HomeMy WebLinkAbout2021-08-03 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 3, 2021 6:40 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 3, 2021. Mayor Rose called the meeting to order at 6:42 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Hammond, Mike Fuller (by Zoom), Dawn Cockrell, Nathan Cretsinger(by Zoom), Robert Milner, and Sal LoPorto. Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, HR Manager Amy Strough, City Attorney Paul Campo, and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Cockrell moved to enter into closed session CLOSED @ 6:42 P.M. pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman LoPorto. Yes: Cockrell, LoPorto, Hammond, Milner, Fuller, and Cretsinger. Motion carried 6-0. Alderman Cretsinger left meeting at 6:50 pm. MOTION TO ADJOURN Alderman Hammond moved at 7:12 p.m. to adjourn closed CLOSED @ 7:12 P.M. &TO session with action taken and to reconvene after open session, RECONVENE AFTER OPEN second by Alderman Cockrell. Yes: Hammond, Cockrell, Fuller, LoPorto, and Milner. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:14 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Sal LoPorto, Dawn Cockrell, Jill Hammond, and Rob Milner. Also present were Acting City Administrator Mike Duffy, Finance Director Nate Blum, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Captain Gary McMullin, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, and IT Manager Jason Ketter. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. -1 PUBLIC COMMENT None. CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Hammond, Cockrell, LoPorto, and Milner. Motion carried 4-0. MINUTES OF 07-20-21 Alderman Hammond moved to approve the minutes of the July 20, 2021, meeting, second by Alderman Cockrell. Yes: Hammond, Cockrell, LoPorto, and Milner. Motion carried 4-0. MINUTES OF 07-27-21 Alderman Hammond moved to approve the minutes of the July 27, 2021, meeting, second by Alderman Cockrell. Yes: Hammond, Cockrell, LoPorto, and Milner. Motion carried 4-0. RESOLUTION 2021-094 Alderman Hammond moved to approve Resolution 2021-094 Amend Park Use SJR Media approving an amended park use agreement with SJR Media Group, LLC, second by Alderman Cockrell. Yes: Hammond, Cockrell, LoPorto, and Milner. Motion carried 4-0. REGULAR AGENDA BILL NO. 2021-030 City Clerk Robin Kincaid gave first reading of Bill No. 2021-030. MOU Library City Engineer Travis Hoover reminded the Board that this was brought to them by Noel at a previous meeting regarding an agreement with Mid Continent Library and the Story Walk for children around E.H. Young Park. Alderman LoPorto moved to accept first reading and place Bill 2021-030 on second and final reading, second by Alderman Milner. Yes: LoPorto, Milner, Hammond, and Cockrell. Motion carried 4-0. City Clerk Kincaid gave second reading of Bill No. 2021-030. Alderman Hammond moved to approve Bill 2021-030 and enact said bill as ordinance, second by Alderman Milner. Yes: Hammond, Milner, LoPorto, and Cockrell. Motion carried 4-0. BILL NO. 2021-031 City Clerk Robin Kincaid gave first reading of Bill No. 2021-031. Hire Police-Riley Alderman LoPorto moved to accept first reading and place Bill 2021-031 on second and final reading, second by Alderman Milner. Yes: LoPorto, Milner, Cockrell, and Hammond. Motion carried 4-0. City Clerk Kincaid gave second reading of Bill No. 2021-031. Alderman Milner moved to approve Bill 2021-031 and enact said bill as ordinance, second by Alderman Hammond. 2 Yes: Milner, Hammond, Cockrell, and LoPorto. Motion carried 4-0. BILL NO. 2021-032 City Clerk Robin Kincaid gave first reading of Bill No. 2021-032. Hire Police PT- Matney Alderman LoPorto moved to accept first reading and place Bill 2021-032 on second and final reading, second by Alderman Milner. Yes: LoPorto, Milner, Hammond, and Cockrell. Motion carried 4-0. City Clerk Kincaid gave second reading of Bill No. 2021-032. Alderman Milner moved to approve Bill 2021-032 and enact said bill as ordinance, second by Alderman Hammond. Yes: Milner, Hammond, LoPorto, and Cockrell. Motion carried 4-0. BILL NO. 2021-033 City Clerk Robin Kincaid gave first reading of Bill No. 2021-033. Renew Incentive Agreement Community Development Director Mike Duffy reported that this is a one-year extension on the US Farathane deal to make sure that they are reporting their withholdings for the State TIF Reimbursements. Alderman Hammond moved to accept first reading and place Bill 2021-033 on second and final reading, second by Alderman LoPorto. Yes: Hammond, LoPorto, Cockrell, and Milner. Motion carried 4-0. City Clerk Kincaid gave second reading of Bill No. 2021-033. Alderman Milner moved to approve Bill 2021-033 and enact said bill as ordinance, second by Alderman Hammond. Yes: Milner, Hammond, Cockrell, and LoPorto. 'Motion carried 4-0. RESOLUTION 2021-093 Alderman LoPorto moved to approve Resolution 2021-093 Bill Pay authorizing the expenditure of funds for fiscal year 2020- 2021 and 2021-2022, for weeks ending July 23rd and July 30th in the amount of$515,174.55, second by Alderman Milner. Yes: LoPorto, Milner, and Cockrell. No: None. Abstain: Hammond. Motion carried 3-0-1. RESOLUTION 2021-095 City Engineer Travis Hoover reported that this Task Order is for Task Order#6 McClure the Vivion Road Trail Project, to get McClure on board for that design. Alderman LoPorto moved to approve Resolution 2021-095 approving task order number 6 with McClure, second by Alderman Hammond. Yes: LoPorto, Hammond, Milner, and Cockrell. Motion carried 4-0. CITY ADMINISTRATOR Absent, no report. 3 COMMUNITY DEVELOPMENT Community Development Director Mike Duffy announced that Loud and Local would be held this Saturday evening at EH Young Park and the gates open at 6 p.m. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston gave an update on the natural gas smell throughout the City and several neighboring cities as well. Spire had said that there would be no danger to any residents. There were two water main breaks on Riverside Street at one of Block's buildings and that created a large sink hole under the building and other issues resulting from the breaks. POLICE Nothing to report. PUBLIC WORKS Public Works Director Tom Wooddell reported that the pool was closed today due to failure of the main pump. We pulled it today and actually got a quick turn-around, it was repaired today. We hope to get it installed tomorrow and will either be back up and running tomorrow afternoon or the following day. LEVEE BOARD Nothing to report. MAYOR'S DISCUSSION Mayor Kathy Rose announced that the pool hours have changed, and it was even closed two days last week due to lack of sufficient lifeguard coverage. It will only be a few more weeks for it to be open. The Northern Lifestyle Magazine features EH Young on the Cover, it makes me very proud to have that on their cover. MOTION TO RETURN TO Alderman Cockrell moved to return to closed session pursuant CLOSED @ 7:28 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Hammond. Motion carried 4-0. 4 Alderman Fuller rejoined the closed session by Zoom at 7:32 p.m. MOTION TO ADJOURN Alderman Hammond moved at 7:46 p.m. to adjourn closed CLOSED @ 7:46 P.M. session with action taken, second by Alderman LoPorto. Yes: Hammond, LoPorto, Milner, Cockrell, and Fuller. Motion carried 5-0. MOTION TO ADJOURN Alderman Cockrell moved to adjourn the meeting at 7:46 p.m., second by Alderman Milner.
