administrator Comment David said the report was not back yet on the damage done by the ice storm. As soon as he receives it, it will be submitted to Federal Emergency Management Agency. There will be a Pazk Board meeting Apri127'". Shelter House choice It was unanimously agreed to table choosing a shelter house for the tabled until April 30th E.H. Young Riverfront Park until the Apri130`" meeting. Bids received for pool Bids to paint and sandblast the swimming pool were received from project the following companies: Goens Brothers $13,650 Dayco Painting Inc $12,895 American Eagle Coatings $12,800 Painting and sand blasting the Alderman Burns moved to approve the lowest bidder, Dayco Painting, swimming pool Inc (based upon their qualifications and discussing the Insurance Bond) Approved to sand blast and paint the swimming pool, seconded by Alderman Dazata, the vote was: Aye: Aldermen Darata, L,egaard, Beard, Flaws, L,egaazd and Burris. Motion carries. Public Safety Comments Chief Simpson said the 911 emergency equipment will be updated on April 27'" and two new monitor stations added. An eight-hour training session that is required will be given by MARC for all dispatchers. He stated they have outgrown their space in communications. Spring Clean Up The dates for Spring clean up aze Apri125,26, 27 and May 2,3,4 from dates chosen 8 a.m-4 p.m.'~he dumpsters will be at the Public Works building. Residents will be assisted with unloading trash. Mayor Pro-Tem Mayor Burch suggested appointing Alderman Beard as Mayor Pro- Tem. Mayor Pro-Tem Alderman Wedua moved to approve appointing Alderman Ray Beard Approved as Mayor Pro-Tem, seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Beard, Legaard, Darata, Wedua and Bums. Motion carried. Alderman Flaws will remain the City Representative for the Planning Commission. Park Hill Aquatics to Alderman Burris moved to approve Park Hill Aquatics to manage the manage pool pool for the season of 2002, seconded by Alderman Darata, the vote Approved was: Aye: Aldermen Beard, Legaard, Darata, Wedua, Flaws and Burns. Motion carries. It was suggested to inquire into extending the hours for the pool to be opened. Bill No. 2002-47 Alderman Darata moved to place Bill No. 2002-47 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Beazd, the vote was: Aye: Aldermen Flaws, Burns, Darata, Beard, Legaard and Wedua. Motion carries. Ordinance No. 2002-47 Alderman Flaws moved to place Bill No. 2002-47 on its second reading Approved and upon passage of same, become Ordinance No. 2002-47 seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Darata, Beazd, L.egaard, Wedua and Bums. Motion carries. 2002-48 Bill No Alderman Beard moved to place Bill No. 2002-48 on its first reading, . Certification of Election said Bill canvasses the returns of the Municipal Election held in the April 2, 2002 City of Riverside on Apri12, 2002, seconded by Alderman Darata, the vote was: Aye: Aldermen Bums, Darata, Beazd, L,egaard, Wedua and Flaws. Motion carries. Ordinance No. 2002-48 d Alderman Bums moved to place Bill No. 2002-48 on its second reading and upon passage of same, become Ordinance No. 2002-48 seconded Approve by Alderman Dazata, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Burns. Motion carries. Bill No. 2002-49 Alderman Beard moved to place Bill No. 2002-49 on its first reading, Accepting recommendation i accepting the recommendation of the Planning and Zoning Commission Missouri and approving the final subdivision of Riverside of the Cit ng of P&Z and approv the final subdivision plat , y plat submitted by Jack Miller Properties, L.L.C. (The "Applicant"), submitted by Jack Miller and to amend subdivision to reflect atie-in plan to the Geographic Properties System Missouri Land Survey Program Division of Geology and Land Survey, Missouri Department of Natural Resources, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Burns. Motion cazries. Ordinance No. 2002-49 Alderman Darata moved to place Bill No. 2002-49 on its second reading Approved and upon passage of same, become Ordinance No. 2002-49 seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Darata, Beazd, Legaard, Wedua and Bums. Motion carries. 2020-50 Bill No Alderman Beard moved to place Bill No. 2002-50 on its first reading, . Repealing Chapter 445 of said Bill repealing Chapter 445 of the Riverside City Code, seconded the City Code by Alderman Burris, the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Burns and, Flaws. Motion carries. Ordinance No. 2002-50 Alderman Wedua moved to place Bill No. 2002-50 on its second reading Approved and upon passage of same, become Ordinance No. 2002-50 seconded by Alderman Burris, the vote was: Aye: Aldermen Flaws, Dazata, Beard, Legaazd, Wedua and Burris. Motion carries. 2002-51 Bill No Alderman Beard moved to place Bill No. 2002-51 on its first reading, . Approving & authorizing said Bill approving and authorizing the execution of an agreement for the execution of agreement the provision of planning services by Shafar, Kline & Warren, Inc., for planning services by seconded by Alderman Wedua, the vote was: Shafar, Kline & Warren, Inc. Aye: Aldermen Beard, Legaard, Wedua, Burris, Flaws and Darata. Motion carries. Ordinance No. 2002-51 Alderman Darata moved to place Bill No. 2002-51 on its second reading Approved and upon passage of same, become Ordinance No. 2002-51 seconded by Alderman Legaard, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaazd, Wedua and Bums. Motion carries. Aldermen Comments Alderman Burris asked for an update on the street lights on Vivion Road. John Jackson said he spoke with Pam Cook at Kansas City Power & Light and will inquire on the status of this matter. When traveling Vivion Road, the Subway sign is past the entrance. It was mentioned about leash less areas in parks for dogs. Alderman Legaard mentioned the nuisance of dogs and cats running loose. Mayor Burch said the Mayor's Association is working on getting an animal shelter. Swearing in Ceremony, The newly elected officers were sworn in, i.e., Mayor, Betty Burch, newly elected officials Alderman, Wazd I, George Flaws; Alderman Ward II, Jatona Looker and Alderman Ward III, Rochelle Legaard. Mayor Burch's presentation Mayor Burch presented a plaque to Jim Wedua expressing appreciation for all of his services to the community. Recess A recess was called at 8:40 p.m. and a celebration for the newly elected officials held. Meeting reconvened The roll was called and Mayor Burch, Aldermen Burris, Looker, at 9:05 p.m. Dazata, Legaard, Beard and Flaws were present. Motion for Closed Alderman Beazd moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) Real Estate, and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Darata, the vote was: Aye: Aldermen Dazata, Legaard, Beazd, Flaws, Looker and Burris. Motion carries. Motion for Open Alderman Flaws moved that the meeting go into open session, Session seconded by Alderman Beazd, the vote was: Aye: Aldermen Legaard, Beard, Flaws, Looker, Darata and Burns. Motion carries. Mayor's comments The Park Hill Seniors will be doing Community Service work for the city on Wednesday, April 17`". David will be traveling to Jefferson City, Mo to attend the Home Dock Cities Association meeting and speak with legislators. There will be a workshop session on Tuesday, Apri123'" at 6:30 p.m. to discuss a Code Enforcement Plan and, time permitting, discuss the Property Maintenance Code. Mayor Burch said Jeremiah Finnegan, Finnegan, Conrad & Peterson, L.C. will be asked to attend the Apri123rd meeting to explain the water rate case's disposition. Jatona Looker's resignation from the Planning and Zoning Commission was presented. Adjournment By unanimous decision, the board adjourned at 10:30 . ty Clerk
