HomeMy WebLinkAbout2002-05-21 Minutes of Regulaz Meeting of Boazd of Aldermen of City of Riverside, Missouri May 21, 2002 A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on May 21, 2002 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Beard, Looker, Dazata, Legaazd, and Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer, Wylie Simpson, Director of Public Safety, John McClelland, City Attorneys office. Mr. Larry Kinser's speech Mayor Burch asked Larry Kinser, General Manager for the Argosy and Mayor Burch's' recognition Casino to speak. He said he had good news, the legislative session was over and we could expect to see activity at the site tomorrow. He said he is leaving Riverside and going to Lawrenceburg, Indiana. Argosy is searching for a replacement and, in the meantime, Terry Schneider, Director of Casino Operations will be acting General Manager. Mr. Kinser said he's been here 4 ~/z years. Mayor Burch presented Mr. Kinser with a plaque in appreciation for his Recess A brief recess was called at 7:35 p.m. Reconvened The Mayor and all Aldermen responded to roll call at 7:50 p.m. Minutes, May 14, 2002 Alderman Beard moved that the minutes of May 14, 2002 be Approved approved, seconded by Alderman Burris, the vote was: Aye: Aldermen Bums, Flaws, Darata, Looker, Legaazd and Beazd. Motion carries. Landscape Plan for Argosy Alderman Darata moved to approve Argosy's landscape plan, seconded Approved by Alderman Beard, [he vote was: Aye: Aldermen Burris, Flaws, Dazata, Legaard, Beazd and Looker. Motion carries. Bruce Culley Auditor Bruce Culley, Auditor for the city distributed audit books to the board gives brief overview of audit for review. The audit is for the period July 1,2000 through June 30, June 30, 2001- June 30, 2002 July 1, 2002. Mr. Culley summarized several of the pages explaining many of the items. He distributed a comparison sheet of the General Fund for other years. He said there are new federal requirements GASB, the city must follow. He will return in a couple of weeks explaining the new requirements so the city is in compliance with the federal law and asked the board of comments. Y Chief Simpson's comment Chief Wylie Simpson said they sponsored the Riverside Children's Fair and Custom Construction and Midwest Law Enforcement Assn. were the co-sponsors. He thanked the Mayor and boazd for support. He would like for the Public Safety to sponsor this annually. This takes place at National Night Out in August, too. It is offered to any child, not just Riverside children. Bill No. 2002-36 Alderman Beard moved to place Bill No. 2002-36 on its first reading, Amending the city code, Title IV said Bill amending the Riverside city code, Title IV, provisions related provisions related to single-family to single-family residential building in districts zoned "R-1", seconded residential building in district by Alderman Darata the vote was: zoned "R-1" Ordinance No. 2002-36 Alderman Flaws moved to place Bill No. 2002-36 on its second reading Approved and upon passage of same, become Ordinance No. 2002-36 seconded by Alderman Legaazd, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaazd, Looker and Burns. Motion carries. Bill No. 2002-61 Alderman Beard moved to place Bill No. 2002-61 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Burris, Darata, Beard, Legaard and Looker. Motion carries. Ordinance No. 2002-61 Alderman Flaws moved to place Bill No. 2002-61 on its second reading Approved and upon passage of same, become Ordinance No. 2002-61 seconded by Alderman Dazata, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaard, Looker and Burris. Motion carries. Bill No. 2002-62 Alderman Beard moved to place Bill No. 2002-62 on its first reading, Approving & authorizing the said Bill approving and authorizing the acquisition of certain temporary acquisition of certain temp- construction easements by the city and the payment of the purchase orary construction easements price therefore, seconded by Alderman Burris, the vote was: Aye: Alderman Darata, Beard, Legaard, Looker, Burns and Flaws. Motion carries. Ordinance No. 2002-62 Alderman Darata moved to place Bill No. 2002-62 on its second reading Approved and upon passage of same, become Ordinance No. 2002-62 seconded by Alderman Beazd, the vote was: Aye: Aldermen Flaws, Darata, Beazd, Legaazd, Looker and Burns. Motion carries. Bill No. 2002-63 Alderman Darata moved to place Bill No. 2002-63 on its first reading, Approving & authorizing the said Bill approving and authorizing the acquisition of certain temporazy acquisition of certain temp- construction easements by the city and the payment of the purchase orary construction easements price therefore, seconded by Alderman Burns, the vote was: Aye: Alderman Darata, Beard, Legaard, booker, Burris and Flaws Motion carries. Ordinance No. 2002-63 Alderman Flaws moved to place Bill No. 2002-63 on its second reading Approved and upon passage of same, become Ordinance No. 2002-63 seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaazd, Looker and Burris. Motion carries. Bill No. 2002-64 Alderman Beard moved to place Bill No. 2002-64 on its first reading, Amending Sect. 475.010 of said Bill amending Section 475.010 of the Riverside City Code the city code regarding authority of the regarding authority of the codes enforcement officers, seconded by codes enforcement officers Alderman Darata, the vote was: Aye: Aldermen Burris, Legaard, flaws, Darata, Beard and Looker. Motion carries. Ordinance No. 2002-64 Alderman Darata moved to place Bill No. 2002-64 on its second reading Approved and upon passage of same, become Ordinance No. 2002-64 seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Looker and Bums. Motion carries. Bill No. 2002-65 Alderman Beard moved to place Bill No. 2002-65 on its first reading, Amending Sec. 227.010 of [he said bill amending Section 227.020 of the Riverside City Code, city code regarding authority regarding authority of the codes enforcement officers, seconded by of the codes enforcement officers Alderman Burris, the vote was: Aye: Alderman Flaws, Darata, Legaazd, Beazd, Looker and Bums. Motion carries. Ordinance No. 2002-65 Alderman Burns moved to place Bill No. 2002-65 on its second reading Approved and upon passage of same, become Ordinance No. 2002-65 seconded by Alderman Dazata, the vote was: Aye: Aldermen Flaws, Dazata, Beard, Legaard, Looker and Bums. Motion carries. 3 i Bill No. 2002-66 An Ordinance ratifying the appointment of certain persons to the Boazd No action taken of Police Commissioners. No action taken. City Administrator Comment David said the city is receiving an awazd from the American Public Works Association and there are two seats open to the luncheon. There will be a tour of the Liberty Memorial in the afternoon. Recess A brief recess was called at 8:45 p.m. Reconvened The Mayor and all Aldermen responded to roll call. Motion for Closed Mayor Burch moved that the meeting go into closed session, Session pursuant to RSMo 610.02121), Real Estate, with the City Attorney, seconded by Alderman Beazd, the vote was: Aye: Aldermen Dazata, Legaard, Beazd, Flaws, Looker and Burris. Motion carries. Motion for Open Alderman Legaazd moved that the meeting go into open session, Session seconded by Alderman Beard, the vote was: Aye: Aldermen Legaazd, Beazd, Flaws, Looker, Darata and Burns. Motion carries. Mayor's comment Mayor Burch said she would be attending the Gaming Commission meeting Thursday in St. Louis. The overlay district is finished.
