Missouri, on Tuesday. July 6, 2021. Mayor Rose called the meeting to order at 6:19 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Sal LoPorto, Jill Hammond, Mike Fuller, Dawn Cockrell, Robert Milner, and Nathan Cretsinger (by Zoom). Also, present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community Development Director Mike Duffy. Also present were City Attorney Paul Campo, Special Counsel Joe Bednar (by Zoom). MOTION TO ENTER INTO Alderman LoPorto moved to enter into closed session pursuant CLOSED @ 6:20 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, second by Alderman Milner. Yes: LoPorto, Milner, Fuller, Cockrell, Cretsinger; and Hammond. Motion carried 6-0. MOTION TO ADJOURN Alderman Hammond moved at 7:03 p.m. to adjourn closed CLOSED @ 7:03 P.M. session with no action taken, second by Alderman Cockrell. Yes: Hammond, Cockrell, Fuller, Cretsinger, LoPorto, and Milner. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Hammond, Dawn Cockrell, Sal LoPorto, Mike Fuller, and Robert Milner. Alderman Nathan Cretsinger was absent. Also, present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Captain Gary McMullin, Fire Chief Gordon Fowlston, and Capital Projects/Parks Noel Challis Bennion. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman LoPorto moved to approve the consent agenda with Resolution No. R-2021- 078 removed, to be heard separately, second by Alderman Hammond. Yes: LoPorto, Hammond. Cockrell, Fuller, and Milner. Motion carried 5-0. MINUTES OF 06-15-21 Alderman LoPorto moved to approve the minutes of the June 15, 2021 meeting, second by Alderman Hammond. Yes: LoPorto, Hammond; Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-064 Alderman LoPorto moved to approve Resolution 2021-064 American Red Cross authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the American Red Cross, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-065 Alderman LoPorto moved to approve Resolution 2021-065 Feed Northland Kids authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Feed Northland Kids, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-066 Alderman LoPorto moved to approve Resolution 2021-066 KCADC Annual Agreement authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Kansas City Area Development Council, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-067 Alderman LoPorto moved to approve Resolution 2021-067 LevelUp Kids Agreement authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Miles of Smiles/ LevelUp Kids, Inc., second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-068 Alderman LoPorto moved to approve Resolution 2021-068 MOCSA Annual Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Metropolitan Organization to Counter Sexual Assault, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. 2 RESOLUTION 2021-069 Alderman LoPorto moved to approve Resolution 2021-069 Northland Health Care authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Northland Health Care Access, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-070 Alderman LoPorto moved to approve Resolution 2021-070 Northland Neighborhoods authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Northland Neighborhoods, Inc., second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-071 Alderman LoPorto moved to approve Resolution 2021-071 NRCC Annual Agreement authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Northland Regional Chamber of Commerce. second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-072 Alderman LoPorto moved to approve Resolution 2021-072 Park Hill School Agreement authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Park Hill School District, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-073 Alderman LoPorto moved to approve Resolution 2021-073 Platte County Health Dept authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Platte County Health Department, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-074 Alderman LoPorto moved to approve Resolution 2021-074 PCEDC Annual Agreement authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Plate County Economic Development Council, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-075 Alderman LoPorto moved to approve Resolution 2021-075 Platte Senior Services authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Platte Senior Services, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-076 Alderman LoPorto moved to approve Resolution 2021-076 Riverside Chamber authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the Riverside Chamber of Commerce, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-077 Alderman LoPorto moved to approve Resolution 2021-077 Synergy Services Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to Synergy Services, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-079 Alderman LoPorto moved to approve Resolution 2021-079 Siren Maintenance Agmnt approving a maintenance agreement with Blue Valley Public Safety, Inc., second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-080 Alderman LoPorto moved to approve Resolution 2021-080 DTN Weather Software authorizing the purchase of DTN Weather Software for the Public Works, Police, and Fire Departments form DTN in an amount not to exceed $4,399.44, second by Alderman Hammond, Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-081 Alderman LoPorto moved to approve Resolution 2021-081 2022 Polaris Ranger UTV authorizing the purchase of a 2022 Polaris Ranger UTV from Polaris Sales Inc in an amount not to exceed $22,346.23, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-082 Alderman LoPorto moved to approve Resolution 2021-082 License Plate Reader authorizing the purchase of one Selex-ES/Elsag Automated License Plate Reader for the Police Department from Busch and Associates off the GSA Purchasing Contract in the amount no to exceed $18,745.00, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. RESOLUTION 2021-083 Alderman LoPorto moved to approve Resolution 2021-083 Ford Explorers for Police authorizing the purchase of (2) two Ford 2021 Explorer PI for the Police Department through Shawnee Mission Ford off the Mid America Regional Council Government Bid for Cooperative Fleet Pricing in an amount not to exceed $70,972.00, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell. Fuller, and Milner. Motion carried 5-0. 4 RESOLUTION 2021-084 Alderman LoPorto moved to approve Resolution 2021-084 Equipment for Police Vehicles authorizing the purchase of emergency equipment for (2) two Ford 2021 Explorer PI for the Police Department through 911 Customs in an amount not to exceed $22,965.00, second by Alderman Hammond. Yes: LoPorto, Hammond, Cockrell, Fuller, and Milner. Motion carried 5-0. REGULAR AGENDA RESOLUTION 2021-078 Alderman LoPorto moved to approve Resolution 2021-078 YMCA Services Agmnt authorizing the City of Riverside to enter into a services agreement with and pay certain funds to the YMCA, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, and Fuller. No: None Abstain: Hammond. Motion carried 4-0-1. BILL NO. 2021-025 City Clerk Robin Kincaid gave first reading of Bill No. 2021-025. Red X Edition Final Plat Community Development Director Mike Duffy reviewed the purpose of this plat, location, and that the Planning & Zoning Commission recommended unanimously to approve. Questions were answered by Duffy and representative for Red X, Richie Benninghoven. Alderman LoPorto moved to approve Bill 2021-025 and place on final reading, second by Alderman Hammond, Yes: LoPorto, Hammond, Fuller, Milner, and Cockrell. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2021-025. Alderman LoPorto moved to approve Bill 2021-025 and enact said bill as ordinance, second by Alderman Milner. Yes: LoPorto, Milner, Hammond, Cockrell, and Fuller. Motion carried 5-0. BILL NO. 2021-026 City Clerk Robin Kincaid gave first reading of Bill No. 2021-026. MOU with PHSH Alderman Hammond moved to place Bill 2021-026 on second final reading, second by Alderman Milner. Yes: Hammond, Milner, Fuller, LoPorto, and Cockrell. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2021-026. Alderman Hammond moved to approve Bill 2021-26 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Hammond, Cockrell, Fuller, Milner, and LoPorto. Motion carried 5-0- BILL NO. 2021-027 City Clerk Robin Kincaid gave first reading of Bill No. 2021-027. Hersh New Hire Public Works Alderman LoPorto moved to accept first reading and place Bill 2021-027 on final reading, second by Alderman Milner. Yes: LoPorto, Milner, Hammond, Fuller, and Cockrell. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2021-027. Alderman Hammond moved to approve Bill 2021-027 and enact said bill as ordinance, second by Alderman Milner. Yes: Hammond, Milner, Fuller, Cockrell, and LoPorto. Motion carried 5-0. BILL NO. 2021-028 City Clerk Robin Kincaid gave first reading of Bill No. 2021-028. Repeal Surcharge City Administrator Brian Koral explained that the Missouri Supreme Court has ruled that the Sheriff Retirement Fund surcharge on municipal court fees is not legal, and this Bill is repealing said fees from our City Codes. Alderman Milner moved to accept first reading and place Bill 2021-028 on second and final reading, second by Alderman LoPorto. Yes: Milner, LoPorto, Hammond, Cockrell, and Fuller. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2021-028. Alderman Milner moved to approve Bill 2021-028 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Milner, LoPorto, Hammond, Fuller, and Cockrell. Motion carried 5-0. RESOLUTION 2021-063 Alderman LoPorto moved to approve Resolution 2021-063 Bill Pay authorizing the expenditure of funds for fiscal year 2020- 2021, for weeks ending June 20th, June 2711, and July 211 the amount of $490,461.78. second by Alderman Cockrell. Yes: LoPorto, Cockrell, Fuller, and Milner. No: None. Abstain: Hammond. Motion carried 4-0-1. Liquor License Approval Alderman Hammond moved to approve the picnic not-for-profit Everybody's Fav — 08.20.21 liquor license contingent upon State of Missouri approval for the Everybody's Favorite Barbeque & Hot Sauce Festival, Managing Agent Richard Spaulding, event dates - August 20-22, 2021, at EH Young Park, second by Alderman Cockrell. Yes: Hammond, Cockrell, Fuller, Milner, and LoPorto. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral presented an Upstream Story received through emails from a resident regarding the Police responding to a speed concerns on his street and how thankful he is to have chosen this community as his retirement home. Brian also reported that City Pool hours are being reduced because of staffing issues, 2021-2022 Budget Books will be handed out next week, and the City Administrator evaluation is coming to each alderman through Survey Monkey to complete prior to his evaluation. 6 COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Capital Projects/Parks Manager Noel Challis Bennion informed the Board that the services agreement with Moorhead for Pickleball instruction was not being renewed this year. FINANCE Nothing to report. FIRE Fire Chief Fowlston reviewed incident activity during the 4th of July and calls were minimal. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Nothing to report. MAYOR'S DISCUSSION Mayor Rose reminded everyone of the movie night and sculpture dedication this Friday evening at 8:30 p.m. BOARD OF ALDERMEN Alderman LoPorto — Nothing to report. Alderman Milner— Nothing to report. Alderman Cockrell — Nothing to report. Alderman Fuller— Nothing to report. Alderman Hammond — She thanked Police and Fire for keeping everyone safe through the holiday weekend, it was evident it was a very busy place driving through the city streets. She also thanked Mike Duffy for taking calls from Gatewoods residents regarding the high water in the creek.
